In PerthNow’s report on the announcement, the quoted fare would not change during peak periods, on public holidays or at 3am—an intended shift toward price certainty, not proof that Swan rides would be cheaper.
What changed in the Swan Taxis–13cabs partnership?
PerthNow reported on 27 August 2024 that Swan Taxis was introducing fixed-price fares for the first time through a partnership with 13cabs. The report said Swan’s 1,000 vehicles would be co-branded with 13cabs and that passengers could pay through an app. 13cabs’ later company page says the partnership began in August 2024 and likewise describes fixed fares across Swan’s 1,000-vehicle fleet.
The announcement was presented as a change in how fares are set and communicated. It did not include a fare table, sample journeys or a complete set of rules for quoted prices, so it does not establish how much a particular trip costs.
What fixed-price fares mean for passengers
PerthNow described the fare as staying the same during peak periods, public holidays and at 3am. That addresses a specific concern: a passenger booking at a busy or unusual hour would receive a price that, under the announced model, would not rise simply because of that timing. The report characterized the change as a way to avoid surge prices at odd hours; that is the report’s framing, not an independently measured comparison of bills.

Olivia Barry, 13cabs’ chief operating officer, said passengers would “know exactly what their fare would be.” That is the company’s stated benefit. The available announcement does not spell out all conditions attached to a quote, such as how route changes or other booking circumstances might affect the final charge. Passengers should use the fare shown for their own booking rather than assume every journey has the same price rules.
How passengers could book
In remarks reported by PerthNow, Barry said customers could book through several channels:

What later company information says about expansion
A 13cabs company page, whose publication date is not shown in the reviewed text, describes subsequent regional launches: Karratha with 25 vehicles, Kalgoorlie with 11, Port Hedland with four, and Wadandi/Bunbury with two. These are company-published fleet counts, not independent measurements. The page also says an Albany fleet “will launch this month,” but without a visible publication date that relative timing cannot establish whether Albany service is operating now.

Does the partnership mean Swan rides are cheaper?
Not on the evidence in the announcement. Neither PerthNow’s report nor the later 13cabs company page provides actual fares, a same-route comparison or independently verified savings. Fixed pricing can make a quoted fare more predictable across the time periods described, but predictability and low cost are different questions.
To compare a Swan/13cabs quote with another taxi or rideshare option, compare quotes for the same pickup and destination at roughly the same time, and note the date and booking conditions. Without that like-for-like information, the partnership announcement does not show which service is cheaper.
