But “license” does not mean you get no rights: Valve’s agreement grants subscribers personal-use rights under its terms and the terms that apply to a particular game or subscription.
What Steam’s checkout notice says
In October 2024, Ars Technica reported seeing this message in Steam’s cart: “A purchase of a digital product grants a license for the product on Steam.” The notice linked to Steam’s Subscriber Agreement. It is a reported interface observation, not confirmation that every country, device, or checkout flow displays identical wording today. Ars Technica’s report and Engadget’s coverage discussed the notice in October 2024.

In practical terms, the payment gives you the rights described by the applicable terms, rather than a freely transferable ownership interest in the digital game copy. The agreement calls games and other material accessed or downloaded through Steam “Content and Services,” and calls the associated rights to access or use them “Subscriptions.” Steam’s Subscriber Agreement describes personal-use rights and says terms can vary by subscription or game.
Do you own games you buy on Steam?
The checkout wording does not characterize the transaction as ownership of a copy that you can freely sell, give away, or transfer. It frames the purchase as a license for the product on Steam. At the same time, the agreement grants a right to use the content for personal purposes under its stated conditions; “license” is not the same as “no rights at all.”

The agreement generally restricts selling or transferring reproductions of content to other people without Valve’s prior written consent, while recognizing exceptions in the agreement and applicable subscription terms. The precise terms for a game may therefore matter. Valve’s agreement is the relevant place to check those terms.
Can you transfer or resell a Steam game?
Do not assume that paying for a Steam game gives you a general right to resell or transfer it. The agreement’s general restriction on transferring reproductions applies, subject to its exceptions and any applicable subscription terms. Whether a particular right or exception applies depends on the relevant terms; the checkout notice alone does not answer that question.

Does the license mean Steam can revoke any game at any time?
No such universal conclusion follows from the notice or the agreement points described here. A license framing alone does not establish whether Steam could or would revoke an individual paid title. Nor does it settle whether a game will keep working if Steam, the game’s servers, or another required service becomes unavailable.
Those practical questions are distinct from the license label. A particular title may depend on online servers, a third-party account, Steam’s client, updates, or its offline-mode behavior. Check the game’s own requirements and terms for those specifics; there is no single answer established here for every Steam title.

Why did Steam add the notice?
October 2024 coverage by Ars Technica and Engadget connected the notice to California AB 2426, which they described as a disclosure law concerning digital goods. The statutory text and current legal position are not established by that coverage alone, so it is not a basis here for claims about the law’s detailed scope, exceptions, penalties, or legal effect. The reliable takeaway from the notice itself is narrower: Steam is telling shoppers that a digital purchase grants a license for the product on its platform.
