SHEIN says it requires suppliers of SHEIN-branded products to follow its supplier rules and reports thousands of audits, but public information does not establish where every garment’s materials came from or independently verify every product’s production. That distinction matters if you are weighing a low price against labor and sourcing concerns: audit totals describe the company’s oversight activity, not a guarantee about an individual item.
What SHEIN says its supplier rules cover
SHEIN says suppliers of SHEIN-branded products must sign and follow its Supplier Code of Conduct. The company also publishes Supplier Responsibility Standards covering labor rights, health and safety, environmental protection, and ethics, alongside a Responsible Sourcing Policy for monitoring suppliers.
The French OECD National Contact Point (NCP), in its statement dated 18 September 2025, says the policy framework applies to Tier 1 and Tier 2 SHEIN-branded product suppliers. In the NCP’s description, Tier 1 includes direct contract manufacturers; Tier 2 includes textile, packaging, and other input suppliers. A policy that reaches those tiers is not the same as a public map of the full supply chain or independently verified traceability of materials.
How extensive are SHEIN’s reported audits?
In its 2026 consolidated modern-slavery statement covering 2025, SHEIN reports 4,822 annual on-site Supplier Responsibility Standards (SRS) audits of existing suppliers and subcontractors in China, compared with 4,288 in 2024. Of the 2025 total, the company says 4,111 audits covered 3,581 contract manufacturers representing 96.3% of SHEIN-branded products by procurement value. The remaining audits covered fabric suppliers, packaging suppliers, and subcontractors.

SHEIN describes these as unannounced audits and assessments covering labor, health and safety, the environment, transparency, and management systems. The 96.3% figure is a share of procurement value—not a claim that 96.3% of individual products, factories, workers, or raw materials were independently verified. The totals are company-reported, and an audit count alone does not show what violations were found, whether workers could speak safely, or whether corrective action worked.
What independent scrutiny says is missing
The French NCP’s 18 September 2025 final statement describes SHEIN’s policies and sourcing controls but criticizes gaps in public disclosure and assurance. It says the group had not presented a public mapping of its activities and supply chain, social and environmental impacts, or human-rights and environmental risks. It also says SHEIN’s 2023 sustainability report lacked a country-risk analysis and questions the transparency of audit criteria and the evidence that the system ensures compliance with international responsible-business-conduct expectations. The NCP’s statement also recounts that SHEIN reported 3,990 audits in 2023: 3,365 of contract manufacturers and 625 of textile suppliers, packaging suppliers, and subcontractors. Those figures are attributed to SHEIN’s 2023 sustainability report and cover a different year from the company’s 2025 audit totals.
A 2024 Business & Human Rights Resource Centre (BHRRC) briefing, discussing a 2023 apparel and footwear benchmark, said SHEIN did not disclose a first-tier supplier list in that benchmark and highlighted limited information on lower-tier suppliers and purchasing practices. The briefing said 52% of the companies in that benchmark disclosed at least a partial first-tier list and 31% disclosed second-tier information. These percentages describe that benchmark, not a current census of all apparel companies or SHEIN suppliers.

Does SHEIN use forced labor, and where does its cotton come from?
The public record described here does not establish that every SHEIN item involves forced labor, nor does it establish the cotton origin of a particular garment. It does leave item-level traceability unresolved.
At a UK parliamentary hearing, AP reported that SHEIN general counsel Yinan Zhu did not answer repeated questions about whether products contained cotton from Xinjiang or elsewhere in China, whether the supplier code prohibited Xinjiang cotton, or whether the company feared forced labor in Xinjiang. AP also reported that Zhu said SHEIN complied with relevant UK laws and cited supplier audits. The hearing report documents the unanswered questions; it is not proof that a specific item contains cotton from Xinjiang.

The NCP’s concerns about risk mapping and disclosure likewise do not amount to a product-level finding about forced-labor cotton. A letter entered into the U.S. Congressional record repeats labor-condition claims and cites prior reporting on Xinjiang cotton; as political advocacy correspondence, it is not independent proof of the claims about particular products or factories.

SHEIN’s 2023 Sustainability and Social Impact Report disclosed child-labor cases in its supplier network and described prohibitions and remediation responses. This is a company disclosure about cases in that reporting period, not an independent measure of the total incidence of child labor or proof that remediation was effective.

In its 2025 statement, SHEIN says suppliers found to have severe violations, including forced or child labor, are not approved to work with the company and describes audits and follow-up. That is the company’s stated policy; it cannot by itself establish that violations never occur.
What the disclosures can—and cannot—tell a shopper

If your decision depends on knowing a specific garment’s factory or cotton origin, these disclosures do not provide complete, independently verified item-level traceability. Audit coverage and a supplier policy can be relevant evidence of a company’s controls, but neither answers that product-specific question.
