The proposal combines a licensed restaurant and onsite microbrewery with mini-golf, a cafe and chocolate production and retail. It has not been established as approved or under construction: the City describes further State Government and planning steps that remain.
Who is behind the Mandurah proposal?
The proposed tenant is Left Coast Leisure Group Pty Ltd, which operates Shelter Brewing Co in Busselton. Shelter’s existing Busselton venue is described on the company’s Our Venue page. The Mandurah project would be a separate development on the Western Foreshore, not an expansion of the Busselton site.
The City of Mandurah identifies Left Coast Leisure Group as its preferred proponent for the commercial site. The company’s proposal came through the City’s expression-of-interest process; preferred-proponent status is not the same as a completed lease or final development approval.
What is planned for the Western Foreshore?
The City describes the proposal as a licensed restaurant with an onsite microbrewery, an 18-hole mini-golf course, a cafe, and chocolate production and retail. The City’s FAQ says the expression-of-interest proposal includes onsite brewing equipment. That confirms the proposed scope, not that a brewery has been built or begun operating.

The commercial site is proposed for 8,000 square metres of an A-class reserve. Under the City’s 2024 Major Land Transaction Business Plan, the proposed initial sublease term is 25 years less one day, with a first further term of 25 years less one day. These are proposed terms, not evidence that a sublease has been executed.
Has the project been approved?
No completed land excision, executed lease or start of construction is established by the City’s current project information. Council’s decision in August 2024 advanced the proposal and allowed the City to proceed with the major land transaction and begin negotiations with the State Government about a headlease and sublease. The 27 August 2024 Council meeting minutes record that decision; it did not itself complete the subsequent approvals.

The City describes the remaining pathway as follows:
- The State must approve excision of the relevant land from the A-class reserve.
- If Parliament approves the excision, the Department of Planning, Lands and Heritage would consider leasing the site to the City.
- After those steps, Left Coast Leisure Group’s development application would be reviewed by the WA Planning Commission.
The City says public input may also occur in connection with lease details, the development application and liquor licensing. These are steps in the City’s described process, not approvals already granted.

What consultation has taken place?
The City says State Government consultation on the land proposal took place from 12 November to 14 December 2025. Its current Western Foreshore project page also reports that more than 12,000 people visited the project website and more than 1,100 people shared their views during community engagement in 2024. Those counts describe participation and website visits; they do not, by themselves, indicate a community mandate or determine the approval outcome.

The same City page forecasts $6.2 million in revenue to the City over 25 years and $30 million in additional annual revenue for local Mandurah businesses once the development is complete. These are City projections, not measured results. The project remains dependent on approvals, and no independent evaluation of those forecasts is established in the cited material.
The City says Council chose to proceed after considering community feedback and the potential benefits of bringing this part of the Western Foreshore to life. That is the City’s account of Council’s reasoning, rather than evidence that the forecast benefits have been realized.

What should readers take from the proposal?
The proposal is a mixed hospitality and leisure development backed by the operator of Shelter Brewing Co in Busselton. Council’s 2024 decision moved it into negotiations and the further approval process; it did not mean the Mandurah venue was cleared to build or open. The next meaningful milestones are the State’s land-excision and lease decisions and the later development-application review described by the City.
