These are requests in the Indian Railways Technical Supervisors’ Association’s memorandum—not approved pay revisions. The association also proposes lower factors for other level bands, a ₹52,600 minimum-pay calculation, and 1 January 2026 as the requested effective date.
What fitment factor has IRTSA demanded for railway supervisors?
In its 2026 memorandum to the 8th Central Pay Commission, the Indian Railways Technical Supervisors’ Association (IRTSA) proposes five fitment-factor bands across 7th CPC pay levels:

| 7th CPC pay levels | IRTSA’s proposed fitment factor |
|---|---|
| Levels 1–3 | 2.92 |
| Levels 4–8 | 3.50 |
| Levels 9–13 | 3.80 |
| Levels 14–16 | 4.09 |
| Levels 17–18 | 4.38 |
The 4.38 figure applies only to Levels 17–18 in IRTSA’s proposal; it is not a single factor the association proposes for every employee. Mint’s report likewise describes these figures as the association’s recommendations, not approved revisions.
Is the 4.38 fitment factor approved?
No approval is established in the available official information. IRTSA’s memorandum is a submission to the commission, not a government notification setting new pay. The 8th CPC’s official website says the Government of India constituted the commission by notification on 3 November 2025 and lists commission activity in 2026. It does not announce approval of IRTSA’s factors.
#1 Best Overall
Mint reports that the commission is expected to submit its report within 18 months of constitution. That is a reported expected timeline, not an assurance that the proposed figures will be adopted or that new pay will take effect on a particular date.
What else is IRTSA asking for?
A 5% annual increment
IRTSA’s memorandum says: “Annual increment should be equal 5% of Basic Pay.” This is the association’s requested rate, not a confirmed increment for railway supervisors.

A larger increment on promotion
The association also says: “Promotional increment should be equal to two annual increments.” This is a separate proposal for promotion-related pay progression.
Minimum pay of ₹52,600
IRTSA proposes ₹52,600 as minimum pay, describing it as 2.92 times the 7th CPC minimum. Its calculation uses consumption units per family and includes expenses such as bottled drinking water, internet and health insurance. That amount and calculation are IRTSA’s proposal; they have not been established as an adopted government minimum.
Rank #3
Effective date of 1 January 2026
IRTSA asks for the commission’s recommendations on new basic pay, allowances and other conditions to take effect from 1 January 2026. This is the date the association requested, not evidence that revised pay has been implemented from that date.
Why does IRTSA propose different factors by level?
IRTSA argues that one multiplier would not account for differences in technical requirements, responsibility, hazards, working conditions and safety-related duties across levels. It identifies technical supervisors in areas including mechanical, electrical, civil engineering, signal and telecommunications, drawing and design, stores, laboratories and IT. The association says these supervisors oversee railway technical work and personnel.
Rank #4
Its memorandum estimates that around 7 lakh senior technicians and Technicians I, II and III work under Junior Engineers (JEs) and Senior Section Engineers (SSEs). This is IRTSA’s figure in its 2026 memorandum, not an independently verified workforce statistic.

What has the 8th Pay Commission decided so far?
The official commission site confirms constitution on 3 November 2025 and lists activity in 2026. The sources available here do not establish that the commission or the government has accepted IRTSA’s fitment factors, increment demands, minimum-pay calculation or requested effective date. Treat each as a submission until an official recommendation and government decision say otherwise.

When comparing pay proposals, keep the proposing organisation attached to each figure and compare the same elements: level-wise fitment factors, annual increment, promotion treatment, minimum-pay calculation and requested effective date. IRTSA’s memorandum sets out its own position; the cited material does not provide a systematic comparison of employee-group submissions or an assessment of IRTSA’s proposal’s fiscal cost.
