The distinction matters: 2.57 was the 7th CPC’s proposed factor, while 3.83 is a figure reported as a demand by some employee organisations, not an official award.
Why are employees demanding a higher fitment factor?
The argument is that accumulated inflation and increases in DA should be recognised when existing pay is moved into a new pay structure. In a June 2026 report, India Today said some employee organisations sought a 3.83 fitment factor. It also reported that the National Council–Joint Consultative Machinery (NC-JCM) argued for recognising accumulated inflation and avoiding a loss of DA’s benefit in the transition to a new pay matrix. These are stakeholder positions, not a government calculation showing that 3.83 is necessary or likely. India Today, 16 June 2026

What DA increases are documented?
The official documents establish dated rates, not a complete year-by-year history. The Department of Expenditure memorandum set DA at 55% of basic pay from 1 January 2025, up from 53%. In April 2026, the Cabinet approved a two-percentage-point increase from 58% to 60%, effective 1 January 2026. The 60% rate is therefore the latest rate confirmed by these cited documents; they do not establish whether a later July 2026 revision occurred. These rates apply to Central Government employees under the cited orders. State-government DA revisions may differ, and the figures should not be read as a continuous series or as a statement about every state employee.
How do the 2.57 and 3.83 figures differ?
They are not competing official forecasts. The 2.57 factor was the uniform fitment factor proposed by the 7th Central Pay Commission. The 3.83 figure is a demand attributed to some employee organisations in a 2026 media report.
| Figure | What it represents | Status and source |
|---|---|---|
| 2.57 | Uniform fitment factor proposed by the 7th CPC | Historical commission proposal; Press Information Bureau |
| 3.83 | Factor sought by some employee organisations, as reported in June 2026 | Stakeholder demand, not an 8th CPC decision; India Today |
A fitment factor is a multiplier used in fixing existing basic pay in a revised pay structure. Neither figure, by itself, tells an individual what their future take-home pay would be. Actual pay depends on the final rules and pay-matrix treatment, as well as applicable allowances and deductions. Multiplying a current salary by the reported 3.83 demand would present a proposal as if it were an approved calculation.

What is decided about the 8th CPC—and what is not?
The Union Cabinet approved the 8th CPC’s terms of reference in October 2025. The Government of India’s release describes the commission as a temporary body and says it will make recommendations within 18 months of its constitution. The release also says 1 January 2026 is the date normally expected based on the ten-year pattern; that is an expectation, not an order implementing revised pay. Commission recommendations and a government implementation decision are separate steps. The terms of reference list matters the commission must consider, including fiscal prudence, development and welfare spending, non-contributory pension costs, state-government finances, and compensation and conditions in the public and private sectors. Until recommendations are made and the Government acts on them, the fitment factor, any DA merger, new minimum pay, and implementation date remain unsettled.

Could DA be merged into basic pay?
Some employee organisations’ demands include merging DA into basic pay or ensuring that its accumulated benefit is reflected in the new pay structure. That proposal is part of the stakeholder debate; the cited official releases do not announce a DA merger. DA is an allowance for serving employees intended to protect basic pay’s real value as prices rise. The 7th CPC report says it is linked to the All India Consumer Price Index (Industrial Workers). Dearness Relief (DR) is the corresponding pensioner measure discussed alongside DA in the Cabinet release. 7th CPC report
