The FAA announced on November 20, 2025, that 776 air traffic controllers and technicians would receive a $10,000 award each for perfect attendance during the 44-day federal shutdown. The agency said it planned to notify recipients the week of November 24 and pay them no later than December 9, 2025; those were announced deadlines, not confirmation that every payment was completed.
Who was eligible for the $10,000 award?
The FAA identified 776 air traffic controllers and technicians as recipients. Its stated criterion was perfect attendance during the 44-day shutdown. The public announcement did not provide a recipient list or explain how each leave category, duty assignment, or other absence circumstance affected eligibility. It is therefore more precise to describe the award as being for perfect attendance than simply for “not calling out.” The FAA announcement does not give a more detailed eligibility policy.
The $10,000 was an award per recipient, according to the FAA—not a figure for the group as a whole. The agency did not publish a breakdown of how many employees were excluded or the reasons for any exclusions.
When were recipients supposed to be notified and paid?
The FAA said recipients would be notified during the week of November 24, 2025, and that payment would be made no later than December 9, 2025. These dates describe the agency’s plan announced on November 20; the announcement does not independently establish that all recipients received the money by that deadline.

Was the award separate from shutdown back pay?
Yes. The $10,000 award was distinct from pay owed for work performed during the shutdown. In an October 24, 2025, statement, the National Air Traffic Controllers Association (NATCA) said controllers faced partial or zero-dollar paychecks. WRTV’s November 21 report described the award as being on top of back pay owed. The award was recognition tied to the attendance criterion; it did not replace compensation for hours worked. NATCA’s statement and WRTV’s report provide that context.
Why were controllers’ attendance and staffing in the news?
Controllers continued working during the shutdown without normal pay, according to NATCA and the Department of Transportation. On November 6, 2025, DOT and the FAA said staffing strain had increased and announced a temporary flight-reduction plan covering 40 high-traffic airports. That announcement helps explain the operational backdrop, but it does not show that the later attendance award changed staffing levels, flight schedules, or safety outcomes. NATCA reported that it represented about 10,800 fully certified controllers, as well as thousands of additional aviation safety professionals. That is a union-reported workforce figure, not a count of employees eligible for the award or a FAA headcount of award recipients. The FAA’s specific announced recipient count was 776.

In its November 20 announcement, the FAA quoted Transportation Secretary Sean P. Duffy calling the award “an acknowledgement of their dedication and a heartfelt appreciation for going above and beyond in service to the nation.” FAA Administrator Bryan Bedford said he was “profoundly proud and grateful” to air traffic personnel who worked through extraordinary operational challenges. These were agency-published statements about the award; they do not provide additional detail about eligibility or confirm payment completion. The FAA release contains both remarks.
