A $70 million shopping centre called Woodlands Neighbourhood Centre has been proposed for a vacant site on Scarborough Beach Road in Woodlands, near Innaloo Shopping Centre. The proposal is a development application, not an approved or operating centre. PerthNow reported the plans on 31 October 2025, and the state’s current-applications register lists the application as DAP/25/02974; the sources available do not establish a final decision.
What the Woodlands proposal includes
PerthNow reported that developer Windsor Knight lodged an application with the City of Stirling for a centre on a nearly 11,000-square-metre vacant parcel. The article said the land had been empty for more than 20 years. The reported project value is $70 million; the Western Australian Planning Commission’s Development Assessment Panels register also lists a $70 million development cost for the application.
The proposed centre is described as 6,383 square metres, with eight shops, including a supermarket, two restaurants and a recreational tenancy. Plans also include 174 car bays, 168 of them publicly accessible on the roof, and a public laneway linking Ewan Street to the Stirling city centre. These are reported proposal details, not confirmed construction specifications. PerthNow’s 31 October 2025 report describes the design and its intended mix of retail, health, specialty and food-and-beverage uses.
