A credible project budget starts with a defined scope, turns work estimates into an approved cost baseline, and stays useful only when actual spending and the latest forecast are reviewed against it. These six practices help make project costs visible and keep changes from quietly eroding the plan.
1. Define the work and its assumptions before estimating costs
Start with the work the project must deliver, broken into activities or work packages. Estimate the resources needed for each, such as staff time, materials, equipment, and outside services. Cost budgeting is more reliable when it is built from this work rather than from a single top-down number. PMI guidance on cost budgeting describes aggregating estimated costs of activities or work packages to establish a cost baseline.
Write down assumptions that could change the estimate: who is available, what rates apply, what is included in a vendor quote, and what dependencies could delay work. If the scope is incomplete, mark what is still uncertain instead of treating the budget as comprehensive. Later additions or clarified requirements can change both the work and its cost.
2. Estimate labor and other resources with uncertainty in view
For each work package, identify the people or resources required and estimate their cost over the planned period. Labor often depends on both effort and rate; other costs may be one-time purchases, recurring services, travel, or contracted work. Keep the estimate connected to the task that creates the cost so it can be revised when the work changes.

Early estimates are not promises of precision. Use a range where uncertainty is material, or state the assumptions behind a single figure. As the project develops and more information becomes available, refine the estimate. PMI’s estimating guidance treats estimating as something that can be refined over a project’s life, rather than a one-time exercise.
3. Combine estimates into an approved cost baseline
Once task-level estimates are prepared, aggregate them into the project budget and obtain approval through the project’s normal governance process. The approved cost baseline is the reference against which performance is measured; it is not simply the latest forecast or a running total of bills.

Keep the baseline identifiable even if it is revised through approved change control. That distinction lets the team explain whether costs differ because the original plan was exceeded, because scope was formally changed, or because the forecast has moved while the approved budget remains unchanged. PMI describes cost budgeting as aggregating activity or work-package estimates to establish a cost baseline.
4. Track actual costs and the forecast against the baseline
A budget becomes a management tool when it shows what was planned, what has been spent or committed, what the work is now expected to cost, and the variance. Review these figures on a regular schedule appropriate to the project and its reporting needs. A variance is a signal to investigate, not an explanation by itself: identify the task, timing, rate, scope decision, or assumption behind it.

A practical tracker can include these fields:
- Task or work package and cost owner
- Planned timing and baseline amount
- Actual costs paid and committed costs not yet paid
- Forecast cost to complete
- Variance from the baseline and reason
- Approved change, if one affects the task or budget
This is an implementation option, not a universal spreadsheet standard. Microsoft’s Project cost-tracking documentation describes comparing original estimates, actual costs, projected costs, and variances. It also explains assigning budget resources to the project summary task and tracking other resource and task costs against that budget. The listed applicable products include Project Online Desktop Client and several Project Standard and Professional desktop editions, including 2024 and 2021; consult Microsoft’s current documentation for version-specific steps.
For a small project with a few cost owners and straightforward reporting, a shared spreadsheet may be adequate. Dedicated project software may be more useful when the team needs repeatable rollups, shared updates, resource-level costs, or forecast reports. Compare options by setup effort, baseline-to-actual-to-forecast reporting, cost detail, collaboration and data ownership, reporting needs, and compatibility with existing systems. No tool can guarantee that a project will stay on budget.

5. Route scope and budget changes through approval
When a requested change affects deliverables, record the change and assess its effect on task estimates, schedule, and available funds before treating it as part of the plan. Follow the project’s approval rules, then update the approved budget information and forecast as appropriate. Keep a record of the decision so the team can distinguish an authorized change from an overrun or an informal commitment.
PMI’s discussion of management reserves recommends logging scope changes and their effects on task budget, reserve, margin, and schedule. Its framework suggests releasing managed reserve when work is defined and added. Reserve terminology and authority vary across organizations, so apply the governance method your organization has adopted rather than assuming one universal model.

6. Manage contingency funds deliberately
Contingency is for uncertainty and risks the project has identified, not a convenient pool for absorbing every new request. Keep risk contingency distinct from estimates for known work and from any management-level reserve where your organization’s method distinguishes them. Document what the funds are intended to cover, who can approve their use, and how a release changes the remaining forecast.
Do not apply a blanket contingency percentage to every project. The appropriate amount depends on risk, estimate maturity, relevant experience from previous projects, and organizational rules. PMI estimating guidance recommends using prior project information to inform contingency, but it does not establish a single percentage that fits all projects.
