You can read ebooks without paying per title by borrowing them from a participating public library or choosing books offered free to read. I’d start with Libby for library loans, then use Project Gutenberg for older works and Open Library for selected digitized books. “Free” does not mean every new or popular ebook is available at no cost.
1. Borrow ebooks through your public library with Libby
If your public library uses Libby, you can borrow ebooks with a library card instead of buying each title. Libby describes itself as “a free app where you can enjoy ebooks, digital audiobooks, and magazines from your public library.” The app and library’s digital content are free to borrow, with no subscription costs, in-app purchases, or late fees. Search your library’s catalog in the Libby app on a supported phone or tablet, or use Libby in a browser. A library chooses its own digital catalog and sets loan periods and borrowing limits, so the titles available and the rules vary by library. Borrowed titles return automatically on their due dates.
2. Send eligible U.S. library loans to a Kindle
For participating U.S. public libraries, some ebooks borrowed through Libby or the library’s OverDrive website can be sent to a compatible Kindle e-reader. Kindle-format availability depends on the title and library; OverDrive says Kindle Books are available for U.S. libraries only. OverDrive Help

A Kindle is optional, not a requirement for free library borrowing: Libby also works on supported phones, tablets, and browsers. This is simply another way to read eligible library loans if you already use a compatible Kindle.
3. Download older free ebooks from Project Gutenberg
Project Gutenberg is a useful source for older books whose U.S. copyright has expired. You can download available ebooks or read them in a browser. Its catalog showed 79,557 free ebooks on October 8, 2026; the count changes, so it should be understood as a date-specific snapshot rather than a permanent total. Project Gutenberg

A book’s presence in the catalog does not establish that it is free of copyright restrictions everywhere. Project Gutenberg’s license says many titles are not restricted by U.S. copyright law, while some are included with permission. It advises readers outside the United States to check local law and recommends checking the license included with an ebook because catalog information can be wrong. Project Gutenberg license
4. Borrow selected digitized books through Open Library
Open Library makes selected digitized books available to borrow through the Internet Archive and participating libraries. Depending on the title, you may read in its BookReader or borrow a PDF or EPUB. This is a lending service, not an unlimited catalog of permanent downloads: books may be checked out or have a waiting list. Open Library borrowing FAQ

Open Library’s FAQ says a fully borrowable loan lasts 14 days and that a borrower may check out up to ten books at a time. Those limits apply to Open Library loans, not to your public library’s Libby rules.

For books you want to read now, check your library’s Libby catalog first. For older works, browse Project Gutenberg and verify the applicable terms. Use Open Library when its selected lending catalog has the book you want and you can accept a loan period or wait. These options reduce per-book spending, but availability depends on the catalog, title, and location.
