2025年4月11日、米税関・国境警備局（CBP）は、スマートフォンなど特定の電子機器分類を、トランプ政権の「相互関税」の対象から外す運用案内を公表しました。対象貨物への適用は2025年4月5日以降にさかのぼります。ただし、これは関税全体の免除ではなく、指定された関税分類に対する相互関税だけの除外です。
何が決まり、何が決まらなかったのか
CBPの2025年4月11日付案内は、指定された米国関税分類表（HTSUS）の分類に正しく該当する商品について、2025年4月5日以降の対象輸入に相互関税を適用しないとしました。スマートフォンは対象分類に含まれる電子機器の例です。適用範囲は商品名やブランド名ではなく、輸入申告で用いる分類によって決まります。

この措置が扱うのは、大統領令14257号に基づく相互関税です。通常の関税や、別の法的根拠による追加関税まで一律に取り消したわけではありません。したがって「iPhoneの関税がなくなった」「すべてのスマートフォンが免税になった」と言い換えるのは正確ではありません。CBPの案内と、制度を定めた2025年4月2日の大統領令が示すのは、あくまでこの枠組み内の限定的な扱いです。
いつから適用されたのか
CBPは、2025年4月5日以降に消費用として輸入された対象商品、または保税倉庫から同日以降に消費用として引き出された対象商品に案内を適用しました。公表日は4月11日ですが、対象となる取引の開始日は4月5日です。

この措置は、相互関税の制度が短期間に変化していた時期に発表されました。ホワイトハウスは4月9日にも相互関税率を変更し、中国以外の国に対する国別税率の一時停止などを発表しています。4月9日の大統領令は、当時の税率や適用状況を確認する際に、除外案内とは別に見る必要があります。
「相互関税から除外」は、輸入時の税金がゼロという意味ではない
輸入品にかかる税負担を考えるときは、関税の枠組みを分けて確認する必要があります。
- 相互関税：2025年4月のCBP案内が除外対象とした追加関税の枠組みです。
- 通常の関税：製品のHTSUS分類などに基づく税率で、相互関税の除外によって自動的に消えるものではありません。
- 別の追加関税：他の法的根拠や国別の措置による関税が適用される可能性があります。相互関税の除外だけでは、その適用有無は判断できません。
実際の輸入税額を特定するには、原産国、輸入時点、商品の正確なHTSUS分類、適用される関税枠を合わせて確認します。商品名だけでは結論を出せません。

発表後も別の関税措置が検討・実施された
発表直後、商務長官ハワード・ラトニックは電子機器が相互関税から除外される一方、今後の半導体関税に含まれる可能性があると述べました。AP通信は4月13日、同氏の説明として「They’re exempt from the reciprocal tariffs but they’re included in the semiconductor tariffs, which are coming in probably a month or two.」と報じています。米通商代表ジャミソン・グリアも、電子機器関連の供給網が相互関税の枠から国家安全保障関税の枠へ移ったという趣旨を説明しました。これらは、4月の除外を関税制度全体の恒久的な免除と見なせない理由の一つです。AP通信の4月13日報道と4月14日の解説は、当時の発言や他の関税枠との関係を伝えています。
その後も国別の制度は変化しました。たとえば、2025年9月4日の大統領令は日米合意を実施するため、日本製品に対する別の関税枠組みを定めました。これは、4月の分類に基づく除外を、国や時点を超えて一般化できないことを示す例です。2025年9月4日の大統領令で後続措置を確認できます。

相互関税の除外だけから、店頭価格が下がるとは断定できません。CBPの案内は輸入関税の適用範囲を示すもので、企業が関税負担の変化を小売価格にどれだけ反映するかは示していません。実際の価格は、他の関税、調達や販売のコスト、企業の価格設定などにも左右されます。

AP通信は2025年4月14日、コーネル大学のウェンドン・ジャン助教による推計として、ノートPC、スマートフォンおよび関連部品の中国から米国への輸入額を約1,740億ドルと報じました。これは同記事が紹介した推計であり、現在の輸入額や消費者価格への影響を表す数字ではありません。

2025年4月の措置は当時の経緯を説明するもので、2026年10月11日時点で個別のスマートフォンやノートPCに適用される税率・除外状況を確定するものではありません。輸入取引や購入価格への影響を判断する場合は、対象となる時点の最新の政府実施案内と関税制度を確認してください。
