It is not the question paper: it shows how answers on employment law and business-management concepts may be assessed, with particular emphasis on recruitment.
What the 2025 BSTD T1 document contains
The Scribd-hosted, user-uploaded document is described in its text as a February 2025 LDOE marking guideline. The listing identifies it as a 10-page document and reports a total of 50 marks across question parts 1.1–1.13. That attribution is what the listing and reproduced text say; the original departmental publication and the memo’s current legal accuracy have not been independently authenticated. The case scenario concerns Top Wood Timbers (TWT). Its questions ask learners to apply employment-law and business-management concepts to the scenario rather than simply define terms in isolation.
Topics covered in the case study
- Employment law: COIDA, non-compliance and the impact of the Labour Relations Act.
- Employment conditions: fringe benefits.
- Recruitment: the recruitment procedure, identification of internal recruitment in an office-notice-board scenario, and the advantages and disadvantages of recruiting internally.
- Management and workplace practice: the Delphi technique, creative thinking, transparency, and ethical and professional business conduct.
How the recruitment questions are assessed
Recruitment is a major part of the memo. The recruitment-procedure question and the question on internal recruitment impacts are each allocated six marks. The recruitment procedure examples include analysing the job, preparing a job specification, deciding whether to recruit internally or externally, selecting recruitment sources, preparing an advertisement, and choosing suitable media. Treat these as a sequence of decisions, not as interchangeable labels: the process moves from defining the vacancy to reaching suitable applicants.

Internal recruitment in the TWT scenario
An office notice board advertising a vacancy is a clue that the opportunity is being communicated to current employees. The memo asks learners to identify this as internal recruitment and to assess its consequences.
| Dimension | Potential benefit of internal recruitment | Potential limitation |
|---|---|---|
| Time and cost | Selection may be faster and less costly. | A limited pool may leave fewer candidates to choose from. |
| Workforce impact | Promotion opportunities can motivate employees. | Employees who are not selected may feel resentment. |
| Knowledge and ideas | Existing employees are familiar with the business and its operations. | The business may gain fewer new ideas than it could from external applicants. |
These are possible effects identified in the marking guidance, not measured results or guarantees. A strong case-based answer connects each point to TWT and explains why it matters in the situation described.

How to use the memo when revising
- Attempt the question paper first. The document is a marking guideline, so use it to check and improve an answer rather than as a substitute for practising the case questions.
- Match the question verb. A question asking you to identify calls for a clear identification; one asking you to evaluate needs reasoned advantages and disadvantages, not a list of definitions.
- Apply concepts to TWT. Link employment-law and management concepts to the facts of the case where the question calls for application.
- Write complete answers where required. The notes advise full sentences in Sections B and C, subject to the nature of the question.
- Check breadth against marks. The guidance says marking should reflect the cognitive verb, mark allocation, context and required depth. Build an answer with enough distinct, relevant points for the marks available.
What the marker guidance means for your answers
The memo says alternative correct wording and credible answers may be considered. It also notes that two facts in one sentence can receive full credit when both are present. This means learners should focus on accurate, relevant content rather than trying to reproduce a model answer word for word. The source quotes its purpose as: “The notes to markers are provided for quality assurance purposes to ensure the following:” The reproduced excerpt does not establish the full context after that sentence.
Because the document is a marking guideline, not an independently verified legal reference, use it to understand the assessment’s expected application of COIDA and the Labour Relations Act. For current legal advice or authoritative legislation, consult official sources rather than relying on an exam memo alone.
