Frugality is intentional spending, not spending as little as possible. These 20 practical habits can help you align a spending plan with your needs and goals.

Frugal people don’t necessarily spend as little as possible. They make deliberate choices about where their money goes, so they can cover needs and work toward goals. These 20 practices are useful starting points, not a ranked formula: what works depends on your income, obligations, and circumstances.

Build a spending plan you can use

A useful plan is a record of what comes in, what must go out, and what you want your money to do. It can be on paper, in a spreadsheet, or in another format; the method matters less than reviewing real numbers. Consumer.gov’s budgeting guide explains how to list income and expenses, track spending, and plan for the next month.

1. Make a monthly spending plan

Write down expected income, bills, and other expenses. Decide how to use what remains rather than letting it disappear without a plan.

2. Track what you actually spend

Record purchases as they happen during the month. Actual spending gives you a more useful starting point for the next plan than memory or estimates.

3. Review the plan at month’s end

Compare what you expected to spend with what you did spend. Use the differences to make a realistic adjustment for the coming month.

4. Give savings a place in the plan

List savings alongside other planned expenses. That makes room for future needs and goals instead of treating saving as whatever happens to be left over.

5. Set short- and long-term goals

Name what you are saving for and when you may need the money. A defined goal can help you decide which spending choices fit your priorities.

6. Spend within your means

Use the amount available in your plan as a real limit for routine and larger purchases. If a purchase does not fit, consider delaying it or adjusting another discretionary expense rather than assuming credit is extra income.

7. Set a weekly or monthly spending limit

Choose a limit for flexible spending that fits your household plan. A shorter weekly limit can make it easier to notice when spending is getting ahead of you.

8. Plan for expenses that do not arrive every month

Look back at spending records for costs that recur irregularly, such as annual bills or seasonal needs. Include them in the plan so they are less likely to arrive as a surprise. This is a practical application of budgeting, not a guarantee that every future cost can be predicted.

9. Revisit the plan when income changes

Update the plan when your income or circumstances shift. For irregular income, Consumer.gov suggests using last year’s income to estimate a monthly amount; adjust as you learn what is coming in now.

10. Treat frugality as an ongoing review

Use each month’s spending to inform the next month’s plan. A regular cycle of planning, tracking, and adjusting is more useful than treating frugality as a one-time challenge.

Make purchases more deliberate

MyMoney.gov’s spending guidance emphasizes goals, spending within your means, comparison shopping, and resisting discounts that encourage unplanned purchases. These habits help make a purchase fit both your needs and your plan.

11. Compare prices before a major purchase

Check more than one seller or source before committing. The first price you see is not necessarily the best available option.

12. Compare quality as well as price

A lower sticker price alone does not tell you whether something is good value. Consider whether the item is suitable for its intended use and likely to meet your needs.

13. Consider the whole cost of owning something

When relevant, look beyond the purchase price to costs that continue afterward. An item that appears cheaper upfront may not be the best fit if it brings additional ongoing expenses.

14. Pause before buying something on sale

Ask whether you would have planned to buy it without the discount. A sale is not a saving if it leads you to spend on something you do not need or want.

15. Use coupons for purchases you already planned

Let a coupon reduce the cost of an intended purchase, not create a reason to buy something outside your plan.

16. Use spending records to find possible reductions

Look for categories where a change is possible without sacrificing important needs. Your records can show where spending differs from your priorities; they do not mean every expense is optional.

Make saving more manageable

Saving routines should fit the household’s cash flow and obligations. The CFPB’s review of strategies for building emergency savings discusses savings products, incentives, and behavioral approaches. It does not establish one best method for every person.

17. Keep an emergency cushion if possible

Set aside what you can for unexpected expenses, even if building a larger reserve takes time. Three months of expenses is not a universal requirement or a realistic immediate target for every household.

18. Choose a savings routine you can manage

Pick an approach that suits your budget, such as setting aside money on a regular schedule. A routine should be workable alongside bills and other needs rather than forcing you to miss essentials.

19. Make saving easier to remember

Use a reminder or planned transfer if it fits your circumstances. The best prompt or routine is the one that is manageable for you, not a method everyone must adopt.

20. Avoid treating credit as extra income

Before borrowing for a purchase, consider how repayment will fit alongside your existing obligations. Keep the decision connected to your spending plan rather than treating available credit as money you have earned.

What the savings figures do—and do not—show

In its 2025 report on U.S. household finances in 2024, the Federal Reserve said 55 percent of adults had set aside money for three months of expenses in an emergency savings or rainy-day fund. The same report found that 85 percent of adults who always had money left over at month’s end reported savings for three months of expenses, compared with 13 percent of those who never had money left over. These are U.S. survey findings and an observed association, not proof that a particular habit caused the difference or a target every reader should meet. See the Federal Reserve report and its Survey of Household Economics and Decisionmaking information.

Similarly, the CFPB’s analysis found that people who reported a monthly saving habit were more likely to report fewer difficulties paying bills across income levels. The report describes an association; it does not establish that saving caused fewer difficulties. Financial constraints differ, and a budget cannot make every expense reducible or every savings goal attainable.
