Kelley Blue Book’s separate ranking displayed starting prices from $17,800 for the Mitsubishi Eclipse Cross to $27,600 for the Toyota RAV4; another publisher, CarCody, ranked 15 models using a broader value approach. These are different lists, so their rankings should not be combined.
What “affordable” means in these 2023 rankings
A low displayed starting price is one measure of affordability, but it does not establish the vehicle’s total cost to own. CarCody’s “15 Most Affordable Compact SUVs In 2023,” published March 7, 2026, says it weighs base and transaction prices, standard equipment, operating costs, reliability, and everyday utility. Its ranking runs from the Chevrolet Trax to the Jeep Compass. That is the publisher’s editorial method, not an independently validated market-wide ranking. CarCody’s 2023 list and methodology.
Kelley Blue Book (KBB) offers a distinct ranking titled “17 Cheapest Compact SUVs of 2023.” It presents displayed starting prices and combined fuel-economy figures. Those numbers are useful for comparing the list as published, but they are not current used-car prices or a guarantee that each vehicle had the same trim, destination charge, drivetrain, or transaction terms. The following figures are those shown in KBB’s 2023 model-year ranking. They are not adjusted for inflation and should not be read as prices available today.

| 16 | Honda CR-V | $26,400 | 29 mpg |
| 17 | Toyota RAV4 | $27,600 | 29 mpg |
KBB’s list has 17 entries, not 15. The Honda CR-V and Toyota RAV4 occupy its 16th and 17th positions, respectively. KBB’s displayed fuel economy and starting price provide two comparison points, but neither alone determines which SUV costs less over time. KBB’s ranking.
Why the rankings differ
CarCody’s exact-title article names 15 vehicles and describes affordability in broader ownership-value terms. KBB ranks 17 vehicles by its displayed starting prices, with its own vehicle information and ratings. Because the publishers use different lists and approaches, a model’s position in one is not interchangeable with its position in the other. CarCody’s listed models are Chevrolet Trax through Jeep Compass; KBB’s top five by displayed starting price are the Eclipse Cross, Equinox, Tiguan, Escape, and Hornet. CarCody; KBB.

These sources do not establish a comparable, independently verified insurance, maintenance, repair, and reliability cost for every vehicle. A buyer should therefore treat “best value” claims that include those factors as editorial judgments unless a consistent cost dataset is provided.
Price context: category average is not a model price
Kelley Blue Book and Cox Automotive reported an average transaction price of $35,543 for the Compact SUV/Crossover category in November 2023. Their table says average transaction prices exclude applied consumer incentives. This is a historical category-wide figure—not the price of any one model in the table above and not a current used-market estimate. November 2023 KBB/Cox Automotive transaction-price tables.

How to use the list when shopping
- Set the price basis. Decide whether you are comparing a historical new-vehicle starting price, a dealer’s actual transaction quote, or a current used listing. The KBB figures above are displayed 2023 starting prices, not current asking prices.
- Compare the exact vehicle. Check trim, drivetrain, destination charges, equipment, and vehicle condition before comparing a quote or listing with another. The displayed figures do not establish that those details are identical.
- Include recurring costs. Estimate fuel for your driving, insurance, maintenance, and likely repairs using quotes and records for the particular vehicle and your location. The rankings do not provide a common verified cost comparison for all models.
- Match utility to your needs. Compare cargo and passenger space, safety equipment, and features on the specific trim you are considering. A model name or low starting price does not guarantee the same equipment across versions.
- Separate awards from price rank. KBB named the 2023 Honda CR-V its Compact SUV Best Buy. That recognition is a separate judgment, not evidence that the CR-V was among the cheapest entries in KBB’s list; it appears at rank 16 there. KBB’s 2023 Best Buy Awards.
What a 2023 ranking can—and cannot—tell you now
The lists can help explain how publishers compared new 2023 compact SUVs at the time. They cannot tell you what a used example costs today, whether a particular vehicle has been maintained well, or what insurance and repair costs will be for your household. For a current purchase, use current local listings and vehicle-specific inspection, insurance, and ownership estimates rather than treating the historical starting prices as a budget target.
