What expense management software actually does
Expense management software coordinates the process from a purchase or expense request through receipt collection, policy review, approval, reimbursement or payment, accounting synchronization, and reporting. A complete workflow usually includes:
- Request or transaction: an employee requests spend or uses a company or personal card.
- Receipt capture: the receipt arrives through a mobile app, email, SMS, upload, or card transaction.
- Data extraction: OCR or other automation identifies the merchant, date, amount, currency, tax, and line items.
- Policy validation: the system checks limits, categories, merchants, budgets, missing receipts, and duplicate claims.
- Approval: the expense moves through a manager, finance, project, department, or entity approval chain.
- Payment: the company reimburses the employee, pays the card balance, or pays a vendor.
- Accounting sync: approved transactions are mapped to the chart of accounts, tax codes, projects, classes, locations, cost centers, and entities.
- Audit and close: finance retains the trail, resolves exceptions, and protects closed accounting periods.
These products are not interchangeable. QuickBooks Online is primarily an accounting system with receipt capture. Expensify is primarily an expense-reporting and reimbursement platform. With a reimbursement-first system, employees pay personally, submit receipts, receive approval, and get reimbursed. This model is common with Expensify, Sage Expense Management, Emburse Spend, Zoho Expense, Rydoo, and Emburse Professional.

Card-led spend management

- Advantages: merchant and amount limits can be enforced before or during payment, receipts can be matched automatically, budgets can update quickly, and employees use less personal cash.

Its differentiator is the connection between employee attributes such as role, team, level, location, and lifecycle status and spend permissions.

Watch-outs: Pleo lists a 0.9% fee for direct reimbursements and a 1.99% foreign-exchange fee for card and invoice payments on its US pricing page. Model these costs rather than relying on the headline subscription, and verify US card issuance, settlement currencies, supported entities, and local bank rails. Treat cashback as conditional, not guaranteed savings.
14. Spendesk: best for midmarket spend, AP, and procurement
Best for: midmarket organizations that want expenses connected to cards, subscriptions, invoices, AP, procurement, budgets, and multi-entity reporting.
Pricing: Spendesk does not publish a simple public per-user price. Its model combines a fixed platform fee with variable fees based on transaction usage; transactions include card purchases, invoice payments, and expense claims. Paid plans include unlimited users and do not charge active-user fees. Review the Spendesk pricing page and request a quote that separates every fee.
Foundations includes physical cards, single-use cards, recurring virtual cards, project and event cards, OCR receipt extraction, reimbursements, receipt matching, SSO/SAML, Slack, Xero, QuickBooks, DATEV, budgets, multi-entity workflows, and an open API. Procurement, AP, advanced workflows, HR and ERP integrations, and AI automation may be add-ons or higher-tier capabilities.
Editorial verdict: Spendesk is broader than a typical expense-reporting tool and can fit a finance team trying to connect employee spending with purchasing and accounts payable.
Watch-outs: unlimited users does not mean unlimited low-cost usage. Transaction volume drives part of the bill. Confirm US availability, card and payment terms, FX costs, reimbursement charges, implementation, and which procurement features are included.
15. QuickBooks Online: best accounting-native option
Best for: very small businesses that mainly need accurate bookkeeping, receipt documentation, categorization, and matching rather than a dedicated spend-control platform.
QuickBooks Online can capture receipts from a computer, mobile device, Google Drive, or email, extract information, create a transaction for review, and match receipts to existing transactions. It supports recording, categorizing, splitting, attaching, and reviewing paid expenses in the accounting workflow. Intuit’s support guidance says employee receipt submission and expense claims require QuickBooks Online Advanced. See the official receipt guidance and expense guidance.

Intuit announced that monthly prices for Essentials, Plus, and Advanced would change for renewals on or after August 1, 2026, while Simple Start pricing remained unchanged in that announcement. Check the latest QuickBooks pricing update before publication or purchase.
Editorial verdict: QuickBooks may be sufficient if the main problem is receipt capture and bookkeeping. It is not a direct substitute for Ramp, Brex, Payhawk, or BILL when you need card issuing, pre-transaction controls, procurement, or global spend management.
Watch-outs: receipt capture is not the same as a complete approval and reimbursement workflow. Employee claims may require Advanced, which can materially change the economics.

Published prices use incompatible billing units. A $7 expense report, a $12 active user, a $15 user plus platform fee, and a $0 card-led plan cannot be compared without modeling actual usage.

Annual TCO = software subscription + platform fees + active-user or report fees + card fees + transaction fees + foreign-exchange fees + reimbursement fees + travel fees + implementation + integrations + premium support + financing or credit costs − realistic rewards or rebates.
Do not subtract advertised rewards unless the business qualifies for them and would incur the same spending without changing its behavior. A free card-led plan can still be more expensive than a paid reimbursement application if it introduces FX, financing, payment, or migration costs.
Illustrative TCO example
Suppose a 25-person company has 15 regular submitters, 10 cardholders, 300 expense reports per year, two accounting entities, and 20% of purchases in foreign currency. A per-user tool may charge for 15 submitters or all 25 employees; an active-user tool may charge only when someone submits or has card activity; a per-report tool may charge for 300 reports; and a card-led tool may add platform, FX, or payment costs. The correct comparison is not the advertised monthly price. Request each vendor to quote the same employee count, card count, report volume, entities, currencies, reimbursements, integrations, and onboarding scope.

- One to five employees: Start with QuickBooks Online or Zoho Expense. Consider Expensify if reimbursements are frequent. A card-led platform may be unnecessary unless unauthorized spending is already a problem.
- Five to 25 employees: Compare Zoho Expense, Expensify, Sage Expense Management, Emburse Spend, BILL, and Ramp Free. Check minimums carefully, especially Emburse’s 15-user billing minimum and Sage’s tier minimums.
- 25 to 100 employees: Compare Ramp, Brex, Navan, Sage Expense Management, Zoho, Emburse, and BILL based on whether the priority is cards, travel, existing-card support, or reimbursements.
- 100 to 500 employees: Ramp, Brex, Navan, Payhawk, Rydoo, Spendesk, and Concur deserve structured demos. Include implementation, entity, HRIS, ERP, and support requirements in the evaluation.
- Enterprise: SAP Concur, Navan Enterprise, Payhawk, Brex Enterprise, Spendesk, and Rydoo Enterprise may fit, depending on travel, ERP, countries, procurement, and support requirements.
- Travel-heavy company: Start with Navan or SAP Concur. Add Emburse Professional, Rydoo, Zoho Expense Premium, or Ramp for comparison.
- Professional-services or project-based firm: Prioritize project, customer, class, location, billable-expense, and dimensional accounting support. Expensify, Zoho, Ramp, Sage Expense Management, and Concur can be candidates, but verify the exact mapping.
- Construction or field-services business: Test mobile capture, offline behavior, mileage, per diem, job or project coding, shared cards, and employees who work away from offices.
- Remote or distributed workforce: Compare card issuance, reimbursements, mileage, mobile receipt capture, international bank payments, and HR-driven access. Brex, Ramp, Pleo, Rippling, Expensify, and Zoho may fit different operating models.
- Multi-entity international company: Shortlist Payhawk, Brex, Ramp Plus, Rydoo, Pleo Business, Spendesk, Navan Enterprise, or Concur, then verify every country, currency, entity, tax, card, and reimbursement requirement.
- QuickBooks-based company: Compare QuickBooks Online, Zoho Expense, Expensify, Sage Expense Management, Emburse Spend, Ramp, and BILL. Do not assume a QuickBooks integration maps projects, classes, taxes, and liabilities exactly as needed.
- Xero-based company: Compare Zoho, Expensify, Sage Expense Management, Emburse Spend, Ramp, and Spendesk. Confirm whether the connection is native, one-way, or export-based.
- NetSuite or Sage Intacct environment: Focus on Ramp Plus, Brex Premium or Enterprise, Expensify Control, Payhawk, Sage Expense Management Business, Emburse Spend Plus, Concur, and other products that explicitly support the required ERP tier.
- Company retaining existing cards: Start with Sage Expense Management, Emburse Spend, Zoho Expense, Expensify, Rydoo, Payhawk, or Navan. Ask whether the feed is real-time, daily, statement-based, or manual.
- Company issuing new cards: Compare Ramp, Brex, BILL, Payhawk, Pleo, Spendesk, and Rippling based on underwriting, limits, card networks, currencies, rewards, controls, and dispute handling.
Accounting and HR integration questions that matter
A product page saying QuickBooks, Xero, NetSuite, Sage Intacct, Workday, or payroll integration does not tell you how much automation you will receive. Ask whether the connection is native, an add-on, an API, SFTP, CSV, or a custom implementation. Confirm whether it is one-way or bidirectional.
Test mapping for:
- General-ledger accounts and expense categories.
- Tax codes, VAT, GST, and sales tax.
- Classes, locations, departments, projects, customers, and cost centers.
- Multiple legal entities and currencies.
- Card liabilities and reimbursements.
- Rejected, edited, refunded, and duplicate transactions.
- Closed accounting periods and post-close changes.
- Employee, department, role, location, manager, and termination data from an HRIS or payroll system.
Do not describe an integration as full accounting automation until you know how exceptions, reversals, rejected expenses, and period-close protection work.
Travel functionality is a separate buying decision
Travel features can include booking air, hotel, rail, and car inventory; pre-trip policy enforcement; approvals; itinerary matching; duty of care; negotiated rates; travel support; cards or virtual cards; per diem; mileage; and reconciliation. Navan and SAP Concur lead this category. Emburse Professional, Zoho Expense Premium, Rydoo, Ramp, and Brex may be appropriate depending on how much travel functionality you need.
A business that books little travel should not pay for a travel-management suite merely because it appears in a feature comparison. Conversely, a company with frequent travel should not evaluate an expense tool only on receipt OCR and reimbursement price.
Policy, approval, and receipt automation checklist
During a demo or trial, test whether the platform supports:
- Different rules by entity, country, location, department, role, project, and employee level.
- Merchant-category and amount restrictions.
- Budgets, real-time limits, and pre-approval requests.
- Multilevel, dynamic, delegated, and substitute approvals.
- Auto-approval, auto-rejection, and reason codes for exceptions.
- Missing-receipt enforcement and duplicate-claim detection.
- Card locking, freezing, declining, and replacement.
- Mobile camera, email, SMS, messaging, and offline receipt capture.
- OCR for merchant, date, amount, tax, line items, and foreign currency.
- Restaurant tips, hotel folios, multi-page receipts, split expenses, handwritten receipts, screenshots, and duplicate uploads.
- Audit logs, receipt retention, data export, and correction history.
OCR and AI are assistive rather than infallible. Test poor print quality, foreign-language receipts, tax-inclusive and tax-exclusive amounts, multiple currencies, hotel bills, restaurant tips, and receipts without clear merchant names. A product that flags a policy breach after the transaction is not providing the same control as one that can decline or block the transaction.
Implementation and migration plan
The subscription is often not the largest cost. Build the rollout around the accounting close and employee adoption:
- Inventory the current process: cards, reimbursements, travel, invoices, payroll, accounting, entities, and spreadsheets.
- Define the accounting model: chart of accounts, tax codes, departments, projects, customers, locations, and entities.
- Choose the spend model: reimbursement-first, new cards, existing cards, or a hybrid.
- Document policies: limits, receipts, mileage, per diem, travel, exceptions, approvals, and prohibited merchants.
- Configure the organization: employees, managers, departments, vendors, projects, cards, entities, and cost centers.
- Connect systems: accounting, ERP, HRIS, payroll, card feeds, SSO, and banking or reimbursement rails.
- Test exceptions: failed card feeds, duplicate charges, wrong OCR, refunds, split receipts, terminated employees, rejected reimbursements, and closed periods.
- Run a parallel period: reconcile the new output against the existing process before turning off the old one.
- Train employees and approvers: explain receipt deadlines, personal-card rules, card controls, mobile capture, and exception handling.
- Launch with escalation: define who handles missing receipts, card declines, disputes, payment failures, and accounting mismatches.
- Review at 30, 60, and 90 days: measure missing receipts, rejected claims, adoption, reconciliation errors, approval time, and unresolved exceptions.
Self-service products may be appropriate for a small QuickBooks or Xero company. Guided implementation is more valuable when you have multiple entities, ERP dimensions, card migration, custom exports, payroll connections, or international compliance. Published onboarding prices are not directly comparable: Emburse Spend lists guided implementation at $1,500, Zoho lists Jumpstart onboarding from $500, and Payhawk says implementation support is available at no additional cost on its current pricing page. Confirm the exact scope, hours, integrations, and post-launch support behind each offer.

Questions to ask on every demo
- What exactly counts as a billable user?
- Are approvers, cardholders, contractors, seasonal workers, or occasional submitters billed?
- Is there a platform fee, minimum contract, minimum user count, or minimum transaction volume?
- Are card, payment, FX, reimbursement, travel, financing, or support fees charged separately?
- Can we keep our existing cards, and which Visa, Mastercard, American Express, or bank feeds are supported?
- Can the platform issue cards, and in which countries and currencies?
- Are card feeds real-time, daily, statement-based, or manual?
- Can policies vary by entity, role, country, merchant, department, project, and amount?
- Can the system block spending before purchase, or only flag it afterward?
- Which reimbursements are domestic or international, and what payment rails and timing apply?
- Are mileage, per diem, cash advances, personal-card expenses, and cash purchases supported?
- Which accounting integrations are native, and which require an add-on, API, SFTP, CSV, or services?
- Is synchronization one-way or bidirectional?
- Can we map projects, classes, entities, locations, tax codes, departments, customers, and cost centers?
- What happens when a card feed fails, a receipt is duplicated, OCR is wrong, or a transaction is refunded?
- How are closed accounting periods protected?
- How are terminated employees handled, including card revocation and pending reimbursements?
- What is included in onboarding, and what does implementation cost?
- What support channels and response commitments apply during month-end and payroll?
- Can we export all transactions, receipts, audit logs, policies, and employee data if we leave?
Bottom-line recommendations
Choose Ramp or Brex if proactive US card and spend control is the priority. Choose Navan or SAP Concur when business travel is central. Choose Expensify, Zoho Expense, Sage Expense Management, or Emburse Spend when reimbursements, receipt capture, and existing-card compatibility matter more than issuing a new card program. Choose Payhawk, Pleo, Spendesk, or Rydoo when global entities, broader finance operations, procurement, or international T&E compliance drive the purchase. Choose QuickBooks Online when accounting-native receipt capture is enough and you do not need sophisticated pre-transaction controls.
The defensible shortlist is usually two or three products, not all 15. Start by documenting your current card, reimbursement, travel, accounting, payroll, and entity requirements. Then request comparable quotes using the same user count, card count, report volume, countries, entities, integrations, and onboarding scope.

Is free expense management software really free?
Not always. Free plans from card-led providers may rely on card adoption, interchange, credit approval, payment services, financing, or other financial-product economics. Also check foreign-exchange, reimbursement, transaction, and platform fees before comparing a free plan with a paid reimbursement tool.
Can expense software work with our existing corporate cards?
Some products specialize in existing-card support, including Sage Expense Management, Emburse Spend, Zoho Expense, Expensify, Rydoo, Payhawk, and Navan. Ask whether the connection is a real-time feed, daily feed, statement upload, or manual import, and whether it supports your card networks and countries.
