10 Most Powerful SaaS Delivery Companies: What the Market Data Actually Shows

The leading SaaS vendors and leading cloud infrastructure providers are not the same ranking. Here is what current market data supports—and why it does not establish a top ten.

There is no defensible, current top-ten ranking for “SaaS delivery companies” in the available market data. The phrase can refer either to companies selling software subscriptions or to cloud providers that host and deliver software—two different markets. The clearest evidence identifies leading enterprise SaaS vendors and leading IaaS providers separately; it does not support combining them into a ranked list of ten.

What “SaaS delivery company” can mean

Software as a service (SaaS) is software customers use through a subscription, commonly over the internet. Infrastructure as a service (IaaS) supplies cloud computing resources on which businesses can run applications. An IaaS provider may host SaaS products, but it is not necessarily a SaaS application vendor. Rankings for the two markets answer different questions.

“Powerful” also has no single standard measure here. It might mean SaaS market share, company-reported cloud revenue, breadth of products, or influence in the infrastructure market. A useful ranking must choose one measure and apply it consistently.

Which companies lead enterprise SaaS?

Gartner identifies Microsoft, Salesforce, and SAP as the leading enterprise SaaS vendors in its 2024 analysis. Gartner estimates worldwide SaaS revenue at $218.5 billion in 2024, up 16.7% from 2023. For context, Gartner estimated worldwide SaaS revenue at $178.1 billion in 2023, also reporting 16.7% growth. CRM was the largest SaaS segment, followed by ERP; Microsoft, Salesforce, and SAP together held 32.6% of the 2023 market. These figures describe the SaaS market, not cloud infrastructure revenue. Which companies lead cloud infrastructure?

For IaaS, Gartner’s 2023 ranking was Amazon, Microsoft, Google, Alibaba, and Huawei. Worldwide IaaS revenue reached $140 billion that year, and the five largest providers accounted for 82% of the market. Why a top ten would be misleading

The available figures do not establish ten comparable companies under one definition of “powerful.” The SaaS evidence names three leading enterprise vendors; the IaaS evidence ranks five infrastructure providers for a different year and market. Merging those groups would mix categories, while filling out either list would require unsupported ranks.

Even company revenue figures need care. Microsoft reported $168.9 billion in “Microsoft Cloud” revenue for fiscal 2025, but its definition includes Microsoft 365 Commercial cloud, Azure and other cloud services, the commercial portion of LinkedIn, and Dynamics 365. How to compare providers fairly

Before treating any “top” list as meaningful, check that it compares like with like:

  • Market: Is the list about SaaS applications, IaaS infrastructure, or another cloud category?
  • Measure: Does it use market share, revenue, product breadth, or another stated criterion?
  • Year and geography: Are the companies measured over the same reporting period and in the same market?
  • Revenue definition: Does each figure cover the same type of service, rather than a company-specific bundle?
  • Role: Does each company sell end-user applications, underlying infrastructure, or both?

How software companies use cloud marketplaces

Cloud marketplaces are a distribution route for software firms, not a measure of which company leads SaaS. AWS describes partner programs and marketplace listings as ways software companies can build visibility and sales opportunities. AWS guidance for software companies

Omdia identifies AWS Marketplace, Microsoft Azure Marketplace, and Google Cloud Marketplace as routes to market for software and SaaS firms. Their presence can matter when assessing distribution options, but marketplace availability alone does not establish a provider’s SaaS market share or prove that a vendor qualifies for a particular partner program.
