1. UKG Pro Workforce Management: best for complex hourly workforces
UKG Pro Workforce Management is designed for organizations where scheduling is closely tied to attendance, labor rules, payroll, and workforce planning. It supports scheduling, time and attendance, compliance, employee engagement, analytics, strategic workforce planning, and payroll as part of the UKG ecosystem.
It is a particularly strong candidate for large employers with multiple locations, union agreements, complicated overtime rules, or a high volume of hourly employees. UKG says its product has been a Nucleus Research WFM Technology Value Matrix leader for seven consecutive years.

The trade-off is cost and implementation effort. UKG does not publish standard pricing on its current product page, and this is not a lightweight app for a small business that only needs to publish next week’s rota. Expect a sales-led assessment, data migration, rule configuration, integrations, and manager training.
2. Workday Workforce Management: best for existing Workday customers
Workday Workforce Management makes the most sense when an organization already uses Workday HCM or wants one connected system for employee data, absence, time, payroll, and reporting.
Its capabilities include time tracking, absence management, scheduling, mobile and kiosk clock-in, geofencing, configurable audits, time accumulators, real-time validations, anomaly detection, and mass approvals or edits from mobile devices. That combination can reduce the number of manual handoffs between a scheduling system and payroll.
Workday is an enterprise HCM platform, not a low-cost standalone scheduler. Its advertised geofenced mobile check-in is configurable, so the employee experience depends on the employer’s policies and setup. Public list pricing is not provided, and companies should budget for implementation as well as subscription fees.

Dayforce combines demand-based scheduling, labor budgets, time and attendance, absence management, task management, and labor planning. Its scheduling tools can account for demand, budgets, employee preferences, and pay rates, which is useful when managers need to balance coverage against wage costs.
The platform is a good fit for organizations that want scheduling, payroll, and compliance in one enterprise environment, especially across multiple countries or business units. It can be more powerful than a small business needs, however, and the employee-facing experience depends heavily on configuration.
For example, Dayforce documentation lists several possible employee navigation items under Work: Work > Calendar, Work > Time Clock, Work > Timesheet, and Work > Time Away List. An employee may not see all of them. Missing options are not necessarily a product failure; they may simply be disabled or unavailable in that organization’s configuration.
4. ADP Workforce Management: best for ADP payroll customers
ADP’s workforce-management offering covers time and attendance, absence management, scheduling, analytics, compliance support, payroll, and HCM integration. Its next-generation Time and Attendance product supports badge or PIN entry, biometric options, geofencing, IP restrictions, mobile time entry, web timesheets, kiosks, and POS or tablet clocking.

This makes ADP worth considering when payroll already runs through ADP Workforce Now or another ADP system. Keeping employee and time data within the same vendor ecosystem can simplify payroll processing and reporting.
“ADP Workforce Management” is an umbrella term rather than one identical package. Before comparing prices, ask which Workforce Now edition, time-and-attendance product, scheduling module, country capabilities, and implementation services are included. A badge clock, biometric option, or geofence may be an available feature—not something included automatically in every plan.
5. SAP SuccessFactors Workforce Management: best for complex international rules
SAP SuccessFactors is suited to global enterprises already using SAP SuccessFactors, SAP payroll, or other SAP HR products. Its time-tracking capabilities support mobile geofenced clock-in and clock-out, configurable validations, attestation, mass approvals, exception handling, analytics, and payroll integrations.
The rules engine can address overtime, rest periods, rounding, flex time, country requirements, industry rules, and union policies. That depth matters when a company operates under different labor regulations instead of applying one basic overtime rule everywhere.

SAP states that Time Tracking requires a separate subscription in addition to Employee Central Time Management.
Time-event problems also require operational attention. A terminal or employee mistake can create an unpaired event; for example, a second “Stop” event following another “Stop” cannot be paired automatically. Cross-midnight employees may see Night Shift and All Events tabs. To correct an event, an administrator or employee uses the Time Sheet UI, selects the date, opens Time Events, chooses Create, enters the details, and submits the change.
6. Oracle Fusion Cloud Workforce Management: best for advanced labor optimization
Oracle Fusion Cloud Workforce Management connects labor forecasting, scheduling, time capture, absence, overtime and premium-pay calculations, payroll, availability, compliance rules, and health-and-safety workflows.
Its scheduling can consider coverage, labor policies, budgets, FTE limits, worker preferences, certifications, and union rules. Workers can self-schedule with the Self-Schedule button in the calendar header when the employer opens a self-scheduling window.

Oracle’s setup requirements are substantial. Accurate worker data, jobs or positions, qualifications, work patterns, availability, holidays, absences, scheduling rules, and manager workflows need to be in place before launch. Labor optimization also needs staffing plans and demand-volume or labor-demand forecasts.
Work-schedule configuration is found at Setup and Maintenance > Workforce Deployment > Workforce Scheduling > Work Schedules. Oracle supports Time and Elapsed schedules. An elapsed schedule does not have a fixed start or end time; it specifies the number of hours or duration expected per day. That means a partial absence is shown as a duration rather than a time range. Oracle also says employees with multiple assignments should receive schedules of the same type so absence calculations work correctly.
7. Rippling Workforce Management: best for connected HR and payroll
Rippling is aimed at growing companies that want HR, payroll, time, attendance, and scheduling connected through one employee-data platform. Its workforce-management offering combines Time & Attendance, Payroll, and Scheduling, with real-time data synchronization as a central selling point.
This approach can be financially attractive when it prevents duplicate employee records, manual payroll exports, and separate onboarding workflows. It is less straightforward to compare than a simple scheduling app because the final price depends on the modules and services selected.
Rippling also provides scheduling APIs, including open-shift creation and target-headcount fields. API access should not be assumed to be included in every subscription. Companies that need a custom scheduling integration should confirm API availability, limits, support, and implementation fees in the proposal.
8. Deputy: best value for small and midsize hourly teams
Deputy is one of the most accessible choices for restaurants, retail stores, hospitality businesses, healthcare teams, and other multi-location hourly employers. Depending on the plan, it offers scheduling, timesheets, time clocks, leave and availability management, labor-law compliance, shift swaps, auto-scheduling, demand forecasting, labor optimization, wage and labor budgets, biometrics, SSO, and custom access levels.
Its current U.S. plans are:

Prices are before applicable taxes. Deputy also states a $30 minimum monthly spend per invoice for monthly Lite, Core, and Pro plans from September 1, 2025. Administrators, managers, supervisors, and employees count as users for billing. A newly added user can incur the full monthly per-user charge even when added near the end of the month, and the same rule applies when an archived user is unarchived.
Check the plan names carefully: older articles may refer to Scheduling, Time & Attendance, Premium, Flexi, or Enterprise. The current published structure is Lite, Core, and Pro.

9. Connecteam: best for deskless and field teams
Connecteam is built for employees who spend much of their working day away from a desk. It combines scheduling, time tracking, timesheet approvals, daily operations, forms, tasks, communication, training, and knowledge tools. That makes it useful for construction, cleaning, security, field service, and other mobile-first businesses.
Connecteam uses separate Operations, Communications, and HR & Skills hubs rather than one simple per-employee price. The Operations Hub is listed at:

Each listed base price covers the first 30 users; additional-user charges apply above that threshold. The company advertises a 14-day trial. Because hubs are selected separately, calculate the combined cost of Operations, Communications, and HR & Skills rather than treating the Operations price as the full platform price.
To configure pay rates, an administrator uses General Settings > Pay Rate Settings and enables Enable Pay Rates. That is useful for labor-cost reporting, but it does not by itself replace a full payroll system.

10. Workforce.com: best for hourly businesses wanting an all-in-one option
Workforce.com offers separate Scheduling, HR, and Payroll plans, as well as an All-in-One bundle. Scheduling includes employee scheduling, labor forecasting, communications, shift management, and an employee app. Payroll includes time and attendance, wage-and-hour automation, tax filing, and benefits management.
It is a practical shortlist candidate for an hourly business that wants more than shift publishing but does not necessarily need a massive enterprise HCM suite. Labor forecasting can help managers compare planned staffing with expected demand and wage budgets.
Workforce.com does not publish standard list prices. Licensing varies by modules, staff count, and implementation requirements. Its pricing page reports an average 455% ROI from a Forrester economic-impact study of a sample of customers; that is a vendor-reported study result, not a guaranteed return for every employer.

- Define the workforce. Identify whether employees are salaried, hourly, shift-based, deskless, field-based, unionized, or spread across countries.
- Separate scheduling from full WFM. A basic scheduler may be enough if you only publish shifts. Add time, absence, payroll, forecasting, compliance, or safety requirements to the evaluation when those functions matter.
- Start with payroll and HRIS compatibility. If you already use Workday, SAP, Oracle, ADP, or UKG, the matching WFM product may reduce integration and data-maintenance costs.
- Document scheduling rules. List demand forecasts, certifications, rest periods, union agreements, open shifts, swaps, self-scheduling, multiple locations, and overtime constraints.
- Check time-capture options. Confirm whether you need web, mobile, kiosk, badge, biometric, POS, geofenced, IP-restricted, or offline clocking.
- Model the complete price. Include per-user charges, modules, hubs, minimum monthly spends, devices, implementation, integrations, payroll services, and taxes. For quote-only products, request a written breakdown rather than comparing vague package names.
- Test difficult scenarios before signing. Demonstrate a missed punch, overnight shift, unpaired time event, employee working across time zones, absence crossing midnight, multiple assignments, and unreliable mobile connectivity.
- Measure implementation effort. Ask who supplies employee master data, pay rules, approval workflows, payroll mappings, schedules, devices, and historical records.
What workforce management software should do
Good WFM software is more than an online rota. It should help an employer forecast labor demand, assign qualified people, capture actual hours, identify exceptions, apply overtime and break rules, approve corrections, and send reliable payroll data downstream.

It should also be clear about what it does not do. Oracle describes Workforce Management as complementing—not replacing—the organization’s HRIS and payroll systems. In SAP SuccessFactors, attendance should be recorded in Time Sheet or Time Tracking; Time Off should not be used to record working from home. Similarly, a geofence or biometric clock is a configurable control, not automatic proof that an employee worked at a particular location.

Test real exceptions rather than only a standard shift: a missed punch, an overnight shift, an unpaired clock event, a cross-midnight absence, multiple assignments, a time-zone difference, a shift swap, an unqualified employee, and a location with poor connectivity. Also ask to see the exact payroll export and approval workflow.

For a large or highly regulated employer, UKG Pro Workforce Management, Workday, Dayforce, SAP SuccessFactors, or Oracle will usually offer the necessary depth—but at enterprise pricing and implementation effort. ADP is especially logical for an ADP payroll customer, while Rippling suits a growing company that wants connected HR and payroll.
For smaller hourly teams, Deputy offers the clearest published per-user pricing. Connecteam is better suited to deskless operations, and Workforce.com is worth considering when scheduling, labor forecasting, HR, and payroll need to sit in one system. The cheapest subscription is not necessarily the lowest-cost choice: poor handling of overtime, missed punches, payroll exports, or compliance exceptions can create larger costs than the software bill.
