日本では、対面のICクレジットカード決済で暗証番号（PIN）を省略し、サインで代替する「PINバイパス」が2025年3月末で廃止されました。ただし、外国発行のカードが一律に使えなくなったわけではありません。決済できるか、PIN以外の確認方法が使われるかは、カードや発行会社、取引、端末、加盟店の設定によって異なります。
何が廃止され、何が廃止されていないのか
PINバイパスとは、ICカード決済でカード会員のPIN入力を省き、サインを本人確認の代わりに使う方法です。日本クレジットカード協会は、対面のICクレジットカード取引におけるこの方法を2025年3月末で廃止すると案内しています。日本クレジットカード協会の案内
これは、あらゆるカード決済でサインが禁止されたという意味ではありません。日本クレジット協会のガイドラインでは、加盟店がサインを取得すること自体は任意とされ、本人確認手段としてサインを集めないことが推奨されています。PINバイパスの廃止と、サイン取得の扱いは別の話です。日本クレジット協会のガイドライン
ガイドラインが示す理由は、PINによる確認が行われないPINバイパスでは不正利用を防ぎにくいこと、ICカードやタッチ決済の普及、国際ブランドのルール変更などでサインの本人確認としての有効性が低下したことです。これは制度変更の説明であり、すべてのサインが無効になった、あるいはすべての決済でPINが必要になったということではありません。

訪日客の外国発行カードは使える？
使える可能性はありますが、すべての外国発行カードが日本のすべての端末で使えるとは限りません。日本クレジットカード協会は、PINの省略を認めない海外発行カードがあり、端末がPINバイパスを試みるとエラーになることがあると説明しています。一方、JCBは、PINでの確認ができない場合にサイン確認が必要となるカードもあり、外国発行カードがその例に含まれることがあると案内しています。日本クレジットカード協会・JCBの案内
つまり、外国発行カードなら必ずサインで通る、あるいは必ず決済できない、という一律の扱いではありません。発行会社、カードの仕様、取引内容、店舗の端末や設定が結果を左右します。協会の説明では、訪日客向けにすべての端末が外国発行カードを受け付けるかどうかまでは示されていません。

PIN入力が求められない決済もある
対面のICカード取引ではPIN入力が基本の確認方法ですが、すべての支払いで暗証番号を求められるわけではありません。JCBによると、少額の取引や、所定の金額内で行われるタッチ決済は、PIN入力なしで進む場合があります。案内には共通の金額上限は示されていないため、「タッチならいくらまでPIN不要」と一律には言えません。JCBの案内
暗証番号を忘れたときの対応
PIN入力を求められて暗証番号を思い出せない場合、店員に代わりに入力してもらったり、サインに切り替えてもらったりすることを前提にしないでください。案内されている対応は、別の支払い方法を使うか、カード発行会社に連絡して暗証番号を確認することです。暗証番号を忘れた場合の案内

- カードのPINを把握しているか、発行会社に確認する。
- PINを忘れた場合は、渡航前に発行会社へ問い合わせる。
- カードが使えない場合に備え、別の支払い方法も用意する。
- 店舗で決済できなかった場合、別の端末や方法で必ず解決するとは限らないことを理解しておく。
