Verdict: Zoho People is a low-cost, modular cloud HR platform that is most compelling for small and midsize businesses already using Zoho applications. It can handle employee records, self-service, leave, attendance, timesheets, onboarding, performance, learning, workflows and reporting, but important capabilities are split across plans and add-ons. It is a weaker choice when turnkey, jurisdiction-specific payroll or extensive included implementation is the main requirement.
Pricing and plan names require verification before purchase. Zoho’s accessible pages currently show different plan taxonomies and free-user limits, so use the live pricing page for your country and billing cycle rather than relying on an old comparison table.

What is Zoho People?
Zoho People is a cloud-based human-resources management system that centralizes employee information and automates HR processes. It is part of the broader Zoho ecosystem, alongside products such as CRM, Books, Expense, Recruit, Sign, Vault, Analytics and Payroll.
It is sold in feature-based plans rather than as one universally inclusive package. Zoho People is primarily an HR administration product; it is not automatically a complete payroll system in every country and is not the same product as Zoho People Plus. People Plus bundles People with additional applications and region-specific payroll capabilities.

Zoho People pricing: what you may actually pay
There is no single globally reliable price table for Zoho People at the moment. Zoho’s official pages expose different plan names and free-user allowances. One page shows Free, Essential HR, Workforce, Talent and Enterprise; another shows Free, Essential HR, Professional, Premium and Enterprise. The official pricing page also shows a detailed-table minimum of five users, while another comparison presents a free allowance of three users. Annual billing is discounted relative to monthly billing. The effective cost can also include paid add-ons or services for extra employee profiles, forms, storage, custom reports, learning, recruiting, engagement surveys, premium support and implementation assistance. Zoho states that selected plans receive a 30-day free trial, after which the account can move to the Free plan. Licenses apply to active users, and inactive-user licenses can be reused. Compare the cost of the feature bundle you need—not just the cheapest per-user number. Attendance, shifts, payroll, learning, advanced reporting, recruiting and support can change the total substantially.
Core HR and employee self-service
Depending on the edition, Zoho People provides an employee database, organization and employee files, role-based administration, multi-entity management, document management and personal file uploads. Employees can update information and complete routine requests through self-service.

Leave and time-off management
Zoho People supports configurable leave policies, vacation tracking, approval routing, time-off calendars and employee self-service requests. Multi-level approvals are useful for organizations with departmental or location-based authorization.
Leave and attendance functions are not distributed identically across every displayed edition. Do not assume that the least expensive paid plan includes all PTO, attendance, scheduling and policy features; verify the row for your selected plan.

Attendance, shifts and timesheets
Selected plans list web and mobile attendance, facial-recognition attendance, kiosk and biometric integrations, IP and geographic restrictions, GPS-based work-location tracking, shift scheduling, shift patterns and reminders. Timesheets can support project and client mapping, job scheduling, overtime-related tracking and billing or invoicing connections.
- Office-based salaried teams: may need only basic attendance or leave and should avoid paying for biometric or GPS functions they will not use.
- Remote and hybrid teams: should review employee notice, privacy, retention and local employment-law requirements before enabling location or facial-recognition features.
- Hourly and shift-based workforces: should confirm that the required scheduling, overtime and attendance functions are included in the chosen plan.
- Payroll users: should not treat overtime calculations in an HR system as proof of payroll compliance in their jurisdiction.
Onboarding, offboarding and documents
Structured checklists, tasks, reminders and approvals can make onboarding repeatable across entities or departments. Offboarding can coordinate equipment, access, documents and final approvals. The practical value depends on how carefully administrators design responsibilities and permissions.
Performance management
Higher-tier plans list goals, OKRs, performance appraisals, self-appraisals, 360-degree feedback, multi-rater feedback, competency or skill-set tracking and performance reports. Entry-level HR plans do not necessarily include the full performance suite, so identify whether you need simple goal tracking or a complete review cycle before choosing an edition.
Learning management
The learning module can include course management, blended learning, a trainer portal, assessments, course feedback, discussion forums and employee learning records. The current comparison places LMS capabilities in higher tiers, and availability may also depend on an add-on or regional product page.
Workflows, automation and customization
Zoho People’s flexibility is a meaningful differentiator. Listed tools include multi-level approvals, workflow checklists and tasks, mail alerts, reminders, webhooks, custom functions, blueprints, custom forms and fields, mail merge, external-service connections, custom widgets and APIs. API call limits vary by plan, as do custom-form allocations.
This flexibility has two sides. You can model unusual approval chains or connect HR data to other systems without commissioning a fully bespoke enterprise product. But someone must design, test, document and govern those workflows. Poorly designed logic can make a routine HR request harder to complete. A pilot with real employee and manager scenarios is safer than migrating every process at once.
Reports and analytics
Standard module reports cover areas such as employee data, leave, attendance and timesheets. Depending on the plan, you may also receive custom reports or integration with Zoho Analytics for more advanced analysis. “Advanced analytics” should therefore be read as a plan-specific capability, not an automatic feature of every subscription. Confirm export, API and reporting limits before building management dashboards.

Mobile access
Zoho’s comparison lists iOS and Android apps across the displayed editions. Mobile availability does not mean every mobile action is identical: employee self-service, attendance check-in, leave requests, approvals and manager workflows can depend on plan configuration and enabled modules.
Integrations and the Zoho ecosystem
Zoho People is most attractive when it connects to tools you already use. Relevant products include Zoho CRM, Zoho Books, Zoho Expense, Zoho Recruit, Zoho Sign, Zoho Vault, Zoho Analytics and Zoho Payroll where available.

Payroll: the most important limitation
If payroll is central to your purchase, verify the exact Zoho Payroll product and country support with Zoho before signing up. Zoho People’s HR features should not be treated as proof of payroll compliance in your jurisdiction.
The Zoho People Plus page presents different payroll capabilities for India, the UAE and Saudi Arabia, including local statutory deductions, UAE WPS and social-security functions, and Saudi compliance features. Those regional descriptions do not establish U.S. federal, state and local payroll, tax filing or banking support. Confirm country, state, statutory, filing and payment requirements separately.

- Add-ons can change the economics: extra storage, forms, profiles, reports, recruiting, learning, support and implementation may cost more.
- Configuration burden: many forms, permissions, workflows, integrations and reports require capable administration and testing.
- Learning-curve concerns: G2 review topics include limited customization, learning curve, missing features, complex setup and “not user-friendly.” These are recurring reviewer concerns, not universal defects; see G2 reviews.
- Payroll uncertainty: localized payroll and compliance vary by country and product.
- Ecosystem dependence: standalone buyers may prefer an HR-first product with fewer connected modules.
- Implementation and premium support may cost extra: standard email support is included, but premium or enterprise assistance and Jumpstart onboarding are separately listed.
Who should buy Zoho People?

Compare like-for-like bundles: the same user count, billing cycle, geography, payroll scope, support level, implementation needs and required modules. Comparing Zoho’s cheapest HR tier with a competitor’s full payroll package produces a misleading result.

How to evaluate Zoho People before subscribing
- List the exact requirements: employee records, PTO, attendance, shifts, timesheets, performance, learning, payroll, recruiting, analytics and integrations.
- Map each requirement to a named Zoho plan or add-on using the current comparison.
- Confirm country, currency, tax treatment, minimum users, free-user allowance and annual-versus-monthly billing on the live signup page.
- Model non-license costs for storage, forms, employee profiles, support, implementation and connected Zoho products.
- Run a pilot with representative employee records, approval paths, attendance rules, reports and mobile actions.
- Have payroll, privacy and legal specialists validate local compliance before enabling GPS, biometric, facial-recognition or payroll functions.
Final verdict: is Zoho People worth it?
Zoho People is worth serious consideration when you want broad HR administration at a low advertised entry price, already use Zoho, and have the capacity to configure workflows and verify local compliance. Choose an entry plan only for genuinely basic HR needs; move to an attendance-oriented plan for shifts and timesheets, a talent-oriented plan for goals, appraisals, feedback or learning, and Enterprise or People Plus only when the extra modules, support or ecosystem justify the added complexity.
If payroll, global employment or included implementation is the central buying criterion, evaluate a payroll-first or international-employment specialist alongside Zoho People. The right decision depends less on the headline per-user price than on your country, workforce model, required feature bundle and ability to administer a modular system.
