Pretty Good Policy for Zcash (PGPZ), a Zcash-focused advocacy initiative, has registered its executive director, Divij Pandya, as a federal lobbyist, according to Punchbowl News. The registration signals an effort to present Zcash-related positions to policymakers; it does not show that the group changed a law or influenced a decision.
Who is lobbying for Zcash in Washington?
The group is Pretty Good Policy for Zcash, which describes itself as an independent, community-oriented policy and advocacy initiative focused on the Zcash ecosystem. What does the Zcash lobbying registration cover?
TokenPost reported that the registration took effect October 1, 2026, and listed Zcash ecosystem development, developer protections, and financial privacy as activity areas. It also named three legislative matters:
- H.R. 3633, the Digital Asset Market Clarity Act;
- the Aligning Digital Assets with Principles of Taxation Act; and
- the Digital Asset Tax Certainty Act.
These details come from TokenPost’s description of the registration, not direct review of the filing. Punchbowl’s story links to the federal filing, but the filing was not independently accessible for verification. TokenPost Punchbowl News

Why is PGPZ pursuing policy advocacy?
PGPZ’s stated aim is to explain Zcash and privacy-preserving digital cash to policymakers while engaging with questions of compliance and public interest. In its June announcement, the group outlined three parts of its work:
- policy convenings;
- resources for members and the community; and
- a coalition to educate policymakers and coordinate advocacy.
Its August grant proposal describes a broader intended program: producing policy materials, coordinating input across the ecosystem, responding to legislative and regulatory developments, building coalitions, and facilitating engagement between ecosystem participants and policymakers. The proposal names market structure, developer and infrastructure protections, anti-money-laundering and illicit-finance policy, sanctions, taxation, and financial privacy among its initial priorities. In its September 30 update, PGPZ also said it was drafting a policy and advocacy plan, analyzing the CLARITY Act and developer protections, preparing for an SEC rulemaking engagement, and developing a Zcash explainer for congressional staff and regulators. What is known about the proposed funding?
PGPZ’s August proposal requested $750,000 for a proposed 12-month program. That is a requested grant amount, not evidence that the organization received an award. Does the registration mean Zcash’s lobbyist influenced crypto policy?
No conclusion about policy influence follows from the registration alone. Lobbying registration documents advocacy activity; it does not prove that Pandya or PGPZ persuaded a lawmaker, shaped a bill, changed a regulation, or affected enforcement. The available reporting identifies the group, its representative, and reported areas of activity, but provides no documented policy outcome or independent statement from a policymaker or regulator about the registration.
