World Liberty Financial’s USD1 Is a Stablecoin; Category Risks Aren’t Proof of Criminal Use

FATF identifies illicit-finance risks for stablecoins, including peer-to-peer transfers and cross-chain activity. That warning does not establish criminal use of World Liberty Financial’s USD1.

World Liberty Financial announced USD1 as a stablecoin pegged one-to-one to the U.S. dollar. Stablecoins can be misused for money laundering and terrorist financing, but the material cited here does not establish that USD1 itself has been used by organized crime or terrorist groups. The distinction matters: a risk associated with an asset category is not evidence of wrongdoing by a particular token or its issuer.

What is USD1, and what does “linked to” mean here?

USD1 is a dollar-pegged stablecoin announced by World Liberty Financial. The Associated Press reported the one-to-one dollar peg in March 2025. A November 2025 Democratic staff report from the House Judiciary Committee says USD1 launched in March 2025 and describes it as backed by short-term U.S. Treasuries and other liquid assets. Those are descriptions of the token and its stated design, not evidence that it was used in a crime.

The defensible connection in the headline is categorical: USD1 is a stablecoin, and the Financial Action Task Force (FATF) says stablecoins can be attractive for criminal misuse. FATF’s March 3, 2026 report does not, in the material cited here, establish a USD1-specific connection to organized crime or terrorism. The Democratic committee staff report makes further allegations about Binance’s role; those should be understood as allegations in a partisan staff report, not independently established findings.

How can stablecoins be used in money laundering or terrorist financing?

Stablecoins are digital assets designed to maintain a stable value, often by tracking a fiat currency. Their price stability, liquidity and ability to move across systems can support legitimate payments and other uses. Those same characteristics can also make them useful to people trying to move or conceal illicit funds. FATF’s report identifies particular control challenges rather than establishing criminal use by every stablecoin or issuer.

Peer-to-peer transfers and unhosted wallets

A person can transfer a crypto asset directly to another person’s wallet. An unhosted wallet is not held or operated by a regulated service provider on the user’s behalf. Transfers between such wallets can be harder for authorities and regulated intermediaries to oversee than transactions conducted through intermediaries subject to anti-money-laundering controls. FATF highlights these peer-to-peer transfers as a vulnerability; their existence alone does not show that a particular transfer is illicit.

Cross-chain activity

Moving assets across different blockchain networks can complicate monitoring. FATF identifies cross-chain activity as another control challenge, including where activity may fall outside counter-illicit-finance controls. The report’s category-level warning does not establish that USD1 has been moved across chains for criminal purposes.

What does FATF’s 84 percent figure actually measure?

FATF’s March 2026 report says stablecoins accounted for 84 percent of illicit virtual-asset transaction volume in 2025, attributing the figure to Chainalysis (2025). The denominator is illicit virtual-asset transaction volume. It is not a claim that 84 percent of stablecoin transactions, stablecoin holders or stablecoin activity was illicit, and it does not identify USD1 as part of that activity.

FATF also reports that more than 250 stablecoins were in circulation by mid-2025 and that the stablecoin market capitalization exceeded USD 300 billion. Those figures describe the size and breadth of the market, not crime prevalence.

What do U.S. rules establish—and what don’t they establish?

The GENIUS Act, enacted in 2025 as Public Law 119-27, addresses payment-stablecoin controls and illicit-finance reporting. The existence of those rules reflects the need to address risks across the category; it does not, by itself, prove misconduct by USD1, its issuer or any holder. Whether a particular actor or transaction violated a law requires evidence specific to that case.

FATF says countries should fully implement Recommendation 15 of its standards so stablecoin issuers, intermediary virtual-asset service providers, financial institutions and other relevant participants have clear anti-money-laundering and counter-terrorist-financing obligations. This is a call for clear controls across stablecoin arrangements, not a finding that a named token has been used for illicit finance.

How to assess a stablecoin’s actual risks

A category-wide warning is a reason to examine a token’s structure and controls—not a substitute for evidence about its use. When comparing stablecoins, look for answers to four distinct questions:

What to examine Why it matters
Reserve backing and redemption terms These determine what assets are said to support the token and how holders can seek redemption. For USD1, the November 2025 committee staff report describes backing by short-term U.S. Treasuries and other liquid assets; consult issuer disclosures for current terms.
Issuer and intermediary controls Controls, including any ability to freeze or block tokens, can affect how illicit transfers are detected or interrupted. Do not assume a particular control exists without issuer-specific documentation.
Transfer route Transfers through regulated intermediaries may be subject to different controls from peer-to-peer transfers between unhosted wallets.
Cross-chain exposure and monitoring Transfers involving multiple blockchain networks can raise monitoring challenges. The extent of those risks depends on the token’s actual network support and the controls used by relevant participants.

For USD1-specific claims, rely on issuer disclosures and evidence about identifiable transactions or actors. FATF’s report supports a warning about stablecoins as a category; it does not supply proof of criminal use by USD1.
