On February 5, 2025, Gov. Tony Evers announced plans to include more than $80 million in agriculture investments in Wisconsin’s proposed 2025–27 Executive Budget. That was a proposal, not the final appropriation: the Legislature later enacted a budget with a different mix of programs and amounts. The enacted-budget figures are the better guide to what Wisconsin ultimately funded.
What Evers proposed in February 2025
The announcement covered farm operations, conservation, food security, processing, farmer services and exports. The examples below are proposed amounts and do not represent a complete line-item accounting of the headline total.
| Area | Proposal announced February 5, 2025 |
|---|---|
| Farm resilience | $1.5 million for a proposed Dairy Agriculture Resilience Investment Now (DARING) pilot. Example projects included IT infrastructure, milking equipment and milk-processing equipment. |
| Farmland and conservation | $15 million to relaunch the Purchase of Agricultural Conservation Easements program; $10 million for Soil and Water Resource Management; and $1.6 million to continue cover-crop insurance rebates. |
| Food security and processing | $30 million for the Food Security Initiative; an additional $1.6 million for the Meat Processor Grant Program; and $1.2 million for the Dairy Processor Grant Program. |
| Soil and nutrient management | A $1.2 million increase and permanent status for the Commercial Nitrogen Optimization Program. |
| Farmer services and markets | The release also proposed doubling farmer mental-health support with $400,000, expanding Wisconsin Farm Center outreach in northern Wisconsin, adding export staff and capacity at the Department of Agriculture, Trade and Consumer Protection (DATCP), and creating an agricultural economist position. |
| Other announced components | Value-added agriculture grants, food-waste reduction, Farm to Fork grants, truth-in-labeling protections for dairy and manoomin, and increased support for the Something Special from Wisconsin marketing program. |
The governor’s announcement described Wisconsin agriculture as a $116 billion industry, but did not provide a measurement method or reference year for that figure. Treat it as a figure attributed to the February 5 release, not as a newly measured 2025 value.
What the Legislature enacted instead
The governor delivered his executive budget address on February 18, 2025. Wisconsin’s Department of Administration provides the 2025–27 Executive Budget portal, with links to the executive budget, budget bill and agency documents. The enacted budget summary lists a different set of agriculture allocations from the February proposal.

These enacted figures should not be read as a simple reduction or adjustment to every corresponding proposal line. Some categories differ, and the proposal and final summary do not establish a one-to-one accounting for every announced item. For the enacted allocations, see the governor’s 2025–27 Biennial Budget summary.
How to interpret the resilience and roads funding
A 2026 update from the governor’s office says the final budget created a new state dairy and agriculture resilience program with $20 million. The update does not establish that this program is identical to the proposed DARING pilot, so the two should not be treated as interchangeable without program documentation. The update also recaps other agriculture allocations and the ongoing Wisconsin Initiative for Agricultural Exports. See the 2026 agriculture budget update.

The final budget also provided $150 million for the Agricultural Roads Improvement Program, including $30 million targeted to bridge and culvert repairs. That is a transportation program and a separate budget context from the February agriculture proposal; it should not be added to the proposal’s more-than-$80-million headline as though it were part of that total.

The more-than-$80-million figure describes the governor’s proposed 2025–27 agriculture investments announced February 5, 2025. It is not the enacted agriculture total, and the cited official summaries do not provide a basis to calculate a single final agriculture total by adding that proposal figure to the separate roads program. To assess what was funded, use the enacted program allocations rather than treating the announcement headline as an appropriation.
