Will the UK Mansion Tax Threshold Change? What Asset-Rich Homeowners Need to Know

England’s proposed High Value Council Tax Surcharge still has a £2 million threshold; a reported £1.5 million change is unconfirmed. Here is how the proposal could affect cash-poor homeowners.

As of 7 October 2026, the official proposal for England’s High Value Council Tax Surcharge still sets a £2 million threshold, based on property values in 2026. A reported possibility of lowering it to £1.5 million is unconfirmed; no official change is established. The proposed charge could create a cash-flow problem for some owners because it is based on the value of a home, not the owner’s income. A deferral for some qualifying main-home owners is proposed, but its final rules are not settled.

What is the proposed mansion tax, and when would it start?

The High Value Council Tax Surcharge (HVCTS), often called a mansion tax in press coverage, is a proposed annual charge on owners of residential properties in England valued at £2 million or more in 2026. It is scheduled to begin in April 2028 and would be payable in addition to ordinary Council Tax. The surcharge would be an owner liability; ordinary Council Tax is generally paid by the occupier. The government’s consultation has closed, but final details remain subject to its response and legislation. The consultation proposed these yearly charges:

The proposal would increase the charge amounts in line with CPI each year and revalue properties every five years. The next revaluation after implementation is scheduled for 2033. That is distinct from changing the eligibility bands: the government says decisions on band changes would be taken alongside revaluations and left to a future government. Policy paper.

Has the threshold shifted to £1.5 million?

No official change is established. Government materials checked on 7 October 2026 continue to state a £2 million threshold. A report that the Treasury may consider a £1.5 million threshold is speculation, not confirmed policy. The government has said tax decisions are announced by the Chancellor at fiscal events. If a future government did lower the threshold, owners whose relevant valuations fell between £1.5 million and £2 million could potentially be brought into scope. That is a conditional implication, not a current rule; no reliable estimate in the cited materials establishes how many additional households would be affected. The proposal’s initial threshold is tied to 2026 valuations, while a hypothetical later threshold change is a separate question.

Why could it affect asset-rich, cash-poor owners?

The proposed liability follows ownership of a high-value property rather than household income. The consultation recognises that some owners may have bought or inherited a home and later have a lower income, or may experience job loss or ill health. For someone with a valuable home but limited accessible cash, an annual charge can therefore pose an affordability or liquidity challenge even if the property’s value is high.

The government projects that fewer than 1% of residential properties in England would attract the surcharge and estimates annual revenue of around £430 million from 2028/29. These are 2026 government projections, not measured outcomes. Could eligible homeowners defer payment?

The consultation proposes deferral for some owners of their primary residence, postponing payment until the property is disposed of. It proposes a household income limit of £35,000 a year and savings of £16,000 or less, and contemplates qualifying disability circumstances. Deferral is intended to address some cash-flow difficulties, but it would postpone rather than cancel the charge. The sources set out here do not establish final rules for how a deferred balance would accrue or be settled; those details depend on the government response and legislation.

How would valuation and appeals work?

The consultation proposes a targeted valuation exercise by the Valuation Office. It places responsibility for the surcharge on legal owners, including long leaseholders in specified circumstances. Owners would be able to challenge a banding or liability decision through the relevant authority and potentially appeal to the Valuation Tribunal for England. The backdrop is a Council Tax system whose valuation bands are based on 1991 property values, as described in a 2025 HM Treasury policy paper. Exchequer Secretary Dan Tomlinson stated the government’s rationale: “A £10 million mansion in Mayfair should not be paying less council tax than an ordinary family home in Darlington or Blackpool.” That is the government’s argument for the policy, not independent evidence of the comparative tax bills. Where would the surcharge apply?
