Will Sugar Be the Sticking Point in USDA–HHS Relations? What the Record Shows

Sugar became a policy issue for USDA and HHS, but joint dietary guidance and state-specific SNAP waivers do not prove a lasting interagency rupture.

Not on the public evidence available. Sugar became a real point of policy activity: the U.S. Department of Agriculture (USDA) and Department of Health and Human Services (HHS) jointly issued national dietary guidance, while USDA approved state-specific SNAP food-restriction waivers. Those actions show coordination and policy change, but they do not establish a lasting institutional rupture over sugar.

Why sugar raised questions about the agencies’ relationship

On May 1, 2025, Successful Farming published Lisa Foust Prater’s question about whether sugar might become a flashpoint between USDA and HHS. The article set HHS Secretary Robert F. Kennedy Jr.’s criticism of sugar alongside Agriculture Secretary Brooke Rollins’s visit to American Crystal Sugar, a cooperative owned by sugar beet growers in North Dakota and Minnesota.

The report connected the Make America Healthy Again (MAHA) agenda with efforts to restrict or eliminate sugar, food dyes, and seed oils. It also described Rollins’s interest in working with Kennedy on SNAP reform, including possible limits or a ban on purchases of junk food and sugary drinks. Kennedy was reported as saying at an April 22, 2025 press conference, “Sugar is poison and Americans need to know that it is poisoning us.” That is Kennedy’s rhetoric, not a scientific finding.

The underlying institutional question was how far HHS would influence a program administered by USDA. Food Fix founder Helena Bottemiller Evich told a North American Agricultural Journalists panel that “HHS and USDA have traditionally been pretty independent,” apart from their role in co-authoring dietary guidelines. The article also noted lawmakers’ concerns about the boundaries of Kennedy’s involvement in SNAP. John Boozman, chairman of the Senate Agriculture Committee, said at the April 2025 panel, “Sugar’s like everything else, it needs to be done appropriately, but saying it’s poison is pretty extreme.”

What the departments did after the headline

Joint dietary guidance

In January 2026, USDA and HHS jointly released the Dietary Guidelines for Americans, 2025–2030. HHS’s current summary of the guidelines recommends reducing highly processed foods, including foods with added sugars. The joint release is evidence of public collaboration on nutrition guidance; it does not show agreement on every question involving regulation, agriculture, or SNAP.

State-specific SNAP waivers

SNAP food-restriction waivers are a separate policy tool. In a December 10, 2025 announcement, USDA said six new waivers would amend the program’s definition of eligible food beginning in 2026. The states named were Hawai‘i, Missouri, North Dakota, South Carolina, Tennessee, and Virginia. USDA said each waiver tailored exclusions to the state’s request.

The USDA waiver page, updated September 16, 2026, describes a changing state-by-state landscape. Restrictions differ and can include soda, candy, sweetened beverages, energy drinks, or other specified products. The page reports that a June 22, 2026 U.S. District Court for the District of Columbia order vacated the listed approvals for Kansas, Nebraska, Tennessee, and West Virginia, and that implementation of those waivers may not proceed. The page is a dated snapshot; state eligibility rules and legal status can change.

These waivers are not a uniform nationwide ban on sugar or sugary products. Their scope is tied to state requests and listed product categories, and should not be conflated with national dietary recommendations.

How to distinguish the two policy tools

Why sugar is also an economic and political issue

Successful Farming attributed several industry figures to The Sugar Association: the United States produces 8.1 million metric tons of sugar annually, with 55% from sugar beets and 45% from sugar cane; sugar beets and sugar cane are planted on two million acres; and the industry supports 142,000 jobs in 22 states. These figures describe reported economic exposure, not the effects of any particular nutrition or SNAP policy.

A 2025 farmdoc daily account of the Gardner Food and Agricultural Policy Survey reported average consumer allocations to livestock of $19.35 in May 2022 and $21.12 in August 2025, an increase of about 9%. The survey recruited approximately 1,000 U.S. consumers per wave. Its authors reported strongest support for field crops, livestock, and specialty crops, and lowest support for sugar and textile crops; overall changes in commodity support between the two waves were modest. These findings describe survey preferences, not a forecast of policy outcomes.

What can—and cannot—be concluded

The public record supports a careful answer: sugar has been part of policy activity involving both departments, but the available public actions do not prove that it caused a durable USDA–HHS conflict. Joint dietary guidance demonstrates collaboration on one shared responsibility. USDA’s waiver approvals demonstrate action within SNAP administration, but state variation and litigation complicate any claim of a single national policy.

The record also cannot rule out private disagreements between officials. Public announcements and published guidance do not establish what happened behind closed doors. Consumer preferences and reported industry figures help explain why sugar policy matters politically and economically, but neither demonstrates how the agencies will resolve future disputes. Brian Ronholm, Consumer Reports’ director of food policy, raised a further implementation question: “It’s one thing to announce you’re going to take action on a particular issue, but if that issue area isn’t supported by adequate resources and staffing, what happens after that?”
