Re:

Will Receiving Public Benefits Reduce Your Social Security Payment?

Some public payments can affect Social Security, but the rule depends on the benefit and payment involved. Learn how pension offsets, SSDI offsets, unemployment, and SSI differ.

Sometimes—but it depends on which Social Security benefit you receive and what the other payment is. A pension from government work not covered by Social Security no longer reduces benefits payable for January 2024 or later under the former Windfall Elimination Provision (WEP) and Government Pension Offset (GPO). Workers’ compensation and certain public disability payments can still reduce Social Security Disability Insurance (SSDI). Unemployment compensation may be affected under state law. Supplemental Security Income (SSI) works in the opposite direction: Social Security income can reduce SSI.

Start by identifying both payments

“Public benefits” is not a single Social Security category. A payment from a government agency could be a pension, workers’ compensation, disability benefit, unemployment compensation, SSI, or a Veterans Affairs (VA) benefit. Those payments do not all interact with Social Security in the same way.

Before drawing a conclusion, find the exact name of the other payment on its award letter and identify the Social Security program involved. Social Security retirement, SSDI, spouse benefits, and survivor benefits have different rules. Also check the month for which a payment is due: the former pension-offset rules ended for benefits payable beginning January 2024, while the disability offset for certain public payments remains.

Other payment What may happen Key detail
Pension based on work not covered by Social Security It no longer reduces benefits payable for January 2024 or later under WEP or GPO. December 2023 was the last month those provisions applied.
Workers’ compensation or certain public disability payments May reduce SSDI when the applicable combined total exceeds the limit. The calculation generally includes SSDI payable to eligible family members.
Unemployment compensation May be reduced when a person becomes entitled to Social Security. State law determines whether an offset applies.
SSI Social Security may count as income when SSI is calculated. This is generally SSI being affected by Social Security income, not SSI reducing Social Security.
VA benefits or private disability payments Do not trigger the SSDI public-payment offset described here. This exception is specific to that offset rule, not a guarantee about every benefit calculation.

Government pensions: WEP and GPO no longer apply to current benefit months

The Social Security Fairness Act of 2023 was signed on January 5, 2025. The Social Security Administration (SSA) says WEP and GPO no longer apply to benefits payable for January 2024 and later; December 2023 was the final month in which they applied. The change matters to people whose pensions are based on work that was not covered by Social Security.

What the former rules affected

WEP could reduce a person’s own Social Security retirement or disability benefit when that person also received a pension from work not covered by Social Security. GPO could reduce certain spouse or survivor benefits for someone receiving a pension based on non-covered government employment. Those provisions are no longer used for benefits payable from January 2024 onward.

This is not a new, across-the-board increase for every teacher, firefighter, police officer, or other public employee. The relevant question is whether the pension is based on employment that did not pay into Social Security. SSA has said about 72% of state and local public employees work in Social Security-covered employment and are not affected by the repeal. A public-sector job title alone does not determine the outcome.

What if your benefit was reduced before the change?

For people who were entitled to benefits that WEP or GPO had reduced, SSA said retroactive payments could cover increases back to January 2024. SSA began adjusting monthly payments on February 25, 2025, and said most affected beneficiaries began seeing new amounts in April 2025 for March benefits. These are dated implementation details, not a statement that every person has received a particular amount or is currently owed money.

As of July 7, 2025, SSA reported that it had completed more than 3.1 million payments totaling $17 billion, five months ahead of schedule. SSA had previously said WEP and GPO had reduced or eliminated benefits for more than 2.8 million people with non-covered pensions. These figures describe SSA’s reported implementation and affected population at the stated dates; they do not establish an individual’s eligibility or payment status.

SSA said people whose mailing address and direct-deposit details were current generally did not need to take additional action at that time. If you think your amount remains wrong, review current SSA notices and your account information, then contact SSA about your own record. Do not assume a past reduction remains correct under the rules for current benefit months, and do not assume a payment is due without checking your entitlement and notices.

Workers’ compensation and public disability payments can reduce SSDI

Workers’ compensation for a job-related injury or illness, as well as certain government disability payments for non-work-related conditions, can trigger an offset against SSDI. Examples include civil-service disability, temporary state disability, and state or local government retirement benefits based on disability.

The general test is whether the worker’s SSDI, benefits payable to eligible family members, and workers’ compensation or qualifying public disability payments together exceed 80% of the worker’s average current earnings before disability. If they do, the excess is deducted from Social Security benefits. The 80% figure is a cap used in this calculation—not a universal percentage reduction applied to everyone receiving disability benefits.

SSA’s example of the calculation

SSA illustrates the rule with a worker whose average current earnings before disability were $4,000 a month. The worker’s family was eligible for $2,200 in SSDI and the worker received $2,000 in workers’ compensation. Together, those payments totaled $4,200. Eighty percent of $4,000 is $3,200, so the combined amount exceeded that figure by $1,000. In SSA’s example, $1,000 was deducted from the family’s Social Security benefits.

This is SSA’s example, not an estimate of what any particular household will lose. The result depends on the earnings figure and benefit amounts used in the person’s calculation, the type and amount of the other payment, and which family benefits are payable. Ask SSA to explain the calculation in your case rather than applying the example as a personal forecast.

Payments SSA excludes from this particular offset

SSA lists VA benefits, SSI, and state or local government benefits when Social Security taxes were deducted from the earnings as payments that do not reduce SSDI under this workers’ compensation and public-disability offset rule. SSA also says private-source disability payments, such as private pension or insurance benefits, do not affect SSDI under the described rule.

Keep the scope narrow: these are exceptions to the offset discussed in this section. They do not mean that every payment is disregarded in every Social Security or needs-based benefit calculation. In particular, SSI has its own income rules, and Social Security benefits can count when SSI is calculated.

Unemployment compensation depends on state law

Unemployment compensation may be reduced when a person becomes entitled to Social Security on their own record or on another person’s record. Whether an offset applies depends on the law of the state where the unemployment benefits are claimed. There is no reliable national yes-or-no answer for every claim.

Contact the state unemployment agency handling the claim and ask whether Social Security entitlement affects the weekly or total unemployment payment under current state rules. Give the agency the type of Social Security benefit and the date entitlement began. Do not assume that a reduction will occur—or that it cannot occur—based only on another person’s experience in a different state.

SSI is a separate program, and the direction of the effect matters

SSI is a means-tested program distinct from Social Security retirement and SSDI. SSA identifies Social Security benefits as unearned income for SSI calculations. As a result, receiving Social Security may change the SSI amount or eligibility, depending on the complete SSI calculation and the person’s circumstances.

That does not mean SSI itself reduces a Social Security retirement or SSDI payment. SSA also lists SSI among the payments that do not trigger the workers’ compensation and public-disability offset against SSDI. These are two different rules: Social Security income may affect SSI, while SSI is not counted as a trigger for that particular SSDI offset.

How to check whether your own payment will change

  1. Read the other award letter. Record the program’s exact name, who pays it, the gross amount, how often it is paid, and its effective date. “Public benefit” by itself is not specific enough to determine the rule.
  2. Identify your Social Security benefit. Check whether the payment is retirement, SSDI, spouse, or survivor benefits. If you receive more than one type of payment, note each separately.
  3. Match the situation to the rule. A non-covered pension raises the former WEP/GPO question for benefit months through December 2023 and the Fairness Act adjustment question for months beginning January 2024. Workers’ compensation or qualifying public disability calls for an SSDI offset calculation. Unemployment calls for a state-law check. SSI calls for an SSI income calculation.
  4. Check notices and dates. Compare the effective months and amounts shown in the Social Security and other-benefit notices. For a pension-repeal adjustment, review SSA’s Fairness Act guidance and your Social Security account, along with any current notices about your record.
  5. Ask the agency that controls the calculation. Ask SSA how a Social Security amount was determined or whether an offset was applied. For unemployment, contact the state unemployment agency. If a workers’ compensation or public disability amount or payment frequency changes, report the change and ask SSA how it affects the calculation.
  6. Be cautious of paid promises to speed up benefits. SSA warns that it does not require payment to start or increase benefits. Do not pay a third party that promises to expedite a Social Security increase.

What determines the answer in an individual case

  • Benefit type: retirement, SSDI, spouse, or survivor benefits are not interchangeable for these rules.
  • Payment type: a non-covered pension, workers’ compensation award, public disability payment, unemployment compensation, SSI, VA benefit, and private insurance can have different treatment.
  • Benefit month: WEP and GPO ended for benefits payable starting January 2024, even though the law was signed in January 2025.
  • SSDI offset inputs: for a qualifying public disability or workers’ compensation offset, SSA considers the combined applicable payments and the worker’s average current earnings before disability.
  • State law: an unemployment offset cannot be determined nationally without the state’s rules.
  • Individual records: entitlement dates, family benefits, payment amounts, and SSA’s notices can affect the result.

This is a national-level explanation, not an individual benefit determination. SSA’s public explanations cover the general rules, but they cannot establish a particular person’s current payment or resolve a state unemployment claim without the relevant record and state law.
