As of October 11, 2026, Pune’s school-bus association had said operators would keep accepting UPI but pass on an additional cost for payments above ₹2,000. That is a reported plan, not proof that every operator has introduced a fee or that the government has directed parents to pay MDR. Check your operator’s written payment terms before paying.
What Pune school-bus associations said about UPI
The Times of India reported on October 9, 2026, that Pune Bus and Car Owners Association president Rajan Junavane said UPI would remain available, but parents would bear the additional cost on transactions above ₹2,000. He also urged parents to consider other payment methods. His statement describes the association’s reported position; it does not establish that every Pune operator has adopted the policy or specify the fee amount or calculation.

The same report described a different approach from the Mumbai-based School Bus Owners Association (SBOA). Its president, Anil Garg, said the association intended to stop accepting school-bus fee payments by UPI from October 15 and urged parents to use cheque or credit card. SBOA was also seeking an exemption from the Union finance minister for school buses, petrol pumps and spare-parts shops. These plans were still prospective on October 11; their implementation was not established.
| Reported association position | UPI approach | What parents should verify |
|---|---|---|
| Pune Bus and Car Owners Association, represented by Rajan Junavane | Keep UPI open and pass on an additional cost for transactions above ₹2,000 | Whether the individual operator applies a charge, its amount and calculation, and the payment methods accepted |
| Mumbai-based SBOA, represented by Anil Garg | Intend to stop accepting school-bus fee payments by UPI from October 15, 2026 | Whether the operator has made the change and which alternatives it accepts |
The Times of India quoted Junavane saying, “With MDR set to be levied soon, we are urging parents to use other modes of payment. We are keeping the UPI payment facility open, but the additional cost for transactions above Rs 2,000 will have to be borne by the parents.” This is Junavane’s reported position, not a government instruction that parents must pay MDR.

Is UPI MDR charged to customers or merchants?
The Ministry of Finance’s September 15, 2026 release says, “MDR is neither a tax nor a charge collected by the Government or NPCI.” It describes MDR as a merchant-side payment-ecosystem charge and says customers will not pay MDR. The release states that person-to-person (P2P) UPI transfers and person-to-merchant (P2M) payments up to ₹2,000 remain free, while 0.4% MDR applies only to specified P2M transactions above ₹2,000. For transactions of ₹75,000 and above, the stated MDR cap is ₹300 per transaction.
Those official figures describe the MDR framework; they do not establish the amount a particular parent might be asked to pay, or the legal or contractual basis for adding a separate cost to a school-bus bill. Do not assume that an operator’s proposed pass-through is itself an official customer MDR charge.

What to ask your bus operator before paying
- Is UPI currently accepted for this fee, and does the operator apply a separate payment-related charge?
- Does the policy depend on whether the payment is above ₹2,000, and how is any amount calculated?
- What other payment methods are accepted, and is there a written fee schedule or circular?
- What total amount is due, and can the operator provide a receipt showing the fee separately?
Ask for the terms in writing rather than relying only on an association’s reported position. The individual operator’s payment policy is what determines what it says it will accept and bill; the available reports do not settle whether a particular pass-through is authorized.

Why this is a local payment-policy issue, not proof of a fee
Earlier, in June 2026, the Hindustan Times reported Pune school-transport fee increases and quoted operator Rajesh Shirodkar citing higher fuel, spare-parts, tyre and routine-servicing costs. That context does not establish that an MDR-related pass-through is justified or determine its amount. A separate Hindustan Times report described Junavane as representing around 4,500 school-transport vehicles in the city; that is a reported association scale, not a verified official fleet count.
