There is no evidence in the 2026 EU measure reviewed here of a new broad tariff aimed at U.S. corn. The measure instead lowers or removes duties for specified U.S.-origin goods and creates a limited tariff quota for crude soybean oil. That oil provision does not apply to soybeans generally, and available trade figures do not show whether the rules have changed corn or soy imports since they took effect.
What the EU’s 2026 measure does
Regulation (EU) 2026/1455 was adopted on 25 June 2026, published on 30 June, and entered into force on 1 July 2026. It sets zero duties for specified U.S.-origin goods in Annex I, removes the ad valorem duty component for goods in Annex II while preserving applicable specific duties in the circumstances set out in the regulation, and opens tariff quotas for listed goods in Annex III. The quota periods run consecutively for 12 months, with the first starting on 1 July 2026. Read the regulation and its annexes.
The European Commission describes the framework as eliminating duties on U.S. industrial goods and improving access for selected non-sensitive agri-food products. It also identifies suspension and safeguard mechanisms, an end-2026 deadline connected to U.S. tariffs on steel and aluminium derivatives, and a sunset clause running to 2029. Those are framework-level provisions; they do not establish a corn- or soy-specific tariff outcome. The Commission’s U.S. trade page provides the framework context.
Does the measure impose a new tariff on U.S. corn?
The regulation and Commission summary cited here do not establish a new broad EU tariff directed at U.S. corn. Nor do they quantify any effect on corn imports. The headline claim that EU tariffs will curb U.S. corn imports should therefore be treated as a market-risk question, not as a confirmed description of the law or an observed result.

“Corn” is also not a single customs category. Unprocessed grain and products made from corn can have different classifications and tariff treatment. The available material does not provide a complete corn-by-corn tariff-line comparison, applicable import volumes, or post-effective-date data that would show whether U.S. shipments fell because of the measure.
What the soy provision actually covers
Annex III establishes a 0% in-quota duty for up to 400,000 tonnes of crude soybean oil under CN code 1507 10. It is a quota preference for that specified product, not a general duty preference for soybean beans or every product made from soy. The quota applies to qualifying U.S.-origin goods under the regulation; consult the legal text for the conditions and administration details. Regulation (EU) 2026/1455.

Consequently, the available legal fact does not prove that soy as a whole faces less tariff risk than corn. Comparing exposure requires the exact product and CN code, its tariff treatment, any quota and remaining quota volume, origin eligibility and proof, and actual trade after 1 July 2026. The sources cited here do not supply that complete comparison.
What historical trade figures show—and what they do not
The U.S. Grains Council’s 2025 EU trade snapshot reports nearly $474 million in U.S. refined corn products imported by the EU in 2024. It names animal feed, xanthan gum, and polylactic acid among the leading products, and says refined-corn exports had declined in recent years amid lower animal-feed and corn-oil shipments and increased competition from China. The same Council reports $12.8 billion in U.S. agricultural exports to the EU in 2024, most of which was soy and tree nuts. That aggregate does not state soybean-only exports and cannot establish that soy faces less risk than corn. The Commission reports total EU–U.S. goods trade of €910.6 billion in 2025, comprising €554.9 billion in EU exports and €355.7 billion in EU imports; those bilateral totals likewise do not measure crop-level exposure. A defensible assessment of whether the policy curbs U.S. corn imports—or leaves soy at lower risk—would need post-1 July 2026 EU import data by relevant CN tariff line, quota utilization data where applicable, comparable U.S. export figures, and analysis that separates tariff effects from prices, competition, and other trade barriers. The sources available here do not provide a crop-specific post-effective-date impact assessment or an attributed statement establishing such an effect.
