A 2016 London Assembly question reported that the mayors of Paris, Mexico City, Madrid and Athens said they would ban diesel vehicles in their city centres by 2025. That record documents a reported pledge, not proof that four blanket bans were enacted. Current official information available here describes emissions-based restrictions in Paris and London; the present rules in Madrid and Athens are not established by the sources cited below.
Where the four-city claim came from
The claim traces to a 2016 question submitted to the Mayor of London. It stated: “The Mayors of Paris, Mexico City, Madrid and Athens say they will ban diesel vehicles by 2025.” The wording belongs to the Assembly question; it is not a verified verbatim quotation from each mayor, nor an official record proving that the promised bans took effect. The phrase “four of the world’s largest cities” is also not substantiated by that record: it names four cities but provides no comparative population evidence. The useful question now is what rules each city actually operates, rather than whether the old target was announced.
Are the pledged bans in force?
The evidence supports a distinction between a total prohibition on diesel vehicles and a low-emission-zone rule. Such zones can limit access according to vehicle class, emissions standard or label, location, date and, in some cases, payment. A pledge, a future target, an enacted rule and an operating restriction are not interchangeable.

- Paris: Official city information describes a metropolitan low-emission zone with restrictions based on Crit’Air category and zone geography. It does not establish a blanket ban on every diesel vehicle. The exact enforcement calendar, boundary and exemptions should be checked against current city information.
- Mexico City: The 2016 Assembly question is evidence of the reported pledge, but the sources cited here do not establish the city’s current diesel rules.
- Madrid: The same Assembly question reports the pledge; the sources cited here do not establish Madrid’s current rules.
- Athens: The same Assembly question reports the pledge; the sources cited here do not establish Athens’s current rules.
Because current official rules for the last three cities are not established here, it would be misleading to describe them as having current blanket bans—or to infer that they have no restrictions.
Will diesel cars be banned in Paris?
Paris’s official materials describe access restrictions based on the Crit’Air emissions classification and the geography of the low-emission zone. The city’s classification material identifies diesel vehicles registered before 2011 as Crit’Air 3, and its information refers to planned restrictions for Crit’Air 2 vehicles. Can you drive a diesel car into London?
London was not one of the four cities named in the historical pledge, but its Ultra Low Emission Zone (ULEZ) shows how an emissions-based restriction differs from a total diesel ban. London says diesel cars and vans must meet Euro 6 standards to avoid the ULEZ daily charge; vehicles that do not meet the applicable standards must pay. The rule is based on the vehicle’s emissions standard, not simply whether it uses diesel. Is a low-emission zone the same as a ban?
No. A ban bars covered vehicles from a defined area, while an emissions-based zone may restrict only certain vehicles, apply only within a boundary, or allow non-compliant vehicles to enter after payment. UK government guidance describes Clean Air Zones as schemes with standards and charges for non-compliant vehicles; it does not describe them as a universal prohibition on diesel vehicles. What drivers should check before a trip
- Identify the exact destination and boundary: a city-centre restriction may not cover the whole metropolitan area.
- Check the rule for your vehicle class and emissions label or standard. A rule for cars may differ from one for vans or other vehicle types.
- Confirm the effective date, operating days or hours, payment requirements, exemptions and enforcement details with the official local authority.
- Recheck shortly before travel. A historical target does not tell you which rule is operating today, and zone schedules can change.
