No: the 2025 proposal that could have allowed Bengaluru tech employees to work shifts of up to 12 hours was reported withdrawn on 30 July 2025. It was not enacted. That proposal was separate from a 2024 proposal for a 14-hour workday and a local-candidate reservation plan that was temporarily paused after public backlash. Karnataka’s later 2026 amendment to its Shops and Commercial Establishments Act is a distinct law, not a revival of the withdrawn hours proposal.
What happened, and when?
Several different labor proposals and legal changes have been discussed in Karnataka since 2024. Their dates and status matter: the hours figures in the proposals are not a statement of the limits currently applicable to every employer.

Would Bengaluru tech workers have to work 12-hour shifts?
The 12-hour figure belongs to the separate 2025 proposal. The Times of India reported that it would have increased the ordinary daily limit to 10 hours and permitted up to 144 overtime hours per quarter instead of 50, while retaining a 48-hour weekly limit. The state’s reported withdrawal of that proposal means the proposed figures should not be treated as enacted limits.
That does not establish which hours rules apply to every worker today. The 2025 national Labour Codes announcement included a transition caveat, and the available reporting does not resolve every Karnataka-specific rule or employer’s situation. A worker assessing an actual schedule should distinguish the withdrawn proposal from the laws and rules applicable to their employer.

How the 2024 proposals differed
Local-candidate reservation
The 2024 plan concerned who private employers could hire, not the length of a workday. CIO reported a proposed reservation of up to 100% for state natives and a temporary pause after public backlash. The report does not establish whether the proposal was later withdrawn, enacted, or revived, so its present status remains unresolved.
Technology leaders raised concerns that restrictions could make it harder to recruit skilled workers and affect investment decisions. Biocon Executive Chairperson Kiran Mazumdar-Shaw argued that the policy should include exemptions for highly skilled recruitment so Bengaluru would not weaken its technology position. Consultant Pareekh Jain offered a counterpoint: he said mandatory long-hours concerns might not significantly affect international companies with standardized global practices. Proposed 14-hour workday
The 14-hour proposal was also reported in July 2024, but it was not the 2025 proposal involving a 10-hour ordinary day and expanded overtime. The Indian Express reported that Labour Minister Santosh Lad said IT-company leaders had brought the proposal forward and that the state had facilitated discussion. Lad said, “Now, it is in the public domain and let all the IT company heads, employees, and the public discuss the same.” The Indian Express
Why the 2025 proposal drew opposing views
In the 2025 debate, KITU objected to longer workdays, citing excessive workloads, work-life balance and concerns about whether overtime compensation would be enforced. The Times of India also reported support for flexibility from one Bengaluru startup employee who said long days were already common at that workplace. What changed in Karnataka law in 2026?
Karnataka Act No. 38 of 2026 amended the Karnataka Shops and Commercial Establishments Act, 1961. The gazetted Act says it took effect immediately on 4 September 2026. Its provisions address registration and other employment matters; they should not be confused with the withdrawn proposal to expand IT-sector hours.
- Establishments employing 10 or more workers that are already registered under the Occupational Safety, Health and Working Conditions Code are exempted from the state Act.
- Registration becomes electronic, and the period for communicating a refusal is reduced from 30 days to 7 days.
- Registration remains valid until the establishment closes or ceases operations.
- An employer must issue a service certificate within 7 days of an employee’s application.
- Employers may not retain employees’ original educational, experience or other documents.
- The Act removes clauses (h) through (o) of section 25(1), which had listed conditions for women’s night work.

What the national Labour Codes announcement does—and does not—settle
The Government of India announced that the Code on Wages, Industrial Relations Code, Code on Social Security, and Occupational Safety, Health and Working Conditions Code became effective on 21 November 2025. The same release said existing provisions would continue during the transition while corresponding rules and regulations were framed. That caveat means the announcement alone does not resolve which detailed hours rule applies to every Karnataka employer. Government of India announcement

What workers and employers should take from the timeline
- Do not treat the 12-hour shifts reported in 2025 or the 14-hour workday discussed in 2024 as enacted rules: the former was reported withdrawn, and the latter was reported as a proposal.
- Keep the local-candidate plan separate from working-hours proposals. Its reported temporary pause does not establish its current legal status.
- Do not assume the 2026 Karnataka amendment reinstated either hours proposal; it is a distinct amendment with its own provisions.
- For an actual employment dispute or compliance decision, check the applicable law, rules and employer circumstances rather than relying on a proposal headline.
