Why PayPal may not transfer money to your debit card
The card is not eligible for the selected transfer
PayPal says U.S. customers can transfer a PayPal Balance to eligible Visa, Mastercard, or Discover debit cards. Eligibility is specific to both the card and the transfer route: Standard Transfer is available only for eligible Visa debit cards. If your card does not appear as a destination when you start a transfer, PayPal may not support it for that withdrawal.

PayPal’s transfer-error guidance says a debit card or bank account may not be eligible to process an instant transfer. Try another destination that PayPal displays as eligible, or select a supported Standard route if one is offered. A different card is not guaranteed to work.
Your PayPal account has a limitation or security review
An account limitation can block withdrawals. Check your account for alerts and follow PayPal’s resolution steps before retrying. A security review can also delay a withdrawal; PayPal says a hold of up to 72 hours may apply. Switching cards will not necessarily fix an account-level restriction.

Your details do not match the bank’s records
PayPal identifies mismatched bank information as a possible reason a transfer cannot be completed. Compare the destination details shown in PayPal with the information held by your bank or card issuer, and correct any discrepancy before trying again.
You reached a transfer limit
PayPal’s transfer-error guidance lists weekly transfer limits as a possible cause. Limits can vary, so do not assume there is one weekly allowance for every account. Check the limit shown for your account and the current PayPal limits and fees page; if the message concerns the amount, try a withdrawal within the displayed limit.

The card issuer declined the transaction
The issuer or bank may reject a card-related transaction. PayPal says it may not receive the issuer’s reason. If PayPal identifies an issuer decline, contact the bank or card issuer and ask whether it blocked the transfer.
What to check before trying again
- Open PayPal’s Activity and select the withdrawal. Read its current status and transaction details, then check your email for any PayPal update. A pending status can mean a review is still in progress.
- Read the exact error message. A limitation, ineligible card, issuer decline, or limit message calls for a different fix. Avoid repeating the same transfer without addressing the stated issue.
- Check your account alerts. If PayPal says your account is limited, use its account-resolution process before attempting another withdrawal.
- Check the available destinations. Use a card or bank account that PayPal actually offers for the transfer. If the card is absent or is ineligible for Instant Transfer, try another displayed destination or a supported Standard route.
- Verify linked information. Make sure the destination details match the bank’s own records.
- Act on the specific block. Contact the issuer if PayPal reports a decline; check the account’s displayed limit if the amount is rejected; and allow time for review if the withdrawal is pending.

What to do if the withdrawal is pending
Check the withdrawal’s Activity details and your email for updates rather than assuming a pending transfer has failed. PayPal says a security review hold can last up to 72 hours. After the review, the receiving bank may still need time to settle an Instant Transfer; PayPal says some banks take 1 to 3 business days for final settlement. Its typical timing for Standard Transfer to an eligible Visa debit card is within 48 hours. These are estimates, not promises.

Other ways to withdraw your PayPal balance
If a debit-card route is unavailable, PayPal lists several alternatives:
- Link another debit card that PayPal displays as eligible.
- Transfer to a bank account.
- Use a PayPal Debit Card for direct access to the balance, if available to you.
- Request a check by mail.
These options may not resolve an account limitation or security review, and a newly obtained generic debit card is not necessarily eligible. Availability depends on your market and account.

When to contact PayPal or your bank
- Contact PayPal if the error points to a limitation, the withdrawal remains pending beyond the stated review window, or the transaction details do not explain what happened.
- Contact your bank or card issuer if PayPal says the issuer declined the transfer. The issuer may be able to explain a rejection that PayPal cannot see.
