Why We Can’t Build Our Way Out of the Semiconductor Shortage

More semiconductor factories are essential, but capacity is specialized and takes equipment, skilled workers and downstream support to become usable chip supply.

Building more semiconductor capacity is essential, but it cannot end every chip shortage quickly or all at once. A factory has to be equipped, staffed and qualified to make particular chips, and shortages can also occur in packaging, testing and other parts of the supply chain. More construction expands supply over time; it does not create a ready-to-use stockpile of every kind of chip.

More factory capacity does not mean every chip is available

“Semiconductor capacity” is an aggregate measure, not a count of interchangeable chips waiting to be shipped. Fabs use different processes and equipment to make different products. Capacity suited to one process or product cannot automatically be redirected to another, and a wafer still has to pass through the relevant downstream steps before it becomes a usable component.

That distinction matters when reading investment announcements. A groundbreaking or a projected increase in wafer capacity is not evidence that a particular product is already being made in volume, that it meets a buyer’s requirements, or that it can relieve a specific shortage. The useful question is not only how much capacity is planned, but what it can make and when its output is qualified for use.

Why a new fab takes more than a construction project

A semiconductor fab is a complex industrial operation, not an ordinary building that becomes productive when construction ends. A 2025 U.S. Commerce Department filing describes fab projects as requiring thousands of specialized equipment items and extensive worker hours; it also identifies permitting and workforce shortages as obstacles. Construction is only part of the path to usable output: equipment must be installed, the operation must be staffed, and production must be qualified.

The sources do not establish one reliable construction-to-production timetable that applies across projects. Treat a promised opening, completed building and qualified production as different milestones rather than assuming a fixed number of months or years from announcement to supply.

Capacity forecasts show expansion, not an instant cure

Expansion is substantial, even if it cannot resolve every bottleneck at once. In June 2024, the industry group SEMI forecast global fab-capacity growth of 6% in 2024 and 7% in 2025, reaching 33.7 million wafers per month in 2025 measured on an eight-inch-equivalent basis. These were forecasts published in 2024, not verified figures for realized 2026 capacity. The wafer-equivalent measure describes aggregate capacity; it does not tell a reader how many of a specific chip will be available. SEMI’s forecast announcement also attributes expansion to demand for high-performance chips, including AI uses.

A separate 2024 Semiconductor Industry Association and Boston Consulting Group report projected that U.S. fab capacity would increase 203% between 2022 and 2032, with the U.S. share of global capacity rising from 10% to 14%. Those are industry-report projections, not guaranteed outcomes or a measurement of what has already been built. They describe a long-term change in production capacity, not a promise that new output will match every product shortage as it arises. Read the SIA/BCG report summary.

Shortages can sit outside the fab

Wafer fabrication is one stage in a chain that also includes packaging and testing. A chip that has been fabricated still needs the downstream work required to become a usable component. The Commerce Department filing identifies advanced packaging and testing as supply-chain vulnerabilities, so additional wafer capacity alone may not remove a constraint elsewhere in the chain. The available evidence does not establish a specific current shortage in a particular packaging process.

Potential constraint Why adding fab capacity may not resolve it
Wafer fabrication New capacity is tied to particular processes and products; aggregate wafer capacity is not a universal supply of all chips.
Packaging and testing These are distinct downstream stages, and the Commerce Department filing identifies them as supply-chain vulnerabilities.
Equipment and project readiness Fab projects need thousands of specialized equipment items; permits and installation affect whether a planned facility can operate.
Skilled workforce Workers are needed to build, run and support facilities, so capital investment does not by itself provide the people required for output.

Workers and operating readiness are part of capacity

A fab’s practical capacity depends on people as well as buildings and machinery. The Semiconductor Industry Association’s 2024 report cites a 2023 SIA–Oxford Economics projection that the U.S. semiconductor industry could face a shortfall of 67,000 technicians, computer scientists and engineers by 2030. That is a forecast of a potential workforce gap, not a count of vacancies today. It helps explain why workforce preparation belongs alongside construction when judging whether planned capacity can become operating capacity. SIA’s 2024 industry report.

What this means for consumers and financial headlines

For households, more factories are not a reliable near-term signal that a particular electronic device will soon become cheaper or easier to find. The link between new capacity and consumer prices depends on whether the capacity makes the components needed for that product, when usable output arrives, and whether other supply-chain constraints remain. The figures above describe forecasts or industry capacity, not promised retail price changes.

For anyone assessing a company or a policy announcement, distinguish spending and construction from operating, qualified output. Ask which products and processes a project supports, which supply-chain stage it expands, and whether staffing and permitting are addressed. The SIA/BCG and SEMI figures are useful indicators of planned expansion, but they do not rank individual projects or establish that a specific shortage has been solved.

Why building still matters

The global chip shortage of 2020–2023 exposed longer-term supply-chain risks, and added capacity can improve resilience when it is operational and relevant to the products buyers need. The Government Accountability Office reports that one leading-edge logic facility in Arizona was certified complete in June 2025. Completion is a meaningful milestone, but by itself it does not establish production volume, yield or which shortages the facility can relieve. GAO’s 2026 report places the project in the broader context of Commerce awards made from September 2024 through July 2025.

The limitation is not that new fabs are useless. It is that factories address only the capacity they are designed and equipped to supply, and usable output depends on a chain of equipment, people and downstream operations. Building is part of the answer; matching capacity to the right chips and making the whole chain ready is what turns investment into supply.
