The concern was about the independence of the statistical process—not proof that the report’s figures had been manipulated. The August 1, 2025 release showed 73,000 jobs added in July and a 4.2% unemployment rate, while revising May and June payroll growth down by a combined 258,000.
What happened after the July 2025 jobs report?
On August 1, 2025, the BLS reported that nonfarm payroll employment rose by 73,000 in July and unemployment was 4.2%. In the same release, it revised its estimates of payroll growth down by 125,000 for May and 133,000 for June. The combined downward revision was 258,000. The BLS release contains the figures and explains the revisions.

President Donald Trump ordered the firing of BLS Commissioner Erika McEntarfer after the report and alleged that the statistics were manipulated. FactCheck.org reported that the administration provided no evidence for that allegation. The timing of the firing and the scale of the revisions fueled the dispute, but neither fact by itself establishes that the numbers were politically altered. FactCheck.org’s account describes the allegation and the revision process.
What did USAFacts say about political interference?
USAFacts, the nonprofit founded by Steve Ballmer and led by the former Microsoft CEO, said that undermining trust in official statistics threatens the integrity of data Americans rely on to understand the economy. Its public statement said, “Data about jobs, prices, and wages belong to the American people,” and called for information that is accurate, timely, and free from political interference. GeekWire reported the statement on August 7, 2025. GeekWire’s report attributes the comments to USAFacts, not to Ballmer personally.

USAFacts senior research manager Nicole Bateman said revisions are a normal part of the process as the BLS receives more complete survey responses. She also said it was essential for the agency to remain independent and free from political interference, and described USAFacts as watching future releases with a wait-and-see approach. Her remarks distinguish criticism of the firing’s implications from a claim that the July report itself was falsified.
Why does the BLS revise jobs estimates?
The first monthly payroll estimate is based on employer survey responses available by the reporting deadline. More responses arrive after publication, and the BLS recalculates seasonal factors; both can change estimates for earlier months. The agency also benchmarks survey estimates annually against more comprehensive administrative records, including unemployment-insurance filings. These steps can produce substantial revisions without, on their own, indicating manipulation. The BLS overview of revisions to the Current Employment Statistics survey explains the process.

That distinction matters: a preliminary estimate is not a final count, and a downward revision means the earlier estimate was adjusted as the statistical inputs changed. It is reasonable to scrutinize how estimates are produced and whether the agency can do its work independently. But the revision alone is not evidence that anyone deliberately changed the data for political reasons.

Survey participation is a technical challenge for statistical agencies, separate from the question of political interference. GeekWire reported that the Current Population Survey response rate had fallen from 90% in 2013 to 67% at the time of its August 2025 article. Bateman said, “Survey response rates are certainly important for data quality.” That 67% figure describes the situation reported in 2025; it should not be treated as a current 2026 rate.

The same article said the BLS expected to implement a web-based collection tool in 2027. That was a forecast reported in 2025, not confirmation that the tool has since been implemented. Improving response rates and collection methods can strengthen data quality, but those operational issues do not substantiate the separate allegation that the July 2025 report was manipulated.
