Uber Eats says its Seattle-only Local Operating Fee offsets costs from regulations imposed on delivery platforms. Seattle’s rules require covered companies to pay workers minimum compensation and the City a separate licensing fee, but they do not set one customer-facing fee amount. The $5 fee reported in a May 2024 complaint is historical, not a verified price every Seattle customer pays today.
Why did Uber Eats fees rise in Seattle?
The change is tied to Seattle’s app-based worker pay rules. The city’s App-Based Worker Minimum Payment Ordinance took effect on January 13, 2024, requiring covered delivery platforms to meet minimum payment requirements for covered work. Uber identifies a separate Seattle-only “Local Operating Fee” on its help page and says, “This fee offsets increased costs from regulations imposed on third-party food delivery platforms.” Uber does not publish a fixed current amount for that fee.
That explanation describes Uber’s stated reason for its charge; it does not establish that Seattle requires Uber to collect a particular amount from customers. The City’s rules set obligations for covered companies, not a single Seattle checkout price.
What charges can appear on a Seattle order?
“Delivery fee” is often used casually for the whole extra cost, but Uber lists several distinct line items. The ones shown depend on the order and circumstances.

What Seattle requires companies to pay
Minimum payment for covered worker activity
Seattle’s ordinance calculates minimum payment using the greater of a time-and-mile calculation or a per-offer floor. The Seattle Office of Labor Standards lists the 2026 amounts as $0.47 per engaged minute, $0.80 per engaged mile, and $5.34 per offer. These are minimum-payment figures for covered work, not fees set for customers. See the City’s ordinance page for the rule and current schedule.

A separate $0.10 licensing fee
Seattle also charges covered network companies $0.10 for each covered online order; the City says this licensing fee took effect January 1, 2025 and helps recover licensing and labor-standard implementation costs. The City describes it this way: “The licensing fee is $0.10 per online order that results in an app-based worker’s delivery of goods or provision of services in Seattle.” This is a company obligation to the City, distinct from Uber’s customer-facing Local Operating Fee. Is the Seattle fee currently $5?
Not as a verified universal price. In May 2024, Robert White filed a consumer complaint saying Uber imposed a $5.00 Local Operating Fee and alleging the charge was not required by Seattle law. His filing stated, “In fact, nothing in Seattle law requires the imposition of such a fee.” That is the complainant’s allegation, not a court ruling or an official determination that the fee was unlawful. Uber’s current public help page names the Local Operating Fee but does not state a fixed amount. So the 2024 complaint is evidence of what one complainant said he encountered then, not proof of what every customer pays now. The amount displayed for a particular order is best checked in that order’s itemized checkout and receipt.

No. Seattle’s policy changes are relevant context, but they do not by themselves explain the price of an individual order. Uber says some fees vary with order-specific factors such as location, demand, courier availability, distance, and basket size; optional or conditional add-ons can also affect the total.

City data can inform the broader policy debate without showing a direct cause for any customer’s checkout total. Seattle’s Office of Labor Standards reported that delivery orders across five major platforms rose 3.2% and average hourly pay rose 6.5% between the first halves of 2024 and 2025. Those aggregate figures do not measure why a particular Uber Eats order cost more. The City’s data and reporting page provides the policy context.
In an April–June 2026 investigation summary, the Office of Labor Standards also reported an Uber Eats settlement totaling $4,392,665.18 for 14,421 affected workers. The amount included back pay, interest, liquidated damages, and civil penalties, and concerned agency allegations involving certain canceled orders and offers accepted in Seattle. It was a settlement of minimum-payment claims, not a court judgment establishing a customer-fee amount. The agency’s summary is on its reporting page.

How to check what you are paying
- Review the itemized checkout total. Separate the delivery fee, service fee, Local Operating Fee, and any add-ons rather than treating the full increase as one delivery charge.
- Look for order-specific drivers. Check distance, basket size, demand or courier availability, and whether a small-order, long-range, or priority charge appears.
- Compare the all-in price before placing the order. A headline fee alone does not show the total; use the checkout breakdown for the order in front of you.
- Keep the receipt if you want to question a charge. The itemized record gives you the fee name and amount to refer to when contacting Uber.
