U.S. farmers are exposed to tariff uncertainty because agricultural exports depend on reliable access to overseas buyers—and trading partners can respond to U.S. policy by shifting purchases to other suppliers. Iowa State University agricultural economist Chad Hart made that case in an interview published April 17, 2025. The tariff pauses, exemptions and deadlines described in that report were a snapshot of policy at the time, not a current rate schedule.
Why tariff uncertainty reaches farm businesses
A tariff can affect agriculture through more than the tax itself. Uncertainty about what the United States will charge, how long a measure will last, or how a trading partner will respond can make buyers less confident about relying on U.S. suppliers. A partner may look elsewhere, and farmers and agricultural businesses can face changes in demand, prices or sales plans as trade flows adjust.
Hart described the practical problem this way: “It’s the old thing of, it’s hard to play the game if you don’t know the rules.” He also warned that prolonged uncertainty can encourage other countries to find alternative sources for products they buy from the United States. These are Hart’s assessments in a 2025 interview, not a quantified estimate of losses for any particular farmer. Successful Farming, April 17, 2025.
Why replacing a lost buyer may take time
When one export market becomes harder to serve, finding another buyer is not necessarily immediate. Buyers and suppliers develop commercial relationships over time, and a trading partner that changes its sourcing may continue buying from new suppliers even after a dispute eases. Hart’s concern was that uncertainty could therefore have effects beyond the period when a tariff is in force.

The risk is harder to offset if uncertainty affects several markets at once: there may be fewer straightforward alternatives able to absorb displaced sales. This is a mechanism Hart described, not proof that every product or farm faces the same exposure.
What USDA’s 2025 export figures show
USDA’s Economic Research Service reported that U.S. agricultural exports totaled $171 billion in 2025. The five leading markets—Mexico, Canada, the European Union, Japan and South Korea—accounted for 56% of exports, down from 62% in 2024. That concentration makes destination changes important, but the annual results were not uniform across markets. USDA ERS, Agricultural Trade, updated June 30, 2026.

| Destination | 2025 U.S. agricultural exports | Change or position reported by USDA ERS |
|---|---|---|
| China | $8.4 billion | Down 66% from 2024; sixth-largest U.S. export market. ERS associates the decline with reciprocal tariffs and lower demand for U.S. soybeans, without isolating a single cause. |
| European Union | $14.5 billion | Up 13% from 2024 and a record. |
| Canada | $28.2 billion | Down 4% from 2024. |
These figures show different outcomes by destination; they do not establish what happened to every commodity or farm. The China decline and gains elsewhere should not be collapsed into a claim that all U.S. agricultural export relationships weakened—or strengthened—in the same way.
What the figures do—and do not—say about farm finances
Export totals and destination rankings provide context for the scale and direction of trade. They do not, by themselves, show how much tariff uncertainty changed an individual farm’s income, the price of a specific crop, or a producer’s investment decisions. The cited interview offers expert analysis, while the USDA figures report annual trade outcomes; neither supplies a published causal estimate of tariff uncertainty’s farm-level financial effect.

How to check current trade flows and tariff exposure
The 2025 interview’s descriptions of rates and policy changes should not be used as current guidance. Tariff treatment depends on the product and destination, so a broad headline rate may not tell a farmer or business what applies to a particular shipment.
