But a president’s claim that selected foods are getting cheaper, the change in the overall grocery price index, and research estimating tariff pass-through are three different things. In the United States, the available evidence shows grocery prices still rose year over year in April 2026, while a Federal Reserve staff study found gradual tariff-related price pressure in a limited sample—not proof that tariffs explain the full cost of food.
Why groceries became a test of affordability
A grocery bill is a regular, visible household expense. That makes food prices an intuitive shorthand for whether everyday life feels affordable, even though a grocery price index cannot capture every household’s budget or experience. The political argument is especially easy to sharpen around individual products: a lower price for coffee or eggs is concrete, while an aggregate index reflects many products moving in different directions.
Those distinctions matter when evaluating President Donald Trump’s statements. A selected food can get cheaper while the grocery category overall remains more expensive than a year earlier. Neither fact, on its own, tells us how much tariffs contributed.
What the broad grocery measure says—and what item-level claims leave out
Associated Press reporting on U.S. Labor Department figures says grocery prices were 2.9% higher in April 2026 than in April 2025. The same report puts the cumulative increase from February 2020 to January 2025 at nearly 28%. These figures answer different questions: the first is a one-year comparison; the second captures a longer period ending before Trump took office. Neither isolates tariffs as the cause of the change. AP also reported that Trump’s post highlighted nine products using private Circana data but did not specify the measurement window. For some products, the figures differed from Labor Department data. A set of selected items is not the same measure as the overall grocery category, and an unspecified time period makes it harder to judge what changed and when. Some individual prices had fallen for supply-related reasons, including egg supply recovery and olive-oil production after drought.
What the Federal Reserve staff study says about tariff pass-through
A Federal Reserve staff note published March 5, 2026, examined matched household transaction records and product-origin data. It found that price pressure associated with the 2025 tariffs emerged gradually: significant divergence in retail prices for Chinese-origin goods did not appear immediately after tariff announcements, with a notable response emerging around August 2025. The authors conclude that consumers were paying higher retail prices because of tariffs in the products they studied. Federal Reserve staff note, “The Slow Climb,” March 5, 2026

What the 8.5% figure measures
In the study’s matched sample, Chinese-origin retail goods were about 8.5% more expensive year over year by December 2025. The authors estimate conservative tariff pass-through of at least 28–32% for those goods, comparing observed price increases with estimated effective tariff increases. This is not an estimate that all groceries rose 8.5%, nor a direct estimate of the tariff effect on the full food basket. Why the result is not a complete grocery-price accounting
The authors say retailers absorbed some costs, while existing inventories and uncertainty delayed price changes. Exemptions reduced the realized tariff rate, and future price adjustments remain uncertain. The study therefore offers evidence of tariff-related retail price pressure in its sample, not a complete explanation for grocery inflation or a direct measure of household hardship. It is a staff analysis: its authors state that the analysis and conclusions are their own and do not indicate concurrence by other Federal Reserve staff or the Board.

What Trump said about tariff cuts on food
On November 14, 2025, Trump argued that cutting tariffs on foods not competitively produced in the United States would bring prices down. He named tomatoes and bananas, and said coffee prices would soon be “on the low side” after a rollback. In a December 18, 2025 White House release, Press Secretary Karoline Leavitt said grocery prices, among other prices, were “keep falling” and described inflation as falling. That is the administration’s characterization. It should not be treated as equivalent to a dated grocery index or to the later staff analysis: the claims refer to different measures and periods. What the November 2025 food exemptions can—and cannot—tell shoppers
An executive order in November 2025 exempted several food categories from reciprocal tariffs, including coffee and tea, tropical fruits and juices, cocoa and spices, bananas, oranges, tomatoes, and beef, according to Axios’s account. The order considered domestic demand and domestic production capacity. Industry groups also pointed to weather, energy, transportation, packaging, and labor as costs affecting food prices. Removing or reducing a tariff can ease one cost on an affected import, but the exemption alone does not establish when, or by how much, a retail price will change. The product’s origin, other costs, and conditions in its supply chain matter. Reporting also identifies crop and weather conditions, diesel and shipping costs, and other supply factors as contributors whose effects vary by food. That is why neither the grocery total nor an individual item’s movement can be attributed to tariffs alone.
