What was reported about David Lebryk’s retirement?
On January 31, 2025, The Washington Post reported that Lebryk, described as Treasury’s highest-ranking career official, had announced his retirement in an email to colleagues. Citing three people familiar with private discussions, the paper said he had clashed with allies of Elon Musk over access to sensitive Treasury payment systems. It also reported that Lebryk was placed on administrative leave after Scott Bessent became Treasury secretary and before Lebryk said he would step down. The Washington Post’s January 31 report said the precise nature of the disagreement was not immediately clear.

That account supports a careful conclusion: the retirement and an access dispute were reported in the same contemporaneous story, but the public record cited there does not establish that one caused the other. It also does not establish that the access requests were unlawful. No direct, on-the-record explanation from Lebryk for his retirement appeared in that report.
Why access to Treasury payment systems matters
The Bureau of the Fiscal Service (BFS), a Treasury bureau, handles parts of the process by which federal agencies pay people and organizations. The Government Accountability Office (GAO) describes agencies submitting certified payment schedules through the Secure Payment System (SPS); BFS processes those schedules through Payment Automation Manager (PAM) and sends payment files to the Federal Reserve. Other systems capture payment information for accounting and reporting. GAO’s 2026 report describes these system roles.

The Washington Post described Treasury payment systems as distributing more than $6 trillion annually in its 2025 report. It cited payments including Social Security and Medicare benefits, federal salaries, contractor and grant payments, and tax refunds. That figure is the paper’s description of the systems’ scale in 2025, not an audited 2026 total.
What GAO later found about DOGE team access
GAO’s 2026 report gives preliminary results about access by Treasury DOGE team employees from January 20 through April 11, 2025. Within that scope, GAO identified two employees with access to several BFS payment systems. Their access differed substantially:

GAO also reported that BFS mistakenly gave the directly accessing employee permission to modify data in one system from January 31 to February 1, 2025. Treasury officials attributed the error to confusion after an access request had been amended several times. They said the employee did not know about the elevated permission and made no system-data changes while it was active. GAO said BFS removed the employee’s access on February 6, the day the employee resigned from Treasury.
These distinctions matter: viewing data with staff assistance is not the same as an independent login; permission to read, copy, or print is not permission to write; and the brief mistaken modification permission GAO described was not accompanied by a reported data change. GAO’s figures cover its stated review period and scope, not every person who may have had access at any other time. The report also said further work on access after April 11 remained ongoing.

What courts later ordered about access
In litigation, the U.S. District Court for the Southern District of New York granted a preliminary injunction on February 21, 2025, barring Treasury DOGE Team access to BFS payment systems. The court later modified the injunction. An order dated May 27, 2025, permitted access for employees, officers, or contractors affiliated with USDS, DOGE, or the Treasury DOGE Team, subject to specified vetting, training, hiring, reporting, and risk-mitigation procedures. The court’s 2026 procedural history recounts those orders and conditions.
That history describes preliminary and procedural court action, not a final adjudication of every claim in the litigation. In a separate March 24, 2025 opinion, the U.S. District Court for the District of Maryland said the administrative record did not explain why access to personally identifiable information was needed for the stated technology-modernization purpose. That was the court’s assessment of the record in that proceeding; it was not a finding that modernization work itself was fictitious. The Maryland opinion sets out that discussion.

What the public record does—and does not—settle
- About Lebryk: A January 2025 news report connected his departure to a reported clash over access, based on anonymous accounts. It did not publicly establish his personal reason for retiring or the precise disagreement.
- About access: GAO later documented different direct and indirect access arrangements, including one brief mistaken grant of modification permission and no data changes during that interval, according to its report.
- About later safeguards: Court orders first barred access and were later modified to permit it under specified conditions.
