The lower price came with a trade-off: future Call of Duty games would no longer join the service on launch day. That reversal captures the real issue better than the original price hike alone. Microsoft was trying to make a costly, expanding bundle pay, but subscribers did not necessarily value every extra feature enough to cover the new price.
What changed—and what subscribers pay now
In October 2025, Microsoft reorganized Game Pass around Essential, Premium, Ultimate and PC Game Pass. Ultimate rose to $29.99 per month in the United States and expanded beyond a game catalog: the package included day-one releases, cloud gaming, console online multiplayer and partner benefits such as EA Play, Fortnite Crew and Ubisoft+ Classics. Microsoft framed the service as a way to play across console, PC, cloud and other supported devices. Xbox’s October 2025 announcement describes the restructuring.
On April 21, 2026, Microsoft cut Ultimate to $22.99 per month and PC Game Pass to $13.99. At the same time, future Call of Duty releases stopped being day-one additions to Ultimate and PC Game Pass; Microsoft said they would arrive around the following holiday season, roughly a year after release. Existing Call of Duty titles already in the catalog remain available. Microsoft’s policy update sets out the price and timing changes.
These are United States price signals, as of August 18, 2026. Prices can differ by country, tax, billing method and promotion. Microsoft’s cloud-gaming guide lists Essential at as low as $10 a month and Premium at $14.99, and describes Ultimate as including more than 400 games across supported devices. Individual titles and features vary by platform and region. The guide also explains which supported devices can use cloud gaming.

Cloud gaming is a feature, not a guarantee that every catalog game runs on every device. Compatibility, network quality, latency, data caps and regional availability can affect whether streaming is useful. Microsoft also expanded streaming to more than 1,000 games members own on supported devices in October 2025; that is a stream-your-own-games library, not a claim that Game Pass itself contains 1,000 games. Xbox’s October update describes that expansion.
Why a subscription has a different cost structure from selling games
A full-price game sale brings in a large payment from one buyer at launch. A subscription instead spreads revenue over time and gives one customer access to multiple titles. That can be attractive to players, but it changes how a publisher earns back the costs of development, marketing and post-launch support. It also makes the value of the subscription depend on retention: a customer who joins for one month to play a single release is different from one who stays for a year.
Running a large catalog involves more than paying to make games. Microsoft has to operate the platform, provide customer support, maintain online services and replace or renew catalog content. It must also compensate third-party publishers under confidential agreements. The terms for a particular game are not public; payments may depend on negotiated guarantees, the inclusion period, platform, territory or other factors. It is not possible to calculate a title’s Game Pass economics from public information alone.

Cloud access adds another layer: server and GPU capacity, hardware depreciation, bandwidth and the effort required to deliver responsive streaming across regions. Cloud gaming helps Xbox reach people who do not own a console, but it means the subscription is also supporting an infrastructure service, not just a downloadable library. Microsoft’s cloud guide describes access through supported consoles, PCs, phones, TVs, browsers and other devices.
Microsoft does not publish a complete Game Pass profit-and-loss statement or enough title-level data to establish that the service lost money, that a particular price was necessary, or that every subscriber costs the company more than they pay. Those conclusions would require internal information about licensing, usage, churn and revenue. The case for higher prices is therefore an economic explanation, not proof that Microsoft had no alternative.
Why Call of Duty made the bundle unusually difficult
Call of Duty is not an ordinary catalog addition. It is a major annual release with a large audience beyond Xbox and several potential revenue streams: premium game sales, expansions, battle passes, cosmetics and other in-game purchases. Putting a new entry into Game Pass on day one can attract subscribers and deepen engagement. It can also mean that some players who might have bought the game at full price instead pay for a subscription, perhaps only briefly.

Whether the subscription gains outweigh those foregone sales depends on how many genuinely new or retained subscribers the game brings in, how long they stay, what they spend in-game and how many would otherwise have purchased it. Public information does not establish the answer for Call of Duty. Microsoft’s April 2026 decision to delay future entries suggests it wanted a different balance between subscriber value and launch-window sales; that is an inference from the policy change, not a disclosed accounting result.
The distinction matters to consumers, too. Day-one Call of Duty was a compelling reason to choose Ultimate or PC Game Pass. Under the April 2026 policy, a subscriber who wants the next entry at launch may need to buy it separately. The delayed addition preserves the possibility of playing it through the subscription later, but it is not the same launch benefit.
Why the greed criticism still has a point
A company can face real costs and still choose a price increase to improve revenue or margins. Microsoft made a deliberate decision to raise Ultimate’s price and test whether subscribers would pay more for the expanded package. Calling that decision “greed” is a judgment about the company’s priorities, not an explanation of the service’s cost structure—but it is not invalid merely because the costs are real.

- The increase was large enough to change how customers perceived Ultimate, not just adjust a bill by a small amount.
- Benefits such as cloud gaming, EA Play, Fortnite Crew and Ubisoft+ Classics have different value to different people. A subscriber who does not use them may see little reason to pay for the bundle.
- A catalog’s headline size does not mean every subscriber wants its games, and catalog access is not permanent ownership.
- The 2026 combination of a lower price and delayed Call of Duty shows that the 2025 package was not fixed: Microsoft changed both its price and one of its most prominent benefits.
The more precise criticism is that Microsoft may have overestimated the value subscribers placed on the complete bundle, especially at $29.99. The company had commercial reasons to try that price, but it was still a choice—and the consumer’s bill reflected it whether or not every included benefit was useful.

Subscription growth by itself is not the whole measure of a service’s economics. A company might earn more from a smaller base if average revenue rises, lower-cost users stay, expensive licensing commitments change or more customers buy games and add-ons. The reverse is also possible: a higher price can prompt cancellations, deter new signups, push customers into cheaper tiers or weaken the service’s reputation for value.
In June 2026, an internal Xbox update said Game Pass had declined for more than eight months before beginning to grow again after the service was reworked. That indicates the prior structure had not produced sustained growth, but it does not disclose subscriber totals, profitability or which specific change caused the turnaround. The update does not provide a full financial breakdown.

The new package looks like a recalibration: a lower Ultimate price paired with the removal of day-one Call of Duty access, rather than a return to the exact prior deal. It suggests Microsoft is trying to make the bundle more appealing while treating one unusually valuable launch entitlement differently. That is consistent with an effort to improve the economics, but the public evidence does not prove that the 2025 price rise alone caused the earlier decline or that the 2026 changes will produce lasting growth.
Which Game Pass option makes sense for your budget?
Compare the subscription with what you would actually buy or use, not the theoretical retail value of every perk. The useful questions are how often you play, whether you need games at launch, whether you use more than one platform, and whether temporary catalog access suits you.
Choose Ultimate if you use several parts of the bundle
- You play multiple games each month and want a large rotating catalog.
- You want eligible new releases on day one, aside from future Call of Duty titles under the current policy.
- You regularly use cloud gaming, play across console and PC, or value console online multiplayer.
- You would otherwise pay for partner services included with the plan, such as EA Play, Fortnite Crew or Ubisoft+ Classics, subject to their terms and availability.
Consider Premium if the catalog matters more than launch access
- You want a broad library and cloud access but can wait for new games to arrive.
- You do not need the partner bundle or every day-one release enough to justify Ultimate’s higher price.
Consider Essential for lighter use
- You mainly want online multiplayer, a smaller rotating selection of games or basic cloud access.
- You do not need the widest catalog or day-one releases.
Consider PC Game Pass if you play on PC
- Your gaming is PC-focused and you do not need console-specific multiplayer benefits.
- You are comfortable buying future Call of Duty games separately at launch or waiting for their later arrival in the service.
Buy games individually if ownership or low usage matters more
A subscription may be poor value if you play only one or two games for long stretches, dislike games rotating out, or prefer to keep access without maintaining a membership. It can also be cheaper to subscribe briefly for a specific release, but that approach only works if you track renewal and accept that access ends when the subscription does. Game Pass members may receive discounts on selected games they want to own; Xbox advertises offers of up to 50% on select deals, with actual discounts varying by game, region and timing. Check the current Xbox deals page before treating a discount as part of the value calculation.
