Benefits for U.S. workers and suppliers
Indian Defence Review’s 2011 account estimated that the procurement would support 23,000 U.S. jobs and benefit more than 600 suppliers across 44 U.S. states. It provided no methodology for those estimates.
Closer bilateral defense ties
The report cast the purchase as part of expanding U.S.–India military and humanitarian cooperation. It attributed these words to then-U.S. Ambassador to India Timothy J. Roemer: “This sale captures the mutual benefits of the U.S. – India global partnership. For India, the sale adds strategic and humanitarian muscle to its defense needs. The sale grows and sustains 23,000 thousand jobs in America.” The phrase “23,000 thousand jobs” appears that way in the reproduced quotation; the article separately gives the estimate of 23,000 jobs, and the wording should not be silently converted into a different figure.

What capabilities did the 2011 account attribute to the C-17?
