What did the U.S. proposal cover?
Announced on October 9, 2025, the Transportation Department proposal would have amended the U.S. operating authorities of seven Chinese airlines to prohibit them from overflying Russia on routes to or from the United States. Cargo-only flights were outside the proposed restriction, Aviation Week reported.

It was a proposal, not an operative ban. Reuters reported on September 24, 2026, that the measure had been shelved; the reporting available by October 8, 2026, did not confirm a final order or a later revival.
Why can Chinese airlines fly over Russia when U.S. airlines cannot?
Russia closed its airspace to U.S. airlines in 2022 in response to U.S. restrictions on Russian flights after Russia invaded Ukraine. Chinese airlines were not subject to the same Russian closure, so some could continue using Russian airspace on routes between China and the United States.

The Transportation Department’s argument was that those routes could be shorter, reducing flight time, fuel use and costs for Chinese carriers while U.S. airlines had to take longer routes. The department described the disparity in its proposed order as “this imbalance has become a significant competitive factor,” as quoted by Reuters.
In September 2026, Airlines for America head Chris Sununu argued that routing around Russia imposed a substantial cost on U.S. airlines. His statement concerned the broader route-access debate, not a new decision to enact the shelved proposal.

What did Chinese airlines say the restriction would mean?
Chinese airlines urged the administration to abandon the proposal. They argued that avoiding Russian airspace would add time and fuel use, increase operating costs and potentially push up fares. They also warned of more missed connections and disruption for passengers with existing bookings.
China Eastern said in a filing, as reported by Reuters on October 14, 2025, that some important routes could take two to three hours longer. That was the airline’s estimate for some routes, not an independently measured delay applying to every affected flight.

Would fares or journey times have changed?
The airlines’ arguments describe possible effects, not measured outcomes: the proposal was shelved rather than implemented, and the reporting cited here does not establish a completed route-by-route comparison or a passenger-level study. If the restriction had taken effect, airlines would have had to assess alternative routing; the resulting time and cost would depend on the route. Claims that every affected flight would be several hours longer, or that fares would necessarily rise by a particular amount, are not supported by the reported evidence.
For travelers, the practical distinction is between the proposal’s potential consequences and a change to an actual itinerary. The sources cited here do not show that the shelved proposal itself altered booked passengers’ flights.

What is the proposal’s status?
Reuters reported on September 24, 2026, that the proposal had been shelved after opposition from other U.S. agencies and ahead of trade talks with China. That is the latest reported status established here; it should not be described as a current ban or final rule. The issue remained part of wider U.S.–China debate over airline access, but the September report did not confirm that the proposal had been revived.
