The U.S. Department of Agriculture announced on April 14, 2025, that it was canceling the Partnerships for Climate-Smart Commodities (PCSC), a grant program Reuters reported had allocated $3 billion across 135 projects nationwide. USDA said it found that too little federal funding reached farmers and too much went to administration. The agency also announced a path for select projects to continue under revised requirements, but the available sources do not establish which individual grants ultimately continued.

What was the Partnerships for Climate-Smart Commodities?

Announced by USDA in 2022, the PCSC funded partnerships intended to encourage climate-friendly agricultural practices. Reuters described projects involving soil health, carbon sequestration, reduced methane emissions and other practices, with participants including the National Fish & Wildlife Foundation, Archer-Daniels-Midland and commodity trade groups representing sectors such as soybeans and rice. What did USDA require for projects to continue?

USDA said select existing grant agreements could continue if they met its “Farmer First” review priorities. The announced conditions were:

  • At least 65% of federal funds must go to producers.
  • The recipient must have enrolled at least one producer by December 31, 2024.
  • The recipient must have paid at least one producer by December 31, 2024.

What happens to expenses and funding under the replacement framework?

USDA said it would honor eligible expenses incurred before April 13, 2025. It described the overhaul as the Advancing Markets for Producers (AMP) initiative, to use existing funding, and said no new funding would be made available for these partnerships. What is known about the cancellation’s effects?

The reported $3 billion describes funds allocated to PCSC projects, not funds confirmed as spent. The 135 figure counts projects, not farmers served. The available sources also do not establish measured climate benefits or farm-income effects attributable to the program, so neither can be inferred from the project count or allocation.
