The National Stock Exchange reported that the rupee touched ₹90.4 on December 12, 2025, amid trade-deal uncertainty, foreign portfolio outflows and currency-market short-covering. The Government of India says the exchange rate is market-determined; the Reserve Bank of India (RBI) monitors the market and intervenes to curb excessive volatility, rather than defend a fixed rupee level.
What happened when the rupee reached ₹90?
The headline describes a historical event. The NSE’s Market Pulse for December 2025 says the rupee breached ₹90 and touched ₹90.4 per US dollar on December 12. Separately, a Government of India parliamentary answer records ₹89.99 per dollar on December 5. These are dated observations from different sources; they do not establish the exact first intraday trade above ₹90.
USD/INR quotes the number of rupees needed to buy one US dollar. A higher figure therefore means the rupee has weakened against the dollar: at ₹90 per dollar, for example, a dollar costs ₹90 before fees or other transaction costs.
The ₹90 mark is no longer a current-rate description. The Metropolitan Stock Exchange of India’s archive of RBI reference rates records ₹95.9927 per dollar on October 1, 2026. That is a dated reference rate, not a live exchange quote. It should not be treated as directly interchangeable with an intraday trade or market close.

Why did the rupee fall to 90 against the dollar?
The NSE reported three concurrent sources of pressure around the December move:
- Uncertainty over an India–US trade agreement: uncertainty about when an agreement might be reached weighed on the rupee, according to the NSE.
- Foreign portfolio equity outflows: the NSE also cited investors’ portfolio outflows as a factor in the pressure.
- Currency-market short-covering: short-covering in currency markets was another reported contributor.
These are reported factors occurring around the move, not proof that any one of them caused it on its own. The Department of Economic Affairs’ October 2025 Monthly Economic Review said the rupee traded in a ₹87.8–₹88.8 per dollar range during October and had depreciated 3.5% from end-March to end-October 2025. Those figures provide context for the period before the December milestone; they are not a continuous series with the December observations or the later reference rate.

Does the RBI defend a particular rupee level?
No fixed level or band is promised. In a parliamentary answer, the Ministry of Finance stated: “The value of the INR is market-determined, with no target or specific level or band.” It said the RBI regularly monitors the foreign-exchange market and intervenes in situations of excess volatility.
The RBI describes intervention as affecting foreign-currency demand and supply in the domestic market to help curb USD/INR volatility. India’s market-determined exchange-rate regime was introduced in March 1993. This policy role is different from guaranteeing that the rupee will stay at or above a particular number.

What can a weaker rupee mean for imports and exports?
When an imported good or input is priced in dollars, a weaker rupee can increase its rupee cost, all else equal. The Government of India’s parliamentary answer also identifies the other side of the trade-off: depreciation can improve export competitiveness. Exporters receiving dollars may convert them into more rupees, though the benefit depends on factors such as contract terms, imported inputs, pricing power and other business conditions.
These channels do not translate automatically into a uniform price increase for every household or a guaranteed gain for every exporter. The available official statement describes the general trade-off, not a quantified effect on household budgets or inflation.

How to read rupee-rate headlines
A rate is only meaningful when its date and type are clear. Intraday trades, closing rates and reference rates can differ; observations from different sources should not be presented as one comparable series without checking their methodology.
