Why the Netherlands’ “Unlucky Generation” Faces Higher Student Debt and Mortgage Hurdles

Dutch borrowers affected by the loan-based student-finance system may face higher debts, and DUO debt counts toward a maximum-mortgage calculation. Here’s what the cohort figures and repayment rules mean.

In the Netherlands, students who borrowed under the loan-based student-finance system introduced in 2015 often left education with higher debts than earlier cohorts. That debt is included when lenders calculate a maximum mortgage, so it can reduce how much someone can borrow—but the effect depends on the person’s debt, repayment rules and lender assessment. It does not automatically prevent someone from buying a home.

Who is the “unlucky generation”?

“Unlucky generation” is a colloquial label, not a legal category with one fixed boundary. It generally refers to students affected by the system that replaced the basic grant from academic year 2015–16 until the grant returned in 2023. A 2026 Utrecht University report describes the relevant cohort as people who studied between 2015 and August 2023; the exact group can therefore vary by context.

The change meant that many students had to borrow where earlier students could receive a basic grant. The grant was reintroduced in 2023, but that did not erase debts already accumulated by borrowers during the intervening years.

How much higher were debts for borrowers in later starting cohorts?

The Dutch Authority for the Financial Markets (AFM) reported higher average debts among borrowers who began studying in 2015/16 than among borrowers who began in 2010/11. These are averages for borrowers in the specified cohorts, not figures for every student or a prediction of any individual’s balance.

Study track Borrowers starting in 2010/11 Borrowers starting in 2015/16
HBO (higher professional education) €9,000 average debt €21,300 average debt
WO (university education) Approximately €14,500 average debt Approximately €32,000 average debt

Source: AFM, 2025. The cohort comparison shows a substantial difference among borrowers; it does not establish that the loan system alone caused every difference between individuals.

Does DUO student debt affect a mortgage in the Netherlands?

Yes. DUO says student debt is included in the calculation of a maximum mortgage. Student debt can reduce the amount a lender will allow someone to borrow, but there is no universal euro-for-euro conversion: the result depends on the debt and repayment details and the lender’s assessment. Use a current mortgage calculation based on your own circumstances rather than a generic estimate.

The repayment schedule matters because lenders consider monthly financial obligations. Under DUO’s guidance, repayment under the 35-year rules can often allow a higher maximum mortgage than repayment under the 15-year rules because the monthly payment is lower. That does not mean the longer schedule is automatically best: it can keep the debt outstanding longer and increase total interest.

How do SF15 and SF35 repayment rules differ?

DUO repayment rules generally provide a 15- or 35-year repayment period, depending on which rules apply to the borrower. DUO calculates the required payment using the debt, repayment period and interest rate, and usually takes income and partner income into account. Under the described rules, any balance left when the repayment period ends is forgiven.

Factor SF15 SF35
Repayment period 15 years 35 years
2026 interest rate listed by DUO 2.29% 2.33%
Mortgage consideration A higher monthly repayment can reduce borrowing capacity relative to a lower payment. A lower monthly repayment can often support a higher maximum mortgage than SF15.
Potential trade-off Shorter repayment period. Debt may last longer and total interest may be higher.

DUO lists these interest rates for 2026; rates are set annually and vary by repayment rules and year. Interest accrues monthly on the total debt, including interest already added. Check DUO’s interest information and Mijn DUO for the rate and repayment scheme that apply to you. The monthly payment is not determined by the rate alone; income and other details may also matter.

What should borrowers check before applying for a mortgage?

  1. Confirm your DUO details. Check Mijn DUO for your outstanding balance, applicable repayment rules, interest rate and required payment.
  2. Use a current lender calculation. Provide your actual student-debt and repayment information. A broad debt figure or online rule of thumb cannot establish your personal borrowing limit.
  3. Compare the real repayment trade-off. Consider how the applicable schedule affects monthly payments, mortgage capacity, repayment duration and potential total interest. Do not choose or change a schedule solely to increase a mortgage estimate without checking its longer-term cost.

Does student debt mean the cohort cannot buy a home?

No. The rules establish that student debt is part of the maximum-mortgage calculation, not that every borrower is barred from home ownership. The effect varies with individual circumstances. Student accounts in university reporting describe concern about mortgage access, but those accounts do not establish how often people delayed or abandoned a home purchase because of student debt.
