The reported restriction on Microsoft Copilot in the U.S. House began in March 2024, when House offices were told the commercial application was unauthorized because of concerns that House data could reach cloud services the institution had not approved. It was not evidence of a Copilot-caused data breach, nor proof of a permanent ban on every Microsoft AI product. Later House policy and testing show its approach changed, but the latest official statement in the available record describes a proposed deployment strategy—not a completed rollout or confirmed authorization.
What the House restricted in March 2024
Axios reported on March 29, 2024, that Chief Administrative Officer Catherine Szpindor told congressional offices the Microsoft Copilot application was “unauthorized for House use.” The guidance reportedly said it would be removed from and blocked on House Windows devices. Axios attributed the decision to the House Office of Cybersecurity’s concern that data might leak to cloud services not approved by the House. Axios’s report is contemporaneous coverage of guidance it obtained; the original memo is not among the official records available here.

The reported restriction applied to commercial Copilot. Axios also said the CAO would evaluate a government version when available. The stated basis was a prospective data-handling risk: the available sources do not report a Copilot-caused leak or establish how many staff members were affected.

How the House’s position evolved
- July 2024: Committee material encouraged the CAO’s continued technical testing of Copilot and looked toward a pilot and funding. It also referred to work on high-security options using Azure OpenAI and AWS Bedrock. The committee’s July 2024 material indicates evaluation, not general staff authorization.
- September 19, 2024: The Committee on House Administration and the CAO announced a House-wide AI policy framework. It set out a process for managing cybersecurity and other risks while allowing staff to propose tools and uses for review. The announcement described a governance framework, not blanket approval of every AI product.
- Second half of 2024: The CAO’s semiannual report said its AI Center of Excellence was actively testing Microsoft 365 Copilot. It noted that the product can use a person’s Microsoft Graph data, such as email, documents, calendars, and meeting transcripts. The team also built House-specific proof-of-concept tools in secure Azure OpenAI and AWS Bedrock environments. The CAO’s semiannual reporting documents testing, not a completed deployment.
- March 25, 2025: At a House Administration subcommittee roundtable, Szpindor described a two-year strategy focused on deploying Copilot, training staff, and running targeted demonstrations. She said additional funds would be needed to implement the strategy at scale. Her remarks described Copilot operating within the House Microsoft tenancy and accessing internal data there. The hearing record establishes a stated plan and rationale, not that licenses were funded, deployment finished, or all staff received permission.
Is Copilot still banned in the House?
The record supports a narrower answer than either “yes, it is still banned” or “the ban was lifted.” The commercial application was reported unauthorized in March 2024; subsequent House records document an AI policy, technical testing, and a proposed strategy to deploy Copilot. The latest official House statement in this record, from March 2025, does not establish the final authorization or deployment status of a government-oriented Copilot version or confirm broad staff access.

For a House employee, the practical distinction is that a policy framework or technical test is not itself permission to enter official information into a tool. The House’s applicable approval and data-handling rules govern; the cited public record does not settle the status of every Copilot configuration.
Why an enterprise version is not automatically equivalent
Microsoft’s current enterprise data-protection documentation says organizational Copilot use is governed by its Data Protection Addendum and Product Terms. Microsoft lists protections including encryption in transit and at rest, tenant isolation, identity and permissions controls, sensitivity labels, retention policies, and auditing; it says the exact controls vary by subscription. The company also says prompts, responses, and Microsoft Graph data accessed through Copilot are not used to train foundation models. Microsoft’s enterprise data-protection documentation describes the vendor’s published commitments, not independent verification that a particular House setup met House requirements.

Whether an organization can use a particular Copilot configuration depends on more than the product name. A House review would need to consider which information the tool can access, where it may be processed, what cloud destinations and connectors are enabled, how identity and permissions are enforced, which contractual protections apply, and what audit and retention controls are available. The use case and sensitivity of the information matter too. The available House records do not establish the final answers for a government-oriented version.
What the episode means for readers outside Congress
The House story is an example of an institution treating AI access as a data-governance decision, rather than assuming that a familiar software brand is approved for every kind of information. Microsoft’s enterprise claims may inform that review, but they do not decide whether a specific product, account, or configuration is permitted by an organization. For anyone handling work, financial, or personal information, follow the rules set by the organization or service responsible for that data; do not assume that a consumer app and an enterprise tenant have the same protections or authorization.
