The announcement came after a weak first quarter and amid evidence that fewer U.S. consumers were considering the brand. But the available figures do not show that Elon Musk alone caused Tesla’s sales weakness—or that he had alienated nearly every potential buyer.
What Tesla announced—and why
On April 15, 2024, Reuters reported that an internal memo from CEO Elon Musk announced planned layoffs affecting more than 10% of Tesla’s global workforce. That threshold describes the announced plan; it is not a verified final count of employees who were dismissed. Reuters’ report quoted Musk saying, “it is extremely important to look at every aspect of the company for cost reductions and increasing productivity.”
The stated rationale was therefore to reduce costs and increase productivity. The announcement landed as Tesla faced softer deliveries and an intensifying electric-vehicle price war, but timing alone does not establish that any one factor caused the cuts.
What Tesla’s delivery figures showed
Tesla reported delivering 386,810 vehicles in the first quarter of 2024. In its Q1 materials, the company said combined cash deliveries of the Model 3 and Model Y fell by approximately 27,000 year over year. These are company-reported figures, not a measure of how much of the decline was caused by consumer attitudes toward Musk. Tesla’s Q1 delivery update and its SEC-filed Q1 10-Q provide the underlying company reporting.

Operational factors Tesla identified
Tesla said the Model 3/Y decline was partially related to the early production ramp of the updated Model 3 and factory shutdowns. The company linked the shutdowns to shipping diversions around the Red Sea and an arson attack at its Berlin-Brandenburg plant. Tesla’s explanation identifies contributing operational issues; it does not quantify how much each one affected deliveries.
What the buyer-consideration survey can—and cannot—say
Reuters reported that Caliber’s U.S. Tesla consideration score was 31% in February 2024, down from a high of 70% in November 2021. Caliber attributed part of the decline to Musk’s polarizing persona. The result indicates a drop in a dated survey measure of U.S. consumers’ consideration of Tesla; it does not mean that 69% of all prospective buyers rejected the brand, and it does not isolate Musk’s influence from other causes. Consideration is not the same as a purchase or a delivery. The survey is evidence that brand interest weakened in the United States, not a causal experiment proving why individual consumers did or did not buy a Tesla.

The evidence supports a limited conclusion: Tesla announced substantial planned layoffs while dealing with lower deliveries, operational disruptions, price competition, and a decline in U.S. buyer consideration. Caliber’s reported interpretation suggests Musk’s public persona contributed to the consideration drop, but the cited figures do not establish that he was the sole cause of weaker demand or sales.

Nor do the sources support the claim that Musk alienated “pretty much everyone” who might have bought a Tesla. The survey covers a specific consideration measure, geography, and period; Tesla’s delivery data reflect vehicles delivered, not buyers’ reasons. The separate effects of brand sentiment, competition, pricing, product-cycle issues, and operational disruption are not quantified in these figures.
