TELUS announced in July 2024 that it would close its Barrie contact-centre location. Affected workers were told they could relocate to Montreal, apply for another role, or accept a separation option. United Steelworkers Local 1944 challenged the changes, but the union reported in October that an arbitrator found TELUS had not violated the collective agreement or Canadian labour law.
Why was TELUS closing its Barrie location?
The closure concerned TELUS’s Ontario contact-centre operation in Barrie, not a general shutdown of the company’s offices across Ontario. TELUS told the Canadian Press that the site decision followed a review of its real estate. The company also placed the change within a broader return-to-office shift for customer-experience employees.
TELUS spokesperson Brandi Merker said the company was evolving customer service through greater use of digital and self-service options, which TELUS said were decreasing call volumes. Merker also said TELUS was investing in training, reskilling and tools so frontline employees could handle more complex calls and resolve issues on first contact. These were the company’s stated reasons; the cited reporting did not independently measure call volumes or service quality. CityNews Toronto / Canadian Press, July 11, 2024.
What choices did affected workers receive?
The reported options were to relocate to Montreal, apply for another role at TELUS, or accept a separation option. TELUS said it would provide relocation support and described its voluntary separation package as exceeding Canada Labour Code requirements. The reporting establishes the options that were announced, not how individual workers ultimately responded.

What did the union challenge?
United Steelworkers Local 1944 said it had been informed of the move and called it a “back-door termination.” Local president Michael Phillips said most affected employees had worked from home full-time since 2020. Those descriptions reflect the union’s account and criticism, not a finding that TELUS intended to terminate workers through the relocation requirement. USW Local 1944.
The union sought an urgent injunction against the workplace changes. According to the union, the British Columbia Supreme Court granted a temporary order on August 8, 2024, pausing the work-from-office and redeployment plans while the dispute proceeded to expedited arbitration. The union later said an arbitrator was selected on August 20 and hearings were held virtually from September 16 to 20. What did the arbitrator decide?
On October 15, 2024, the union reported that it had received the arbitrator’s binding decision: “He has found that Telus did not violate our Collective Agreement, or any aspect of Canadian labour law.” The union did not name the arbitrator in its update. As reported, the decision meant TELUS could proceed with the announced requirements. USW Local 1944, October 15, 2024.
The temporary injunction and the arbitration decision were separate stages: the injunction paused the plans while the dispute was heard; it was not a permanent block. What is known about the workers’ eventual outcomes?
The available reports do not establish how many affected workers moved to Montreal, transferred to another role, or left TELUS. They also do not establish the precise date the Barrie closure was completed or whether a later legal challenge changed implementation. The published outcome is therefore the arbitration result and the options announced—not a verified account of what happened to each worker.
