The European Commission opened formal proceedings against Shein on 17 February 2026 under the Digital Services Act (DSA). It is examining how the platform limits illegal product listings, whether engagement-reward features create risks the company must mitigate, and whether its recommendation systems are transparent. The Commission’s announcement was not a final finding that Shein breached the law or that its service caused addiction or harm.
Why is Shein under investigation?
The Commission’s case concerns the way a very large online platform manages risks arising from its service. On 26 November 2025, it requested information about Shein’s prevention of illegal listings and protection of minors from age-inappropriate material, including the effectiveness of its safeguards. The Commission then opened formal DSA proceedings on 17 February 2026.

The Commission described its announcement this way: “The European Commission has opened formal proceedings against Shein, under the Digital Services Act, for its addictive design, the lack of transparency of recommender systems, as well as the sale of illegal products, including child sexual abuse material.” That is the Commission’s characterization of the issues under examination, not a conclusion that Shein violated the DSA. Illegal listings, including child-like sex dolls
The Commission is examining Shein’s systems for limiting illegal products, including listings of child-like sex dolls. It said the items could constitute child sexual abuse material. The proceeding asks whether the platform’s controls are adequate; the announcement itself does not establish a final legal determination about the listings or Shein’s liability.

Engagement rewards and design risks
The Commission specifically cited points or rewards offered for engagement and the safeguards used to mitigate risks associated with those features. In this case, “addictive design” refers to a regulatory concern about how engagement features may affect users and whether related risks are addressed. The Commission has not announced a finding that the design is addictive or that it caused harm.
Recommendation-system transparency
The third area is whether Shein is transparent about how its recommendation systems work. The Commission says the DSA requires Shein to disclose the main parameters behind those systems and to provide users with at least one easily accessible option for each system that is not based on profiling. What are the Shein sex-doll allegations?
The concern is about child-like sex dolls listed for sale on the platform. The Commission included these listings among the illegal products it is investigating and said they could constitute child sexual abuse material. That phrasing reflects the issue’s seriousness while preserving the distinction between an allegation under investigation and a final finding.
There is also a separate French track. The French Ministry of Economy says the consumer-protection authority DGCCRF found illegal products listed, including child-like sex dolls, referred the matter to the prosecutor and ARCOM, and that Shein suspended its marketplace and removed illegal products after a DGCCRF injunction. Did a French court block Shein?
No. According to the French Ministry of Economy, the Paris Court of Appeal on 19 March 2026 confirmed the first-instance judgment and declined to block the platform. The ministry says the court nevertheless ordered Shein to put age-verification measures in place for sales of pornographic products. If Shein failed to comply, the ministry reported a possible penalty of €10,000 per established infraction for 12 months. The ministry also reported that French customs examined 200,000 parcels at Roissy-Charles de Gaulle on 6 November 2025. In that operation, it said eight articles in ten were non-compliant, citing examples such as unauthorized cosmetics, dangerous toys, and defective appliances. Those figures describe the specific inspection reported by the ministry; they are not a general estimate of the share of Shein products that are non-compliant. The French court decision did not resolve the Commission’s separate inquiry. Each track concerns different proceedings and should be read on its own terms.
Has the EU investigation into Shein ended?
The Commission’s 27 February 2026 news article referred to the Shein investigation as launched. The official updates cited here do not establish whether the proceeding had concluded or materially advanced by 8 October 2026. It would therefore be inaccurate to describe it as definitively ongoing or completed on that date without a newer official status update. European Commission, 27 February 2026.
