Why Seattle Set a Three-Day In-Office Schedule for Executive-Branch Employees

Seattle’s 2024 announcement increased the executive-branch worksite expectation from two to three days per week, while leaving current status unverified.

Seattle Mayor Bruce Harrell announced on August 5, 2024, that City of Seattle executive-branch employees would be expected to report to their worksite three days a week starting November 4, 2024. The change raised the prior expectation of two days per week, in place since 2022. The announcement covered approximately 13,300 employees in executive-branch departments and offices—not every City employee.

What Seattle announced

The City said it had nearly 14,000 employees overall, with approximately 13,300 in the executive branch covered by the announcement. The policy was described as a three-day-per-week worksite expectation beginning November 4, 2024, replacing the two-day expectation that had been in place since 2022. The City’s August 5, 2024 announcement also said remote-work flexibility would continue.

The announcement was about the City’s executive branch. It should not be read as a blanket rule for every City employee, nor does the announcement provide a complete account of department-level exceptions or labor-agreement implementation.

Why the mayor said the City was increasing office time

Harrell’s stated rationale was to support collaboration, resident service, office culture, relationship-building, mentorship, and employee growth. He described the policy as an effort to recognize the benefits of in-person teamwork while retaining remote-work flexibility.

Harrell also said the administration had been encouraged by what it viewed as improved collaboration, stronger conversations and idea-sharing, community-building, mentorship, and employee growth. Those are the mayor’s assessment and the administration’s stated reasons; the announcement did not establish that the three-day schedule independently produced those outcomes.

What figures the City cited—and what they show

The City used several figures to describe the context for its decision. They are not measurements of the policy’s effects:

  • More than 65%: The City said this share of employees regularly reported to worksites during the pandemic to perform essential functions that could not be done remotely.
  • 13 percentage points: The City cited a Seattle Metro Chamber survey finding an increase from spring 2023 in businesses with employees in the office at least two or more days per week. The announcement did not state the survey’s sample size or exact field dates.
  • 93,000 workers per day: The Downtown Seattle Association, as cited by the City, reported this June daily average for downtown and described it as the highest in more than four years. That figure does not show that the City’s policy caused downtown activity to rise.

The announcement’s attendance, business-survey, and downtown figures provide background, but none by itself demonstrates improved collaboration, resident service, employee outcomes, or a causal effect on downtown activity.

What the schedule could mean for employees

More required office days can affect commute time and work-life balance. GeekWire’s contemporaneous report noted those considerations and broader regional employee pushback against return-to-office mandates, but it did not quantify Seattle City employees’ views or establish how City staff responded to this particular announcement. Is the three-day policy still in effect?

The available reporting establishes the 2024 announcement and its scheduled November 4, 2024 start date. It does not verify whether the policy remains in force or how it is currently applied across departments as of October 8, 2026. Anyone who needs the current rule should confirm it with Seattle Human Resources or the relevant department rather than treating the 2024 announcement as proof of present-day practice.
