What happened in Qoala’s Series C?
TechCrunch reported on March 26, 2024, that PayPal Ventures and MassMutual Ventures co-led a $47 million Series C funding round for Qoala. Other named participants were MUFG Innovation Partners, Omidyar Network, and existing investors Flourish Ventures, Eurazeo and AppWorks. TechCrunch said the round brought Qoala’s cumulative funding to more than $130 million.
The investment was a company funding event, not a consumer insurance offer. The available coverage does not state how much of the round was contributed by PayPal Ventures individually.
What does Qoala do?
Qoala is an insurance intermediary and distribution platform headquartered in Jakarta. It works with insurers and consumer-facing businesses to distribute policies; it is not itself described in the cited coverage as the insurer underwriting every policy. The products mentioned include motor, property, personal accident, travel and health insurance.

TechCrunch reported in March 2024 that insurance penetration in Indonesia was below 4%, attributing the figure to the Indonesian Financial Services Authority. The cited material does not establish that figure as a current 2026 statistic.
A fragmented provider landscape
In its March 2024 thesis, PayPal Ventures described Indonesia as having more than 150 insurance carriers and more than 200 insurance intermediaries. It also said the five largest private insurers, excluding state-owned players, accounted for 23% of the market. These are figures published by the investor as part of its case for investing; they are not presented here as independently verified current market measurements.

PayPal Ventures cited a favorable demographic profile in Indonesia, which it described as the region’s largest country, alongside rapidly accelerating digital adoption. In the investor’s view, a large and increasingly digital market offered a chance to connect insurers with customers through online platforms and offline distribution rather than relying on a single channel.
What did Qoala’s reported figures show in 2024?
The March 2024 coverage included operating measures that help explain the scale of the business described at the time. Qoala’s company homepage lists its expansion into the Philippines in 2024 as a milestone, alongside the Series C.
