Oil prices can rise during a supply recovery because markets price the barrels buyers can actually obtain—not just the amount coming out of wells. A recovery may be incomplete, delayed or difficult to move, while inventories, demand, transport costs and the risk of another disruption affect the balance at the same time. Prices can therefore climb before supply is fully restored, even if added production eventually puts downward pressure on them.
Oil prices reflect the market’s expected balance, not a production headline
A production figure answers how much oil is being produced over a particular period. It does not, by itself, show how much is available to a buyer in a particular place, grade and time window. Prices respond to the expected balance between supply buyers can access and the amount they want to use or store. That is why production can recover while a benchmark price rises.

The price is especially sensitive to the barrels needed to balance the market at the margin: the next barrels that can be supplied, or the demand that can be reduced, when buyers compete for oil. If available supply is close to what refiners and other users need, even a modest shortfall or new risk can matter. Conversely, a production increase does not necessarily ease that tightness if the new barrels are not available where they are needed.

This limited short-run flexibility helps explain why a seemingly small shift can move prices substantially. A refinery still needs feedstock, a driver still needs fuel, and a producer may need time to restore output. If users cannot quickly cut consumption and producers cannot immediately add accessible barrels, the market may need a higher price to ration demand, encourage supply, or both.
Recovering production may not mean recovering deliverable supply
Oil must travel from a producing field to a buyer. Export terminals, pipelines, shipping lanes, tanker availability and refinery access all affect whether production can become usable supply. A well can resume output while a damaged or congested route continues to limit exports. Different crude grades are also not automatically interchangeable for every refinery. The relevant question is therefore not only whether output has returned, but whether the right barrels can reach the relevant market in time.
The EIA’s October 2026 outlook describes a Middle East market in which production shut-ins had declined from their peak, but flows remained constrained and inventories were still being drawn down. It estimates shut-ins averaged 10.9 million barrels per day at the May 2026 peak and 4.8 million barrels per day in September 2026. Those estimates illustrate a partial recovery alongside residual disruption; they are not a measure of all global supply or of barrels available to every buyer.
Under its assumptions about constrained flows, workarounds, shut-in volumes and continued inventory withdrawals, the EIA forecasts Brent crude spot prices to average $105 per barrel in the fourth quarter of 2026. That is a forecast conditional on the outlook’s assumptions, not an observed quarter average or a guaranteed price. The EIA also warns that short-term prices could be more volatile than its forecast. Inventories can cushion a shortage, but their location matters
Stocks let the market shift oil across time. When supply exceeds immediate use, inventories can build; when production or transport falls short, buyers can draw them down. A stock build can add a buffer and weigh on prices, while withdrawals can signal that current supply is not meeting demand without help from stored oil.
But an aggregate inventory estimate does not reveal exactly which barrels are available to the marginal buyer. Stocks may be held in different countries, locations or forms, and not all are equally visible or easy to move. A barrel stored far from a constrained route, or held for strategic reasons, may not ease a local delivery problem as quickly as a headline global total suggests.
That distinction appears in two different dated EIA market discussions. In its February 2026 analysis, the agency said that in its forecast about half of estimated non-OECD inventory builds of 2.3 million barrels per day in 2025 could be attributed to China’s strategic stocks and increased floating storage of sanctioned oil. This was a dated estimate and forecast discussion, not a direct count of freely available oil. The EIA noted that less-observable non-OECD inventories and those stockpiling patterns could help explain why benchmark prices did not fall as much as a headline supply-demand balance might imply. The February 2026 EIA analysis discusses those stock builds.

One account concerns less-visible accumulation during a forecast period; the other describes stocks being drawn down while flows were restricted. They should not be treated as contradictory claims about the same moment. Both show why inventory direction, location and accessibility matter alongside production.

Month-to-month and year-over-year stock comparisons can also point in different directions. The International Energy Agency (IEA) reported that observed global oil stocks rose by 32.1 million barrels in April 2025, while total inventories remained 90 million barrels below their level a year earlier. Those are historical observations from the IEA’s June 2025 report, useful as an illustration rather than a description of current inventories. The IEA’s June 2025 Oil Market Report gives the dated figures.
Spare capacity is a response option, not an instant delivery guarantee
Spare capacity can help producers respond when supply is disrupted, but it takes more than the existence of unused production potential to relieve a particular shortage. The EIA defines spare capacity as oil production that can be brought online within 30 days and sustained for at least 90 days. This is the agency’s definition of the term, not a current estimate of how many barrels are available. The EIA’s oil prices and outlook page explains the definition.
The definition sets a time frame for production response; it does not say that those barrels are already flowing or that they can immediately reach every buyer. Production must be brought online, then exported and transported through available routes. Spare capacity can moderate a shock when it is usable and accessible, but it cannot necessarily offset a shipping bottleneck, a local grade mismatch or a disruption that blocks the route to market.

Markets can price disruption risk before output is lost
Oil prices reflect expectations about future availability as well as confirmed physical flows. If traders believe that a conflict, severe weather or shipping interruption could remove supply, prices may rise before a net production loss is established. This risk premium is compensation for uncertainty about what buyers may have to pay if the disruption worsens; it is not evidence that the threatened barrels have already disappeared.
The size of the possible price response depends partly on the market’s cushion. The EIA says geopolitical events and severe weather can increase uncertainty and volatility, with a larger effect possible when inventories and spare capacity are low. Where buyers have fewer readily available alternatives, the risk of losing even some flows becomes more consequential.
Transport risk can affect delivered costs as well as benchmark prices. In its October 2026 outlook, the EIA attributes higher delivered crude costs to tanker risk, insurance, longer routes and the associated price risk premium. That distinction matters: a buyer may face additional costs to move oil safely even when production continues, while the market may also reprice the possibility of future disruption. The outlook’s account is specific to the conditions and assumptions it describes, not a universal shipping-cost rule.
Historical examples show how supply growth and rising prices can coincide
Two IEA reports from 2025 offer a dated illustration of how several signals can move in different directions. They do not establish that rising production caused prices to rise. Rather, they show why production totals need to be considered alongside risk, inventories and the physical market.

| Market episode | Reported evidence | What it illustrates |
|---|---|---|
| June 2025 | The IEA reported that Brent futures rallied by $5 per barrel to $74 per barrel after Israel’s June 13 strikes on Iran. | Prices can reprice geopolitical risk even when the market is expected to be well supplied absent a major disruption. The report described concern about possible disruption to the Strait of Hormuz. |
| June 2025 production, reported in July | The IEA reported global oil production of 105.6 million barrels per day in June 2025, up 950,000 barrels per day month over month. Benchmark prices rose around $7 per barrel on average during June. | More production and rising prices can occur over the same period when other forces—including risk and demand—also affect the market. The report also noted seasonal refinery demand and price indicators pointing to a tighter physical market than the headline balance suggested. |
The first figure is a futures-price move following a dated event; the second compares a monthly production estimate with an average price movement during June. They are not interchangeable price measures, and neither should be presented as a current market reading. The IEA’s reports provide the original context: June 2025 and July 2025.
How to judge whether a recovery is likely to ease prices
Rather than looking for a single production headline, compare the pieces of the balance that determine whether additional oil can relieve pressure. The same checklist is useful when comparing two market episodes: a recovery in one setting may be more effective than an equal-sized increase in another if transport, stocks or risk differ.
- Production versus deliveries: Is output rising, and are exports and deliveries to buyers rising too? Check whether pipelines, ports and shipping routes can handle the additional flow.
- Stocks and withdrawals: Are inventories building or being drawn down? Consider the period being compared, the stocks’ location and whether the data capture less-visible storage.
- Spare capacity: Is there capacity that can respond on the relevant time scale, and can the resulting barrels reach the constrained market?
- Demand and flexibility: Are refineries and other users seeking more oil, and can they reduce or substitute consumption quickly? In the short run, the EIA describes both supply and demand as relatively unresponsive.
- Risk and transport costs: Has the possibility of a disruption changed, or have insurance, tanker risk and route length raised delivered costs even without a confirmed production loss?
- What the price figure measures: Is it a spot price, a futures move, a monthly average or a forecast? Identify its date and assumptions before comparing it with another number.
A durable increase in accessible supply, combined with inventories rebuilding and no offsetting rise in demand or risk, can eventually put downward pressure on prices. The key is persistence: a brief production rebound may be too small or too short-lived to restore the market’s buffer, while a sustained flow of deliverable barrels can change the balance over time.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →What this means for the direction of prices
Recovering supply and rising prices are not mutually exclusive. Prices can move higher while production is returning if the recovery is incomplete, the barrels are difficult to deliver, inventories are being used to bridge a shortfall, demand is firm, or buyers are paying for disruption risk. The same framework works in the other direction: when accessible supply growth lasts and stocks rebuild, the added cushion can reduce competition for barrels and weigh on prices.
That is why a production total is a useful signal, but not a verdict on where prices must go. The more informative question is whether expected, deliverable supply is catching up with demand—and whether the market has enough accessible inventory and spare capacity to handle the next disruption.
