On Tuesday, July 29, 2025, the Trump administration temporarily restricted NIH’s ability to issue research grants, contracts and training awards. The Office of Management and Budget (OMB) said later that day that it had released the funds. The roughly $15 billion figure was an estimate from Senator Patty Murray’s office of funding that could have been affected—not a confirmed loss or proof that every award payment was made.
What happened on July 29
The Washington Post reported that OMB gave the National Institutes of Health (NIH) its full-year apportionment with a footnote limiting how the agency could use the money. NIH finance officials interpreted the restriction to permit obligations for salaries, administrative costs and Clinical Center expenses, while pausing research grants, research-and-development contracts and training awards.
Neil Shapiro, NIH’s associate director for budget, told staff the agency was working to make the limitation “short-term and temporary,” according to the Post. Later Tuesday, OMB spokesperson Rachel Cauley described the action as “a programmatic review of NIH funding” and said, “The funds were released.” HHS spokesman Andrew Nixon confirmed there had been a pause and later referred questions to OMB’s statement. The Washington Post’s account documents the release announcement, but does not independently establish that every affected award payment was completed that day.
Ars Technica also reported that the freeze was temporary and that the funds were subsequently reported released. It summarized Wall Street Journal reporting that senior White House intervention preceded the reversal; that account is a reported explanation, not an officially confirmed reason. What the $15 billion estimate means—and does not mean
Senator Patty Murray’s office estimated that about $15 billion in funding that otherwise would have gone to research institutions before September 30 could have been cut off by the pause. That is an estimate of potential exposure, not a final accounting of money permanently canceled, withheld or paid. Murray’s July 29 statement separately characterized $5 billion in NIH investments as already prevented from going out that year. Her office’s statement is the source for both figures and their characterizations.
Funding status matters: an appropriation is money Congress provides; an apportionment governs when and how agencies may use it; an obligation is a commitment to spend; and a disbursement is a payment. A pause on new obligations does not by itself show that the estimated amount was lost, nor does an announcement that restrictions were lifted prove all payments had cleared.

How this episode differs from other NIH funding figures
Other dollar and award counts describe broader conditions and should not be treated as a tally of the July 29 pause.

Murray’s office and Durbin’s office reported different measures in separate statements. Neither set of figures should be presented as an uncontested audit of the July 29 pause.

Why the funding dispute mattered
NIH funds biomedical research at universities, academic medical centers and other independent U.S. research institutions. A restriction on new awards can affect research plans and the institutions expecting that support, even if it is later reversed. The dispute also raised a question about how the executive branch administers funds Congress has appropriated and how OMB can apportion or restrict spending.
The Post reported that NIH had received a little more than half of its congressionally appropriated money as of May 1, 2025, citing an unnamed person familiar with the situation. That dated, attributed account is broader context; it is not a measure of the July 29 pause’s impact.

Later developments do not settle what happened to every payment
In September 2026, Chemical & Engineering News reported that the White House appeared to be backing away from a later proposal for more political control over NIH research grants after bipartisan pushback. The report described a proposed executive order and approval layer as a separate development. It also recalled the 2025 freeze and release, but does not establish that all funding affected in 2025 was ultimately disbursed. Chemical & Engineering News reported on the later proposal.
